The Seven Deadly Sins of Recreational Houseboating Bill Burke SAMS-SA Society of Accredited Marine Surveyors References - ABYC Standards, NFPA 302 and CFR 33
What are the 5 worst things that can happen on a Houseboat? Fire Sinking Grounding, Collision or Hard Docking Electrocution Carbon Monoxide
Common Mistakes Predictable Results Seven Common findings (Sins) that can have very undesirable results: Shore Power Batteries Inverters Carbon Monoxide Electrical Systems Fire Extinguishers and Alarms PFD s
Shore Power ~ Sin #1 NFPA / ABYC E-11E The shore power cable should be flexible cord with the minimum properties p of Type SOW, STW, STOW, SEOW, or STOOW, and shall be suitable for f outdoor use. Incorrect cable type, incorrect plug, Insulation pulled from plug Insulation pulled from plug, incorrect plug type, missing locking ring
Shore Power ~ NFPA 302 / ABYC E-11E Examples of non-conformance Missing locking ring, incorrect plug, incorrect cable type See any problems here? Does this look like any shore power cord you have seen in a catalog?
Batteries ~ Sin#2 NFPA ( ) requires a vent system or other means to allow the discharge from the boat of hydrogen gas released by the storage and starting batteries. Battery storage boxes with a cover that forms a pocket over the battery shall also be vented. BTW: Hydrogen gas (dihydrogen[9] [9])) is highly flammable and will burn in air at a very wide range of concentrations between 4% and 75% by volume The explosion of the Hindenburg airship was an infamous example of hydrogen combustion; the cause is debated, but the visible flames were the result of combustible materials in the ship's skin.[14] Because hydrogen is buoyant in air, hydrogen flames tend to ascend rapidly and cause less damage than hydrocarbon fires. Two-thirds of the Hindenburg passengers survived the fire, and many deaths were instead the result of falls or burning diesel fuel.[15] NFPA ( ) requires that all storage and equipment batteries be stored in liquid proof containers and secured with a non conductive perforated cover to prevent accidental shorting of the ungrounded battery terminals or cells. These measures are taken to protect the interior of the hull against acid spill and so that the do not move during transit and operation of the vessel.
Batteries ~ Examples of findings: Not contained to avoid spill Not secured to avoid movement or contained.
Inverters ~ Sin #3 ABYC and NFPA requires that grommets or bushings be provided to prevent chaffing of wires passing through the vessel bulkhead and inverter case. And that the inverter be mounted 4 4 above the bilge and secured against movement. Examples of Non-conformance: 120 volt, 25 amp electrical line, ½ outboard motor fuel line. No grommet or bushing. Lines too close together Inverter is loose - not secured against movement, excess unsupported electrical cable No grommet or bushing to prevent chaffing of 120 volt lines passing through bulkhead
Carbon Monoxide ~ Sin #4 Carbon Monoxide ~ American Boating and Yacht Council (P-1) and USCG regulations prohibit the discharge of generator exhaust into any cavity where exhaust gases may become trapped. ABYC A-24 A and NFPA require the installation of Carbon Monoxide Detection System on all vessels with fossil fuel powered generators and engines. This is a prudent investment given the proximity of the generator exhaust- the engine exhaust and the usual HB vessel sleeping quarters.
Carbon Monoxide ~ Examples of Non-conformance Cracked top of generator set water muffler patched with body putty and still leaking Carbon Monoxide When the alarm goes off it is a message from the universe ~ do not unplug the device!
Electrical Systems~ Sin #5 NFPA ( ) requires that AC and DC receptacles installed in locations subject to rain, spray or splash shall be weatherproof to the degree provided by spring loaded, self closing cover. NFPA ( ) Switches and electric controls shall be marked to indicate their use, unless their purpose is obvious and erroneous operation cannot cause a hazardous condition. NFPA ( ) requires that all electrical conductors be supported their entire length or at a minimum of every 18 with non-metallic straps or clamps
Electrical Systems~ NFPA ( ) requires that all circuits in the galley, head, engine compartment or weather deck be GFCI protected. GFCI Function test
Electrical Systems ~ Examples of non-conformance 12 volt system grounded to hull Screw holding ring terminals together in place of terminal block- no more than 4 conductors on any one terminal
Electrical Systems~ Examples of non-conformance Unsupported terminal board, unsupported wires both 12v and 120 volt
Fire Extinguishers and Alarms~ Sin #6 Fire Extinguishers and NFPA requires at least one 4A:30B: Class B2 fire extinguisher available in the machinery space. (engine compartment or generator area) Halon or Co2 system satisfies this requirement. NFPA 302 and USCG require fire extinguishers at each occupied level. Available fire extinguishers must be permanently mounted to be considered USCG NFPA or ABYC compliant. The 32 ft rule applies. NFPA 302 and USCG require all fire extinguisher and extinguisher systems to be inspected at least annually. This must be done to ensure the safety of the crew and passengers. (this inspection may be performed and documented on the equipment inspection tags by the vessel owner) Fire extinguishers (all) need to be inspected and recertified annually. Additional US Coast Guard approved fire extinguishers are required in each occupied level (lower cuddy s s and upper berths as well at each entrance/exit of the vessel, machinery spaces and in the galley.
Fire Extinguishers and Alarms~ NFPA requires the placement of UL217 smoke detectors for recreational vehicles on all vessels over 26 feet in length with accommodation spaces intended for sleeping. Recommend at least one in the galley, and one each in the upper and lower crew quarters.
Fire Extinguishers and Alarms~ Examples of Non-conformance - Fire extinguishers, not permanently mounted, not inspected, not readily available Auto or home inverter not a marine inverter, no overload protection, function not viewable remotely Incorrect conductor type and plug.
Personal Floatation Devices ~ Sin #7 Federal and State laws require at least one Type 1, 2 or 3 PFD on board and readily accessible for each occupant. Federal and State laws require at least one type 4 throwable personal floatation device be readily available for rescue. PFD s stored in the hull storage area or under the front deck hatch are not considered readily accessible
PFD types and uses ~ TYPE I: Offshore Life JacketsThese vests are geared for rough or remote waters where rescue may take awhile. They provide the most buoyancy, are excellent for flotation, and will turn most unconscious persons face up in the water. TYPE II: Near-Shore VestsThese vests are good for calm waters when quick assistance or rescue is likely. Type II vests will turn some unconscious wearers face up in the water, but the turning is i not as pronounced as with a Type I.
PFD types and uses ~ TYPE III: Flotation AidsThese vests or full-sleeved jackets are good for calm waters when quick assistance or rescue is likely. They are not recommended for rough waters since they will not turn most unconscious persons face up. Type III PFDs are used for water sports such as water-skiing. Some Type III PFDs are designed to inflate when you enter the water. TYPE IV: Throwable Devices/Not Wearable These cushions and ring buoys are designed to be thrown to someone in trouble. Since a Type IV PFD is not designed to be worn, it is neither for rough waters nor for persons who are unable to hold onto it.
