Smart Utilities Scandinavia 2013 Requirements of smart grid architecture and smart metering in Norway Hanne Sæle, Research Manager, 17th & 18 th April, Stockholm 1

Agenda A short introduction to Norway Smart Grid architecture Mandated rollout of smart metering in Norway The DeVID-project. Demonstration and Verification of Intelligent Distribution networks 2

Electricity Generation in the Nordic system 2011 (TWh) Source: Eurostat 3

A lot of electricity used for heating large flexibility potential kwh per household (average)

Electrical vehicles in Norway 19 % of Norway s GHG emissions are due to road transport (2009, SSB) Problems with local pollution during wintertime Expected surplus of electric energy towards 2020 Number of EV sales 2011 (blue) and percentage of total car sales (red) Ambition: 10 % chargeable vehicles by 2020 Currently Fifth largest market in the world in total sales for 2011 Largest market in the world, compared to total number of vehicles sold High sales due to good incentives

Some power grid characteristics Low customer density - a lot of grid per customer - large electricity consumption per customer A lot of vacation houses Renewable energy production are often installed in weak distribution grid A large share of MV and LV overhead lines Harsh climate conditions (wind, ice, forest, )

Smart grid a definition Smart grid: an electricity network that can intelligently integrate the actions of all users connected to it generators, consumers, and those that do both, in order to efficiently deliver sustainable, economic and secure electricity supply. (The Smart Grid European Technology Platform 2006)

International motivation Sustainable energy system (more use of renewables, energy efficiency) Improve security of energy supply (national balance, reduce energy import) Improve quality of supply (reliability, voltage quality) Improve resilience ( malicious acts, terrorism, theft ) Management and renewal of aging T&D infrastructures Financial crisis 8

Status Transmission/sub-transmission Smart MV Distribution Not so smart LV distribution/ supply terminal Becoming smarter

DSO SmartGrid issues - examples Integration of distributed generation (wind or small hydro power < 10 MW) Automation, efficiency in manual processes Improve reliability Prepare for electrical vehicles Improve power system monitoring and documentation Voltage quality management Condition monitoring information for maintenance and renewal management Improve customer service - customer interruption notification Congestion management 10

Technology push ICT 93 % of Norwegian households have internet access (78% have broadband access) (2Q-2012) Smart phones Wirelesss Smart meters smart metering New sensors and controls (PMUs, GPS, wireless plugs, smart thermostats ) emobility electrical vehicles (EV)/ Plug-in-hybrid (PHEV) Power electronics 11

Implementation Smart Metering in Europe Where the rollout of smart meters is assessed positively, at least 80% of consumers shall be equipped with intelligent metering systems by

Implementation Smart Metering in Norway Initial requirements: Full roll out of Automated Metering and Control systems (AMR) within % within Based on regulations from July 2012 New requirements (Changes spring 2013): Roll out of Automated Metering and Control systems (AMR) within Exceptions can be performed for installations with a small and predictable consumption or the installation is a substantial and documented disadvantage for the customer The exceptions should be evaluated based on a cost/benefit analysis 13

Status Smart metering in Norway Functional requirement Register and store with a sampling frequency of 60 min (optional 15 min ) Disconnect or limit power output Exchange price information Prepared for both output and input of energy on customer (prosumer) level Standardized interface for communication with external equipment (display) Connectable to other meter equipment (gas, heat, water) Secure storage of data in case of voltage interruption Data security measures For updated information: 14

Status Smart metering in Norway (cont.) Large focus on security and to prevent hacking Discussions about the switch Should NOT be used for emergency preparedness Should be used for customer services Customers that are moving and customers that do not pay their electricity bill What does this means? It is not required that all customer can be disconnected/throttled at the same time

Implementation Smart metering in Europe 16

The DeVID-project. Demonstration and Verification of Intelligent Distribution networks Norwegian research project funded by the Research Council and more than 30 partners Project period: Total budget: 38 Mill NOK. (Including a large share of in-kind contribution from partners) Development and demonstration of technologies and decision support methods is central in the work 17

Background The Norwegian electric energy sector faces substantial challenges in the coming years related to the implementation of AMI and other Smart grids technologies There is a need to: Test and verify Smart grid methods and technologies Reduce risk related to large investments to come Increase energy industry competence regarding Smart grids issues To face (parts of!) this challenge, the DeVID-project was established on initiative from central actors in the Norwegian Smart grids community The project is performed in close cooperation with two demonstration sites; Demo Steinkjer og Smart Energi Hvaler

Project structure Network infrastructure Customer General Specific WP 3 Smarter planning, maintenance and renewal WP 2 Smarter network operation WP 5 Exploitation of regional end-user flexibility WP 6 - Empirical/use case data base WP 4 Information security and right to privacy WP 1 Smart grid reference architecture and use cases WP 0 Project management and communication

Conclusions The Norwegian electric energy sector faces substantial challenges in the coming years related to the implementation of Smart meters and other Smart grids technologies There is a need to improve the knowledge base and strengthen competences regarding Smart grids technologies and their use To face (parts of!) this challenge, the DeVID-project was established on initiative from central actors in the Norwegian Smart grids community The DeVID project will contribute to meet this need through development and demonstration
