1 REQUIRED SUBSTANTIVE COMPONENTS OF THE LOCAL SCHOOL DISTRICT TECHNOLOGY PLAN Schools, school districts, and libraries that want to apply for Schools and Libraries support, commonly referred to as "E-rate," must first prepare a technology plan. Beginning with FY2011, technology plans are required only for Priority 2 services (Internal Connections and Basic Maintenance of Internal Connections). An approved technology plan sets out how information technology and telecommunications infrastructure will be used to achieve educational goals, specific curriculum reforms, or library service improvements. A technology plan designed to improve education should cover the entire funding year (July 1 to June 30) but not more than three years. The plan must contain the following elements: Goals and realistic strategy for using telecommunications and information technology A professional development strategy An assessment of telecommunication services, hardware, software, and other services needed Ongoing evaluation process Policies The technology plan must be approved by a USAC-certified technology plan approver before discounted services can begin. The state is the certified technology plan approver for libraries and public schools. 5 Jones County Public Schools Technology Plan Vision Statement Vision Statement Through its visionary media and technology plan, the Jones County Public School System is an advocate and leader in the state of North Carolina for media and technology. The system recognizes the importance of preparing our students for 21 st century skills in a global, information-based society. The mission of our school system is to collaboratively integrate media and technology into the core curriculum/essential standards in order to improve instruction and student achievement and to ensure that all students use media and technology in an ethical manner. Strategic Priorities Overview: Jones County Schools Technology Plan Strategic Priorities The Jones County MTAC team recognizes the work of the Commission on School Technology for all students to be future ready, they must possess equal opportunities for taking full advantage of information and technology resources and tools, and must be taught in a way that maximizes the effective use of these technologies. While many foci are necessary to achieve this goal, the Commission has identified five overarching priorities: 1) a statewide shared services model for platforms and infrastructure; 2) universal access to individual teaching and learning devices; 3) statewide access to digital teaching and learning resources, including digital textbooks; 4) a statewide model of 21st century professional development; 5) and 21st century leadership for all schools and districts. Jones County will seek to address each of these five areas in its local technology plan. Shared Services Model Currently, the infrastructure in Jones County as in many of other LEAs and Charter Schools includes onsite storage, management tools, and services (Figure 1, Appendix B). Much of the existing infrastructure has been designed and implemented to support non-mobile computing devices and appliances. The majority of campus networking infrastructure is traditional switching devices, with some enterprise-class management and wireless deployment. Campus routers connect campuses with LEA data centers through Wide Area Networks (WANs). Many of the services used in the district reside on servers at the LEA data center without sufficient power structures, back-up facilities, or adequate heating and cooling. Physical security challenging as many are located in district administrative offices in unsecured areas. Connecting the LEA center to the Internet and/or the North Carolina Research and Education Network (NCREN) connection is a costly LEA-owned router. 4 P age

6 Jones County is currently using some web-based services for applications in use across the district and is prepared to take advantage of NCCloud as they become available. The district plans to upgrade wireless connections. Universal Access to Personal Teaching and Learning Devices Golden Leaf funding will support a 1 to 1 initiative at Jones Senior High School. The project will provide each JSHS student with a laptop. Home access to the student laptop may provide family members with opportunities to enhance their education and employment skills. Teachers will be provided a laptop and supporting professional development to ensure that students experience a 21 st Century teaching and learning environment. Access to Digital Teaching and Learning Resources, Including Digital Textbooks Currently Jones County has the following digital resources: Smart Boards, Smart Response Systems, Document Cameras, Blue Tooth Wireless Tablets, Projectors, Apple TV, Cable or Satellite Service, File and Application Servers, Laptop Computers, Desktop Computers, ipods, ipads, 45 Mbs Internet Connection, 100Mbs NCREN connection, 100Mbs WAN Connection to 1all schools, 1Gbs Wired Desktop LAN Connection/10 Gbs IDF(s) to MDF Connection, High Density A/B/G/N Wireless Access. It is our goal to have: Mobile Computing Devices for staff and students (grades 3-12) for educational use at school and home, Maintain, Upgrade/Replace current Digital Resources as necessary to move toward the state cloud computing model, a near paperless environment, and digital textbooks. Model of Technology-Enabled Professional Development As a component of ACRE, professional development opportunities are essential and are planned to assist LEAs and Charter Schools in the transition to new Common Core and Essential Standards. These face-to-face and blended sessions begin the summer of It is critical that what has been learned about effective professional development on integrating information and technology skills be woven seamlessly into all of the professional development being delivered to support ACRE and RttT initiatives. Jones County has participated in technology integration professional development for a number of years. Specifically, SmartBoard training, Google Docs/Forms training, and other web 2.0 tools utilizing Title II, Race to the Top, and Golden Leaf funds to provide ongoing technology professional development for our teachers. With the implementation of the 1:1 project at Jones Senior High School, Apple would also provide transitional PD within the lease package to make sure teachers are familiar with the platform and also share their expertise in implementing 1:1. Professional development will support the district in all areas of the plan. Professional development will be provided by vendors, partners such as the Friday Institute, and by district staff. The Superintendent and Technology Director have been included in the School of Government Training at the University of North Carolina. Professional development will also be provided for media coordinators and other licensed personnel to sustain the implementation of the Information and Technology Essential Standards and to enable the integration of technology within their job responsibilities in 5 P age

7 alignment with the NC Educator Evaluation System. Instructional Technology facilitators will assist in aligning classroom activities with real-world experiences. 21 st Century Leadership for Your LEA/Charter Jones County seeks to collaborate both within the district and with other agencies including the NCDPI in order to implement 21st Century Skills not only for students but for teachers and administrators within the district. We are accomplishing this goal through the use of new evaluation tools for teachers and administrators, working with the NCDPI on ACRE, Race to the Top, and other major initiatives to move the district forward into the 21st Century classroom. 6 P age

Current Status and Moving Forward To pay substantially less for technology services and platforms we will investigate e- procurement vendors, local vendors and collaborate with DPI and other LEAs on their purchasing avenues. By moving to the statewide services model we can reduce our data center hardware/software and maintenance costs thereby shifting primary support to instructional needs. A statewide shared services model will increase infrastructure and technology efficiency and sustainability by allowing software and information to be located in one central location; making it available to all stakeholders. Maintaining a statewide shared services model allows for higher service reliability by allowing information to be retrieved 24 hours/7 days a week. It also allows for all information to be kept in one location and reduces maintenance issues and costs. This service also allows for more collaborative exchanges between LEAs. 7 P age

12 Strategic Priority 2: Universal Access to Personal Teaching and Learning Devices Essential Questions What is universal access to personal teaching and learning devices? Why do our teachers and students need access to personal teaching and learning devices? How will we provide ample access to individual teaching and learning devices? What models can be used for implementing universal access to personal teaching and learning devices in our LEA/Charter. Strategic Priority 2: Universal Access to Personal Teaching and Learning Devices Universal access to personal teaching and learning devices refers to a computing device assigned to all members of the school, including administrators, teachers, and students. Presently our ratio of students to computers is 1.5 to 1 within our district. Currently Jones Senior High School has a ratio of 1.7 to 1. This is expected to change within the coming year as Jones Senior has been awarded a Golden Leaf grant for a one to one initiative. Jones Middle School currently has a ratio of.86 to 1 for computing devices. Jones Middle has a cart of 62 web enabled portable media player devices. They also have three computer labs as well as three computers for student use in each classroom. Each teacher and administrator has an assigned laptop and web-enabled portable device that they can use at school and at home. Trenton Elementary currently has a ratio of 2.13 students to 1 computer. Comfort Elementary currently has a ratio of 1.52 students to 1 computer. They also have six web-enabled mobile devices. Pollocksville Elementary currently has a ratio of 1.92 students to 1 computer. They also have a web-enabled portable media player device lab. Maysville Elementary currently has a ratio of 1.89 students to 1 computer. While students are currently only allowed access to these devices while at school, we recognize that the true potential of these learning devices will be realized when the network/internet connectivity is consistently available. This may also result in providing family members with opportunities to enhance their education and employment skills. Research has shown that one-to-one personal teaching and learning device implementations can greatly foster the 21 st century skills necessary for future-ready learners and provide for more real-world applications of what students learn. Universal access to personal teaching and learning devices will also provide parents and educators more relevant information about the success of schools preparing students for college, work and adulthood. As assessment becomes technology-enabled and moves to online administration, so must teaching and learning activities. We cannot expect students to do well on online assessments if the student has not had ongoing technology-integrated, online learning activities throughout the course of study. The district as well as individual schools will seek grant initiatives to help fund these endeavors. Funds provided by the county commissioners as well as textbook and instructional monies will be another source. Capital Outlay and RttT funds will also be used. 11 P age

13 To help us develop a successful implementation, we will look to districts and schools that are already implementing the one-to-one initiative by visiting those schools to gain thoughts and insights into what is working for those districts, how we can incorporate those strategies into our plan as well as notice what is not working in those districts and avoid those issues in our implementation. We will also look to the North Carolina Learning Technology Initiative (NCLTI) and NCDPI Statewide System of Support and Roundtable structure for help in providing support. Apple also provides professional development support. We can also look to personnel within our district that can provide technology training. Update the analysis of the technology infrastructure needed to support a 21st century curriculum and assessment system and to move additional testing to appropriate technology formats. This analysis will allow the transition from a paper-based assessment system to one that takes greater advantage of technology. Career and College Ready, Set, Go! Implement Diagnostic Assessments using hand held technology that allow teachers to check where each child is with reading, writing and math basics throughout the year so they have a solid foundation for continued learning. Increase virtual learning opportunities so every child no matter where they live can reach his or her potential. What are digital textbooks? Why do teachers and students need access to digital teaching and learning devices? What are the benefits of digital textbooks? What are open educational resources and how can they is used? How can access to these resources be increased in our LEA? Current Status and Moving Forward Jones County will update the districts infrastructure at the high school in order to the support the 1:1 project there and other technology initiatives, and to support a 21 st century curriculum mandated by the state. Transition from a paper-based system to an ever increasing technology based system will be part of an ongoing program to make sure our teachers, students and community is prepared for an 21 st Century society. Use of formative, benchmark, and summative assessments based on the new North Carolina Core and essential standards will be part of our initiative. Digital Teaching and Learning resources are multimodal resources that can be interactive. Resources available and being used currently by staff and students include (but are not limited to) the following: NCLearn, webcam use and postings on You Tube, using Skype, web quests, NC WiseOwl, SmartBoard and SmartBoard Clickers, Teacher WebPages (that include online syllabus), using CLOUD sites such as Google docs, drop box, WIKI, and student and teacher access to the internet and . Digital textbooks are textbooks that are located online (ebooks) or available on CD. Teachers and students need access to digital teaching and learning devices in order to enhance the quality of instruction to make sure that our students in Jones County are globally competitive. The benefits of using digital textbooks include saving money due to less cost being spent to replace lost or damaged textbooks. Another benefit is the books will be easily accessible to both the student and the parents, enabling parents more interaction with their students learning. Using digital textbooks benefits students because those resources are typically updated more often that print material. Open educational resources are digital materials that can be re-used for teaching, learning, and research. Some of these materials are available free online or through the use of purchased license agreements. The types of Open educational resources currently used include online journals, several websites (PBS.org, NOAA.org, youtube.com, teachertube.com, collegeboard.org, number2.com, tenmarks, thinkport.org, coolmath.com, zunal.com, museumbox, SAS in schools, WIKI spaces, delicious.com) and can include software that

18 supports the creation, delivery, use and improvement of content (PowerPoint, Microsoft Word, Excel, Smart Board, Smart board clickers). The use of these resources can be increased in our LEA with the 1:1 initiative grant awarded to the county. All high school students will be issued a macbook (laptop) computer beginning with the school year. Those students will have access to the internet while on campus and most will have internet access at home. A WIKI at the high school level is used to list resources for teachers to use to facilitate learning. Professional Development is being done to further staff content knowledge with the use of the macbooks. All Jones County teachers are receiving training from Race to the Top funds to incorporate 21 st skills with the Common Core and Essential Standards.

ACRE Professional Development for teachers to ensure that every teacher has a thorough understanding of the standards and can implement them to improve student outcomes is being conducted through Race to the Top and NC Falcon. Face-to-face PD as well as webinars are being used to facilitate this PD. Career and College Ready, Set, Go! Jones County Schools will provide students with the technology, skills and opportunities needed to be productive and participatory citizens in the 21 st Century. Students will have the use of technology daily through IPods, webcams, smartphones, computers, and other devices in lessons to further enhance their learning. Race to the Top Local and State Scopes of Work PD is being completed at all levels and all content areas to ensure teachers are knowledgeable of the New Common Core and Essential Standards being implemented in the school year. 1:1 Grant initiative The high school will have laptop computers (Macbooks) for every teacher and every student beginning with the school year. How can these skills be delivered and sustained to our LEA teachers and administrators? How do teachers, administrators, and staff work with colleagues to guide our LEA toward more effective uses of 21st Century tools for teaching, learning, and managing instruction? How are teachers, administrators, and staff prepared to understand, implement, and assess the span of skills and processes that students need to succeed in the 21st Century? How are teachers, administrators, and staff prepared to apply 21st Century assessment systems to inform instruction and measure 21st Century knowledge, skills, performance, and dispositions? Current Status and Moving Forward Digital resources are those instruments utilized to instruct students and teachers by nontraditional means and use of technology. Digital textbooks are online versions of hard back books along with additional resources that may be purchased or obtained with the use of the internet. Teachers and students increasingly need access to the digital teaching and learning devices in order to compete in a global economy and workplace. Jones County Schools personnel currently receive professional development through a variety of resources including on-line courses, one- on- one instruction, small group instruction, and system level training. As part of the ACRE project and RTTT, technology integration is being provided to teachers in the form of on-line modules and interactive activities through NC Falcon. Jones County is implementing 1:1 laptops at Jones Senior High School and has participated in technology integration for its teachers over the past three years through the Friday Institute. The professional development has involved and continues to involve online classes, project based learning, employing a technology facilitator to provide more individualized training, equipping and training a cadre of technology savvy teachers as technology leads for their departments, and working with Apple to receive MAC based training for the faculty of Jones Senior High School. The plan is to utilize the technology facilitator at the high school along with the technology lead teachers for the school to provide training at the K-8 level over the plan cycle. We will incorporate training into focus groups, PLCs, cross grade level trainings, and subject area trainings. Project based learning will be utilized along with performance based EOC and EOGs and benchmarks to implement and assess 21 st Century skills for students. In addition teachers will be trained on the IIS system, Common Core, and New Essential Standards while learning to integrate these new standards with technology components instead of teaching stand alone skills. Instruction is currently and will be increasingly informed by the use of the IIS system, rubrics, performance based tasks, on-line assessments, and things such as Google forms.

Current Status/Moving Forward The mission of the Jones County Public Schools is to be a dedicated 21st century learning community committed to providing rigorous, relevant and responsive instruction. Our vision is to be technology leaders creating 21 st century students. The creation of 21 st century learning cultures is apparent at each level. At the elementary level, teachers and students engage in meaningful tasks via SmartBoards, SmartTables, SuccessMaker Cloud, I-pads, and web-based programs such as Renaissance Place, ClassScape, Education City, Reading A-Z, Science A-Z, Case 21, NC Wise Owl resources, and various websites. At the middle school level, three computer labs, one of which is a STEM lab, are utilized along with the above mentioned programs. Student broadcasting and Ipods are utilized. At the high school level, a 1:1 initiative allowing all teachers and students the use of a computer will be implemented. Students are also learning via Skype, googledocs, wikis, SAS, and digital learning resources including e-books, and online encyclopedias are available through Upon completion of three CTE classes, students complete a Work Keys exam to earn a National Career Readiness Certificate. Professional Development for staff is critical for successful implementation of technology. JCPS staff receives training on Common Core Standards, RttT. JSHS staff is receiving additional training to complete 1:1 initiative standards. To create 21 st century students, JCPS staff must integrate media and technology into lessons to enhance instruction and ensure student interest and achievement.
