1 FOOTBALL CLARIFICATION/UP DATE Coaches and Officials August 26, 2014 Thanks to all the officials who attended our 2014 football official s clinics. We had a outstanding turnout and some very good training and conversation. Special thanks to all the schools who hosted the clinics and football crew members who assisted with the breakout sessions. Several officials asked about the running back stiff arming a defender: It is legal for the running back to stiff arm a tackler above the shoulders and even on the face mask as long as the running back does so with an open hand. This act by the running back would not be considered targeting. Officials: Make sure you are registered and have taken and passed the online football exam, all officials have viewed the online football rules meeting, crews who desire to be play off eligible (REFEREE/CREW CHIEF ONLY) have submitted your online request form and 2014 football schedule by no later than August 28 th at 4:00PM. 2 OFFICIALS: Referee, if your crew is interested in working football play offs, make sure you fill out the online request form and put in your 2014 football schedule by no later than August 28, 2014 by 4:00PM. Hopefully all your last year crew members did their online sportsmanship ratings in a timely manner. Make sure all you crew members have viewed the online rules meeting and taken and passed the 50 question online football test. Make sure your crew stays on top of doing their sportsmanship ratings online (VARSITY GAMES ONLY) on a weekly basis.

3 Coaches & Officials: New Free Kick Rule: The free kick rule states once the ball is marked ready for play and until the ball is kicked, K (kicking team) must meet the following requirements. a. No player other than the kicker and the holder for a place kick may be beyond his free kick line. b. At least four K players (3 8 player game) must be on each side of the kicker. c. No K players, with the exception of the kicker, may be more than five yards behind the kicking team s free kick line. If a player is more than five yards behind the team s free kick line, he is the only player who may kick the ball. d. A team must have at least four players (3 8 player game) on each side of the kicker once the ball is marked ready for play and until the ball is kicked. If only four players (3 8 player game) are to the left of the kicker when the ball is marked ready for play and until the ball is kicked, none of those four players may kick the ball. EXAMPLE: (X IS FOOTBALL) 40 YD LINE 0 0_0_0_ X 0_ YARD LINE 30 YARD LINE K K In the above diagram K in any of these positions would be legal to kick the ball, and all alignments are legal. With K located between the 30 & 35 yard line (bottom player diagram), he/she would be the only player who could kick the football since the kicker is lined up deeper than 5 yards. The first or the second player to the right of the ball (top diagram) could legally kick the ball, because he has at least four players to his right when the ball is marked ready for play and until the ball is kicked, as long as no K player is deeper than 5 yards from the free kick line.

Gardner, Publisher, NFHS Publications 2014 INTERPRETATION 1 (Rule 6-1-3): Any K player who at the ready for play is lined up more than 5 yards from the free-kick line must become the kicker. No K player other than the K player who must become the kicker is allowed to be more than 5 yards from the free-kick line after the ready for play. No other K player may kick the ball if any other K player is more than 5 yards from the free-kick line. INTERPRETATION 2 (Rule 9-4-4): The incidental grasping of the face mask, any edge of the helmet opening, chin strap, or a tooth and mouth protector attached to the face mask (5- yard penalty) will be excluded from the list of fouls in Rule now considered as Roughing the Passer in Rule The grasping and twisting, turning or pulling the face mask, any edge of the helmet opening, chin strap, or a tooth and mouth protector attached to the face mask (15-yard penalty) will remain as a part of Rule and enforced as Roughing the Passer, 15-yard penalty plus an automatic first down NFHS Football Rules Book Page 29, Rule : ART A free-kick formation is a formation used for a free-kick down. Following the ready-for-play for a free-kick down and until the ball is kicked: a. All R players must be behind their free-kick line. b. All K players, other than the kicker and holder, must be behind their free-kick line. c. At least four K players must be on each side of the kicker. d. No K players, with the exception of the kicker, may be more than five yards behind the kicking team s free-kick line. A player satisfies this rule when no foot is on or beyond the line 5 yards behind K s free kick. If one player is more than 5 yards behind the restraining line and any other player kicks the ball, it is a foul. Page 70, Rule 9-3 PENALTY: PENALTY: Blocking After Signal (Art. 3, S40 43, 15 yards); Page 86, SIX-PLAYER, RULE 6b: RULE 6: a. K s free-kick line is its 30- yard line and R s free-kick line is the 40. b. K is required to have at least three two players on one each side of the kicker NFHS Football Case Book Pages 24-25, SITUATION C: Near the end of a period with 28 seconds left, K1 punts on fourth down. During the kick the covering official inadvertently sounds his whistle. The clock is stopped with 23 seconds remaining. RULING: The clock will be started with the ready-for-play signal. The down must be replayed as part of that period. Page 36, SITUATION E: K s ball, fourth and 12, on R s 45-yard line. K8 s punt is rolling on R s 16 when an inadvertent whistle sounds. R76 blocks K84 in the back on R s 22- yard line during the down prior to the whistle. RULING: If the penalty is accepted, the penalty is enforced from the previous spot as K would not will be next to put the ball in play. If the penalty is declined, the inadvertent whistle during a loose-ball play dictates a replay of the down. (2-16-2h; 4-2-2j; 4-2-3a; 4-2-3d; 6-2-7; ) Pages 77-78, COMMENT: Last sentence of the comment is revised. The game official must draw distinction between: contact necessary to make a legal block or tackle, and that which targets defenseless players.
