1 Moscow tute/ telnaya-politika Genplan Institute of Moscow State Unitary Enterprise Research and Project Institute of Moscow City Master Plan is specialized in general territory planning for more than 60 years. During these years the Institute has made notable contributions to the urban development of Moscow city, Moscow Region and other cities of the Russian Federation. Today our Institute has many highly qualified specialists, who are simultaneously carrying out multiple projects. The experience of international cooperation allows us to keep the leadership in the urban planning Genplan Spatial Planning System and regulation of territorial development in the Russian Federation and Moscow Territorial planning scheme (developed for the territory of the Russian Federation, the Russian Federation Subject) The master plan, land use and development rules, programs of integrated infrastructure development areas (developed for the city, municipality, settlement, urban district) Territorial and sectoral plan (designed for Moscow) Detail Local Plan (designed to parts of the city and other areas of development and construction) The international competition for the Concept of the development of the Moscow agglomeration 2012 In July 2012, based on the Federal Council Decree of the Russian Federation Federal Assembly of the city of Moscow has increased by 2.5 times. Its boundaries included nearly 150 thousand hectares in the Moscow region. Increasing the area of the metropolis provided the impetus for the revision of the fundamental principles of its urban policy and spatial development strategy. In 2012 it was held international competition to develop the Concept of development of the Moscow agglomeration. The competition is held on the initiative of the Working Group of the President of the Russian Federation, executive authorities of Moscow and the Moscow Region, the Union of Architects of Russia, the Russian Academy of Architecture and Construction Sciences. Organization of international competition carried NIIP General Plan of Moscow. From 47 applications the international expert group chose 10 design teams which were contracted for the further work within the framework of the competition. 1

2 According to the Program of the considered urbanplanning competition the jury will determine the best decisions on three nominations: 1. The concept of the Moscow agglomeration, 2. The concept of the development of Moscow and the attached southwestern territory, 3. The concept of the new Federal center development. Projects Contest Winners The best solution for the development of the concept of agglomeration and southwestern territories - ANTOINE GRUMBACH & ASSOCIES Sarl. The best solution for the development of a new federal government area was - Urban Design Associates, Ltd. 2

3 Master (General) plan of Moscow The first master plan (3.6mln population, area 285 sq.km). The current master plan (population 10.5mln.., area 1081 sq.km.) The new master plan (draft) (population 12.2 mln., area sq.km.) The project of the new General plan of the city of Moscow 2016 To ensure the sustainable development of the territory of Moscow increased in relation with the Moscow region now State Unitary Enterprise "NIIP General Plan of Moscow" has prepared a draft of a new General Plan of Moscow with an estimated up to Project materials are under consideration and discussion. 4 Spatial development scheme of Moscow agglomeration in the new draft General Plan of Moscow; Development and improvement of the structure of the city 1.1 Transition from the planning of a single "monolithic" of the city of Moscow to the development of the city as a system of compact forms of settlement of regional type with differentiated urban development policies in districts and units; 1.2 Polycentric development of the city structure due to new multi-functional zones on the major transport interchange nodes regional and urban values in the middle of the city and improvement of functional self-sufficiency and environmental attractiveness of peripheral areas of mass building; 1.3 Formation of new urban compact formations ("small towns") in New Moscow with the development of the system of inter-settlement services and employment centers; 1.4 Advancing development of transport infrastructure, and in its composition of high-speed offstreet public transport system and transport hubs; 1.5 Expansion of urban planning typology and improvement of architectural expressiveness of city development, the formation of the system and improve the quality of city public open space 4

5 1.6 The allocation of the twelve enlarged structural types of urban development in Moscow with various urban policy: One of the largest development projects multifunctional area in the middle part of Moscow on the transformed industrial areas ZIL 1 - the historical core of the city 2 - historical zone 3 - a representative building zone 4 - areas of typical multi-storey residential buildings 5 - multifunctional nodal areas and areas 6 - network multifunction zone 7 - local multifunctional zones and areas 8- compact urban areas 9 - resettlement areas near river 10 - areas of dispersed settlement 11 - settlement areas of mixed type 12 - functionally specialized areas 1.7 Formation of a system of regional and urban social and business centers in the zones of influence of transport hubs; it is the 5 hubs, supported by the members of the Moscow Region radial tracks of highspeed passenger transport off-street linking Moscow with the most important points of the Moscow region. Among them: "Platform" NATI "," Yaroslavl highway "," Ryazan prospect "," Warsaw highway "," Begovaia ". 1.8 Formation local centers of mass construction areas - large peripheral areas of Moscow with a developed system of common areas and priority development of pedestrian public spaces; 1.9 Formation social and business zones in the adjacent areas of the city of Moscow and the Moscow region, adjacent to the Ring Road, improvement of transport connectivity of these areas and the development of unified centers of business activity. 5

7 2 Development of natural and green areas 2.1 Preserving the natural spatial continuity of green areas; 2.2 Development of landscaped common areas, including parks, squares, boulevards, embankments within walking distance of places of concentration of population; 2.3 Formation of a system of protected areas; 2.4 The preservation of the recreational use of existing and developing suburban areas in the new Moscow; 2.5 Improvement amenities, landscaping of residential, industrial and public buildings; 2.6 Natural and ecological rehabilitation of coastal areas and river valleys, the formation of ecological corridors; 2.7 Active implementation of a system, aimed at reduction of noise and pollution of the city; Moscow River rehabilitation project 7

9 3 Mobility infrastructure and development 3.1 Raising public serviceability subway and passenger transport; 3.2 Improving transport connectivity in the crosssectoral level direction - the formation of the ring, chord and transverse transport links; 3.3 Formation of a system of transport hubs between individual and public transportation; 3.4 Amplification system of radial transport directions on the links city-region; 3.5 Improving the environmental requirements for vehicles of the city, the introduction of differentiated parking policy; 3.6 Development of pedestrian spaces and communications systems, the creation of favorable conditions for spatial non-motorized transportation in the city.
