3 Measure 6.4. of the Innovative Economy Operational Programme The project is accomplishing the main objective of the Measure 6.4 of the Innovative Economy Operational Programme by supporting the investments which will create competitive and innovative tourism products of unique and supra-regional character. The whole project corresponds to the principles of the IEOP, executing the main objectives of the Measure 6.4 of the IEOP.
4 Detailed aims of the project Increasing the importance and the recognisability of the brand name Poland by creating the first horse trail of such a large geographical and infrastructure scale in Europe. Increasing the attractiveness of Poland in the economic and social context, especially taking into account the European Football Championship EURO 2012 organized by Poland. Increasing the level of competitiveness of tourism infrastructure through holistic approach to the supra-regional tourist product, which exemplifies high level of uniqueness and creates favourable business and social environment for the entrepreneurs. Increasing the tourist movement in the region and in the whole Poland.
5 The subject of the project The subject of the project is the creation of the infrastructure of a professional horse trail representing high global standards in the Łódź Voivodeship, which, along with landscape, natural and cultural values of the Łódź Voivodeship, will contribute to the creation of a supra-regional European-scale project. The aim of the project is also the creation of a multi-faceted tourism product promoting horseback tourism as a form of active leisure in close contact with rich nature and culture. It will be unique in both the European and the national scale, thus increasing the tourist attractiveness of Poland.
6 The motivation for the project The measure is motivated by the assumption that modern infrastructure of the horse trail, the Internet portal, databases and high-tech solutions concerning the safety of tourists, as well as the broad use of ICT in the project, will contribute to the creation of a horse tourism product offering also other forms of active tourism. The product will promote active tourism in a broad sense, meeting not only one, but many needs and directed towards different groups of tourists, not only those who practise horse riding; The product, which, alongside the promotion of the newly emerging horse trail and already existing cycling, hiking and water trails in the region, will contribute to the creation of a series of active tourism trails directed towards different groups of tourists.
7 The analysis of the surroundings of the project The localisation of the project: The Łódź, Silesian and Świętokrzyskie Voivodeships, the area of two physiogeographic sub-provinces of the Central Polish Lowlands and the Polish Uplands. Fundamental conclusions based on the analysis of the surroundings of the project show that the area, thanks to its central location, tourism infrastructure (including numerous horse riding centres), natural values and cultural heritage, offers natural conditions for the development of family horseback tourism along with other forms of active recreation. Horseback tourism becomes an important factor of the economic boom in the region. The area, due to its tourist attractions and infrastructure, accommodation and catering services, sport and recreation centres and other facilities, is also perfect for active tourism combined with education, relax, recreation and culture.
8 The effects of the project Tourism, considering its complex character, should be approached at various levels, since it is not only an area of economic activity and an important factor for harmonized development of national economies of the countries belonging to the European Union, but also the area of social activity. Tourism activity and travels are one of the measures of the living standards, as well as of the development of civilization in the country and the European Union. In the context of those objectives, formulated by the Tourism Development Programme , it should be assumed that tourism in a broad sense should fulfil many functions: from meeting the needs of the local community and tourists concerning relax and physical activity to the development of economic infrastructure for business contacts.
9 Main effects of the project The planned project, with regard to its character and the scheduled measures, will positively influence the fulfillment of the above-mentioned needs, as it will be illustrated by the following effects: the increase of tourism attractiveness of the region in the scale of the country, as well as of the European Union. 1.Promoting the brand name Poland in Europe by the creation of an innovative and unique tourism product. 2.Creating additional attractions for people visiting Poland during the European Football Championship EURO Socio-economic growth in the region. 4.The increase of the number of investments in hotel and catering services in the region. 5.The 3,5-4 % increase in the tourist movement in Poland in , including the expected average increase of 0,5-1 % a year.
10 The scope of the project In the project will execute a series of the below-mentioned tasks constituting a well-thought investment programme leading to the creation of comprehensive infrastructure of the horse trail: research and expert opinions, preparation and management of the project, building the infrastructure of the Łódź Horse Trail, introduction of the information and navigation system of the trail, the promotion of the project as an innovative tourist product.
11 Tasks carried out in the project: research and expert opinions, preparation of the project, project management and external audit, building the infrastructure of the horse trail, creation of the central information and navigation infrastructure of the trail and the system of monitoring riders and horses on the move, purchase of licences to use films, multimedia presentations, websites and other information and promotion materials concerning the project and its results, promotion of the project as an innovative tourist product, training courses.
12 Preparation and management Research and expert opinions. Preparation of the project. Analysis of the feasibility of the project. Technical documentation. Tender documentation. Project management and external audit. Designing and introducing the system of the project management according to the PRINCE2 method. The manager of the project. Supervision of the works on the behalf of the investor. External audit.
13 Building the infrastructure of the trail The 1817 km trail marked on its entire length and 103 safe crossings at the intersections with national and voivodeship roads.. Stops: 21 stops along the trail mostly in forests, consisting of facilities of the so-called small architecture: sheds, gazebos, hitching rails, drinkers, corrals, multifunctional stopping place in Łódź (the building of the administration of the horse trail, the facilities of the so-called small architecture, the adaptation of the land).
14 Building the infrastructure of the trail The introduction of the innovative form of functioning of the integrated network of information centres and monitoring the tourists on the move executed by: the purchase and the installation (the delivery and the configuration) of tangible assets (especially devices and technological equipment), purchasing intangible assets in the form of software licences, the database and interactive digital maps (on the conditions allowing the free use of the Internet applications by all tourist information centres in the Łódź Voivodeship), installation of mobile GPS devices with maps of tourist trails in ambulances and other emergency vehicles (over 250 sets of equipment altogether) facilitating the access to injured tourists waiting for help (especially important in forest areas).
15 Building the infrastructure of the trail Introduction of the system of automatic audioguides in four historic objects. The audioguides will consist of a set of mobile devices giving access to information about interesting features of the given object in various languages. The recommended sites are: Wolbórz, Sulejów, Walewice, Nieborów.
16 Information and navigation system Central information and navigation system of the horse trail, along with the system of monitoring riders and horses on the move, introduced by the purchase of intangible assets in the form of software licences, databases and interactive digital maps creating: the Horseback Active Tourism Portal, the call centre and the applications of the data centre for the edition of e-information, allowing for designing (updating) the database and the system of interactive digital maps showing all 1817 km of horse trails and the description of objects in the database and tourist attractions, along with their localization on interactive digital maps. The equipment platform of the data centre the purchase and the installation of tangible assets, such as: servers, routers, firewalls, computer network accessories, notebooks, scanners, photocopiers, printers, GPS navigation and information devices, GPS devices monitoring tourists.
17 Information and navigation system The system consists of applications for the central control room, the emergency ambulance service and other emergency units, as well as of applications for the partner local governments organizational bodies dealing with promotion and organization of tourism. Those applications will launch new services (interactive and transactional) via the Internet to answer the needs of active tourists. The call centre and the system of monitoring active tourists (riders and horses) on the trail (showing the localization of a tourist waiting for medical aid on interactive maps) will be able to be successfully used also for other active tourists (including cyclists and canoeists).
18 The promotion The promotion of the project and the new tourist product includes: designing and supervising the promotional campaign, publishing and distributing promotional materials about the trail, informational and promotional measures related to the project and its results, including the promotional campaign concerning the tourist products of the project. Carrying out promotional measures and accomplishing investment tasks in a timely manner should ensure that the objectives and the presumed effects of the project will be achieved.
