1 Professional Preparation Program The Professional Preparation Program was designed to prepare individuals to take the Professional Examination with the Canada Border Services Agency. This unique and comprehensive program is for customs brokers, importers or freight forwarders who want to achieve the CBSA Professional Designation. Getting ready for the test can be easier than you think. Web-based learning from your desk 15 modules, one per month Assignment review sessions Study group help before the exam Support, every step of the way Begins April 2007

2 A realistic approach The program consists of 15 modules. One module will be delivered per month. Each module consists of: A leader driven presentation An assignment An assignment review session A final examination Convenient learning from your desk To attend the class, participants will log onto a website and dial a phone number to hear the instructor. A presentation will be visible on the screen. Participants can log into the session from any location. This is the only class in the market that was designed to prepare individuals to take the Professional Examination with Canada Border Services Agency. The program is broken down into two levels. Level 1 contains the fundamentals of Customs clearance. Level 2 contains more advanced material. The information in both levels is necessary to write the Professional Examination. If participants do not wish to write the Professional Examination, they may choose to take the Level 1 program only. For those that already feel they have the knowledge to pass the examination but need help studying, the Study Guide Session is for you. You will receive a list of relevant points to concentrate on when you are studying, exam tips, three assignments containing questions that will help you focus on the most asked questions, a review session of the assignments via conference call and a final practice exam. 3 Professional Preparation Program Module Descriptions Level 1 Module 1 April 2007 Module 2 May 2007 Module 3 June 2007 Module 4 July 2007 Module 5 August 2007 Legislative Overview Acts, D-Memo and Customs Notices This module provides an overview of the different legislations and documents that guide the way we do business. During this session we will discuss the information that can be found in each piece of legislation. This module lays a foundation for the rest of the modules that you will attend. Topics in this module include: Customs Act Customs Tariff Excise Act Excise Tax Act Special Import Measures Act D-Memorandum Customs Notices Brokers Licensing and Security, Authority to Act as an Agent and Brokers Obligations In order to act as a broker, licensing and security requirements must be met. It is essential that you understand the obligations of a broker before and after a license is obtained. This module addresses: Licensing Requirements Individual, Partnership and Corporations Application forms and cost Posting Security The set up of a Business Number Obtaining Account Security Authority to Act as an Agent Obligations of a Broker once licensed Record Keeping Obligations Classification Classification at the tenth digit level is an important part of submitting the correct information to CBSA. The World Customs Organization has set rules that are followed by over 150 countries across the world. These rules are the foundation for this module. The consequences of not submitting the correct information can result in monetary penalties and additional work. Topics in this module include: The Customs Tariff Act How to read the Table of Content The Structure of the 10 digit classification number How to read punctuation in the Customs Tariff How to follow the General Interpretative Rules Valuation Determining the value of imported goods is not as simple as it may sound. This module addresses how to determine the method that should be used to determine the value of a product and what value for duty code should be used. Topics in this module include: Value for Duty Codes Transaction Value Method Transaction Value Method of identical goods Transaction Value Method of similar goods Deductive Method of Valuation Computed Method of Valuation Residual Method of Valuation Tariff Treatments, Rules of Origin and Marking Canada has established trade agreements with many different countries. Each trade agreement presents different duty rates and requirements when importing the goods. This module discusses the different rules of these agreements and how to apply the correct tariff treatment. It has specific focus on the NAFTA agreement (North American Free Trade Agreement) and the how to determine regional value content. Topics covered include: Tariff agreements and applicable tariff treatments Rules of Origin / NAFTA Rules of Origin Tariff Shifts Determining Regional Value Content How to read and complete a Certificate of Origin Marking requirement for imported goods

4 Module 6 September 2007 Module 7 October 2007 Module 8 November 2007 Special Import Measure Act SIMA acts as a protection for Canadian Manufactures against companies in other countries who produce goods at artificially lower prices than Canadian importers. This creates an unfair advantage and is known as dumping or subsidizing. This module helps you to identify the products that require SIMA duty and how to apply it when goods are imported into Canada. Topics in this module include: What is SIMA? The SIMA process Types of SIMA How to determine applicable SIMA code How to make SIMA calculations Reporting and Invoicing Requirements Most commercial goods that are imported into, exported from, or moving in transit through Canada must be reported to Customs. Reporting is the responsibility of the Carrier. Certain invoicing requirements are mandatory when importing goods. This module will help you to identify and complete mandatory invoicing documents. Topics covered include: Carrier Security Requirements Carrier bond types Carrier Codes How to recognize and complete a Cargo Control Document How to handle shortages and overages How to recognize and complete a Bill of Lading Commercial Shipment Requirements Canada Customs Invoice Requirements Release and Accounting The Release and Accounting module will tie in all of the information covered in the previous modules. It will teach how to use reporting documents to obtain release. It will also address how to apply the classification number, value for duty code, tariff treatments, etc. to the B3. This module will focus on the day to day tasks that are necessary to present the required information to be compliant with CBSA. Topics covered include: How to obtain the release of goods so that they may cross the border Review the Frequent Importer Release System (FIRST) Review the Pre-arrival Review System (PARS) How to complete a B3 How to pay duty and tax on the K84 and when it must be submitted How to release and account for low value shipments

5 Professional Preparation Program Module Descriptions Level 2 Level 2 contains more advanced information. Information in both levels is required to write the Professional Examination. Module 9 January 2008 Module 10 February 2008 Module 11 March 2008 Module 12 April 2008 Module 13 May 2008 Other Government Departments (OGDs) Many different departments in the government are responsible for monitoring certain goods that are imported into Canada. Each product that is regulated by an OGD has different requirements that must be followed at the time of release or accounting. The OGD s that will be covered in this module include: DFAIT CFIA Transport Canada NRCAN Industry Canada/SITT Remissions and Temporary Entries Relief of duty and/or tax may be relieved on goods that are entering Canada temporarily. This module will help participants to determine if their goods qualify for temporary entry and how to release and account for them if they do. It will also discuss how remissions will grant relief on duty and tax for certain goods. Topics covered include: Different types of remissions How to determine if good qualify for Temporary Entry Types of GST relief Warehousing and Duty Deferral Goods may be placed in a warehouse to defer duty until the goods are needed or to wait until Customs has examined, search or seized goods. This module discusses each type of warehouse. It also discusses the duty relief program. Topics covered include: Highway Frontier Examining Warehouse Queen s Warehouse Sufferance Warehouse Duties Relief Program Bonded Warehouse Program Refunds and Amends When goods are not accounted for correctly on the B3, a refund or an amend must be submitted. This module discusses the legislation you will use to submit the B2 as well as time limits it must be submitted by. Topics included are: Refunds Amends Reason to Believe How to complete and submit a form B2 Drawbacks, Taxes and Excise Duties When imported goods are exported for specific reasons they may qualify for a drawback. This module discusses qualifying reasons as well as how to submit the drawback. It also discusses how GST, HST, QST and Excise tax is applied and the legislation behind it. Topics covered include: Drawbacks who can apply and time limits Form K32 Equivalence GST & HST Input Tax Credit Excise Tax Excise Duty

6 Module 14 June 2008 Module 15 July 2008 Exporting Goods, Surtax, and Current Affairs This module includes information on how to export goods and surtax. It also includes information on the new legislation, and policy that has been implemented. Topics covered include: How to export goods Form B13A Surtax Administrative Monetary Penalty System (AMPS) Advance Commercial Information (ACI) Customs Self Assessment (CSA) The Free and Secure Trade Program (FAST) Partners in Protection (PIP) Review of all modules and Final Examination Module 15 consists of a study guide that will help participants to review the material covered in the last 14 modules. It contains 100 questions and the format is similar to that of the CBSA examination. A session will be held to review the participants answers and ensure they have an understanding of the material. A final examination must be written to complete the program.
