Download "OPERATIONS POLICY AND PROCEDURE"

1 INTRODUCTION The purpose of this policy is to establish a written procedure covering the safe use, wearing, maintenance, utilization and replacement of equipment as required in the orders of the Occupational Safety and Health Standards Board; Title 8, Article 10.1, (Cal OSHA). The wearing of the appropriate uniform is the responsibility of every member of the organization. This policy reinforces the position that the District has taken regarding the safety of its employees and the professional appearance that the citizens have come to expect and deserve from all employees. RESPONSIBILITY Supervisors shall ensure that each employee under their supervision is in conformance with the standards as outlined in this policy. All deficiencies found in safety equipment shall be immediately corrected and/or reported to the duty Battalion Chief. Each employee is also individually responsible for conformance with these standards. The employee's immediate supervisor or a Chief Officer may at anytime require that the employee wear the full day uniform, or specific safety clothing. All uniforms, T-shirts, and optional sweatshirts, sweatpants & shorts must be clean, not faded, torn or with holes. All PPE (Personal Protective Equipment) must be maintained in a condition for its safe use and in compliance with NFPA POLICY A. STANDARD DAY UNIFORM ALL PERSONNEL Uniform specifications for Suppression, Fire Prevention, Support Staff, and Dispatch, are maintained by the Operations Chief. Uniform pants and short or long sleeved shirt, are to be tucked in and buttoned, with no rolled sleeves when wearing long sleeved shirts. Badge, nametags, rank identifier (if applicable), black plain or basket weave belt. Safety uniform boots. Wildland uniform boots are to be worn on extended attack incidents. Wildland boots are not required for initial attack and are not to be worn in place of the safety boot on a routine basis. AUTHOR: Richard Price, Assistant Chief Page 1 of 8

2 EMS jackets for EMS incidents; may be worn on vehicle collisions including extrication with no fire or leaking fuel. Department issued cap/wide brim hat (as needed and not to be worn in the classroom setting or other offsite indoor formal situations). Hats are to be worn with the District logo facing forward. B. FORMAL DRESS UNIFORM ALL PERSONNEL The specifications for the Class A Formal Dress Uniform are maintained by the Operations Chief. C. WEARING OF STANDARD DAY UNIFORM SUPPRESSION All personnel on duty are to be in full standard day uniform when representing the District during a planned event or meeting. The uniform is to be worn while on duty with the following exceptions: 1. When inside the station or on the station grounds, the uniform shirt may be removed. 2. When turnout clothing is worn for a structure fire, alarm sounding, auto accident, hazardous materials response, or training. 3. When wildland clothing is worn for a vegetation fire, exterior fire, structure protection assignment, or training, the uniform shirt may be removed. 4. After training (including physical fitness) or when returning from a call where PPE was worn, the uniform shirt need not be worn (applies only when perspiring and a cool down period appropriate). 5. During hydrant maintenance. 6. When appropriately not wearing a uniform shirt, personnel are not required to put on a uniform shirt to respond to an emergency. 7. The optional sweatpants and shorts may be worn while inside the station after 1700 hours. 8. Job shirt may be worn in lieu of uniform shirt during informal activities. 3 The Communication Center Staff will follow all uniform standards with the following exceptions: 1. Personnel taking rest periods can wear the department issued sweat clothing. 2. Personnel staffing the communication center after 1700 hrs who have completed the rest period may remain in their sweat clothing for the remainder of their shift. 3. Personnel who are resting and in sweat clothing and are awakened 1700 hrs thru 0730 may remain in night attire. D. OPTIONAL SWEATSHIRT, SWEATPANTS AND SHORTS SUPPRESSION Only District-approved sweatshirts, sweatpants and shorts shall be worn, and shall be purchased from the District s representative. E. WEARING OF RINGS WHILE ON DUTY SUPPRESSION Rings will not be worn while on duty by Safety personnel (refer to Admin Policy 500 for exceptions). F. WEARING OF PROTECTIVE CLOTHING SUPPRESSION All personnel shall wear protective clothing as outlined while on duty. The appropriate PPE shall be donned prior to departure. Personnel responding in District Rescue Medic units shall carry their EMS coat, helmet and gloves. Personnel assigned to PM units shall carry full turnouts, helmet and SCBA mask. Appropriate Personal Protective Equipment (PPE) shall be worn during manipulative training exercises and any time that good judgment would dictate such use (i.e. wearing helmets in proximity of charged hose lines, etc.). Following extinguishment of a fire, control of a specialized situation, or determining that a hazardous environment or conditions no longer persist, the Incident Commander will determine the level of PPE required. Only the safety equipment purchased and issued by the District is to be worn while on duty. Structure and wildland clothing shall be worn for their intended use as safety clothing not as the Day Uniform. Wildland PPE and turn-out coats are not to be worn on medical emergencies. 4 Personnel who need special modified safety clothing or equipment to accommodate their specific needs must submit requests in writing through the chain of command starting with their immediate supervisor. The written request will then be reviewed in person with the Operations Chief, employee, and responsible Battalion Chief for consideration. Fire Prevention personnel involved in any of the activities shall follow the safety clothing requirements as specified. G. WEARING OF NOMEX FLASH HOODS: STRUCTURE FIRE, VEGETATION FIRE, STRUCTURE PROTECTION ASSIGNMENT SUPPRESSION It is a District policy to have a clean and serviceable flash hood carried on Structure Fire, Vegetation Fire, and Structure Protection assignment responses. Structure: Nomex flash hoods must be worn (head completely covered) when personnel are wearing a SCBA in an immediately dangerous to life and health environment. Vegetation Fire/Structure Protection Assignment: Nomex flash hoods must be carried by personnel and available for immediate use when ever the employee feels it is necessary or directed by the Incident Commander. H. OFF-DUTY RECALL SUPPRESSION All department employees recalled to duty shall conform to the protective clothing requirements before engaging in emergency operations. The Company Officer making the response assignments to emergency recall personnel shall determine that the safety clothing standards are met prior to actually assigning members to apparatus. Personnel who are recalled to duty shall comply with these orders except they may substitute the yellow Nomex pullover pants in lieu of Nomex uniform trousers. I. ALARM SOUNDING SUPPRESSION Personnel may respond in turnout jacket and helmet (remainder of structural gear to be donned if necessary). AUTHOR: Richard Price, Assistant Chief Page 4 of 8

STRUCTURE FIRE (NFPA Standard) SUPPRESSION Nomex/PBI turnout coat with liner Fire helmet with structure goggles Nomex Protective hood (must cover the head when SCBA is in use in an Immediate dangerous to life and health environment) Nomex/PBI protective trousers with liner Protective boots/rubber or leather Self-contained breathing apparatus with personal distress locator Flashlight Hose strap Spanner wrench Axe belt, required if issued Fox 40 whistle (optional) K. HAZARDOUS MATERIAL SUPPRESSION Nomex/PBI turnout coat with liner Fire helmet with goggles Nomex protective hood (must carry on person) Nomex/PBI protective trousers with liner Protective boots rubber or leather Self-contained breathing apparatus with personal distress locator Flashlight Hose strap Spanner wrench Fox 40 whistle (optional) L. VEGETATION FIRE, EXTERIOR FIRE, and STRUCTURE PROTECTION ASSIGNMENT SUPPRESSION Nomex fire retardant cotton brush jacket Wildland safety helmet with chinstrap, wildland goggles, and Nomex envelope AUTHOR: Richard Price, Assistant Chief Page 5 of 8

6 Nomex blue uniform pants (or sweatpants) with yellow Nomex fire retardant cotton protective trousers worn over the first pair (two layers) Blue cotton department issue T-shirt optional (in lieu of uniform shirt to provide double layer protection) Protective boots/leather or rubber Wildland fire shelters with belt, canteen with cover NOTE: two sealed bottles of water may be substituted for the canteen Captains: Wildland fire shelter with belt, canteen with cover and hose camp, flare pouch Nomex protective hood, to be carried in a jacket or trouser pocket Fox 40 whistle Exception: Fire Shelter, canteen, water bottles, hose clamp, and flare pouch not required for Exterior Fire (optional, if needed). M. ROPE RESCUES Day uniform Nomex brush jacket, EMS jacket or turnout coat Safety helmet with goggles or structure fire helmet with goggles Nomex/PBI protective trousers with liner or Nomex uniform pants or yellow Nomex/cotton pullover pants may be worn on responses. Protective boots rubber or leather N. MEDICAL EMERGENCIES SUPPRESSION Day uniform, EMS jacket or appropriate PPE as outlined by the blood borne pathogen standard. Q. STORAGE OF PROTECTIVE CLOTHING SUPPRESSION All firefighter safety clothing will be stored in lockers provided in the apparatus room. There will be no storing of turnout coats/pants, boots, helmets, flash hoods, brush jackets, and fire shelters in the living or office areas of the station. This includes vacation, sick leave, between shifts, or on 4-day break periods. R. MAINTENANCE OF CLOTHING AND EQUIPMENT SUPPRESSION All protective uniforms and equipment shall be maintained to ensure its safe, efficient and effective use to coincide with the level of protection for which the item was originally designed. The NFPA 1500 section 5-1 provides the standards for cleaning protective clothing and equipment. Protective clothing and equipment is inspected on an annual basis to ensure it can provide the level of protection it was designed for. S. ISSUING AND REPLACEMENT SUPPRESSION All personnel are issued uniforms and safety clothing as required by their position. A list of uniform specifications is maintained by the Operations Chief. When clothing requires replacement, complete the Uniform & Safety Equipment Request Form and forward AUTHOR: Richard Price, Assistant Chief Page 7 of 8
