1 NCTA DUAL CREDIT POLICY Purpose: The purpose of this policy is to describe how dual credit courses are conducted at NCTA, to describe how faculty are compensated for the development of dual credit courses and to describe how NCTA faculty are compensated for teaching dual credit courses. Dual Credit refers to granting simultaneous high school credit and college credit for the same course. Students participating in dual credit courses are enrolled in a course which satisfies both high school and college requirements. Courses are generally offered at the high school in cooperation with the local school district. The local school district will govern the granting of high school credit. The main goal of the Nebraska College of Technical Agriculture's dual credit option is to enable students to earn college credits while completing their high school requirements. Dual credit courses provide these benefits: Enhance the current high school curriculum Address students' unique interests, abilities and attitudes Prepare students for work and/or further educational endeavors Improve the transition of students from high school to college Provide courses that introduce the student to career options Provide options for high school students who have completed high school graduation requirements Provide affordable access to college credit courses Operating parameters 1. Dual credit courses are offered according to these guidelines: Courses are college-level and are of the same high quality, cover the same content, and have the same rigor as other college-credit courses offered by NCTA. Courses can be taken for simultaneous college and high school credit. Students must enroll as an NCTA student in the dual credit program. Students will be subject to all NCTA's policies and procedures, including grade appeal procedures. Dual credit courses are college level courses and students will be required to achieve at the college level to receive credit. Courses are available for juniors, seniors and sophomores with permission of high school counselors. Courses will be offered through NCTA by instructors who meet NCTA accreditation requirements (found here: and Nebraska Department of Education dual credit teacher requirements (found here: Scholarships may be available for dual credit courses taken by high school students: o Students may submit an application for the ACE Scholarship (found here: o If students do not qualify for ACE scholarships they are required to apply for Pell scholarships, if applicable o Students not receiving ACE scholarships or Pell scholarships are eligible to apply for an NCTA scholarship, if available. 2. High school students may choose to participate in NCTA super laboratories to enhance skills learned in the dual credit courses. Super laboratories would be intensive half-day or full-day sessions generally held on the NCTA campus to facilitate accelerated student learning through experiential Page 1 of 6
2 activities. Labs would work as follows: a. High school students would be required to visit NCTA 6 to 8 days per academic year to gain hands-on skills in support of the certificate area. b. NCTA would cover the cost of lab materials and lab set-up. c. High school would provide transportation to and from NCTA. d. High school students would be responsible for personal items required for the labs such as safety clothing. e. High school would be responsible for lab equipment and teaching supplies used at high school. f. Local agricultural businesses (such as Reinke and CVA) may help with lab and course instruction at the high school. Dual credit faculty requirements 1. Faculty teaching general education courses, or other non-occupational courses, must hold a master s degree or higher in the discipline or subfield. If a faculty member holds a master s degree or higher in a discipline or subfield other than that in which he or she is teaching, that faculty member should have completed a minimum of 18 graduate credit hours in the discipline or subfield in which they teach. 2. All faculty teaching dual credit courses are faculty members of the Nebraska College of Technical Agriculture. 3. The NCTA faculty member maintains oversight and academic control of all dual credit courses taught at the high school through this partnership. This oversight is accomplished through the following: a. NCTA provides an annual in-service to the high school teachers whose classrooms will utilize dual credit course work. b. The NCTA faculty member is the certifying instructor and is on contract with NCTA for his or her services. c. The NCTA faculty member outlines and performs the following duties: Selects the textbook to be used Outlines the syllabus Creates the Student Learning Outcomes (SLO) Provides lesson plans for instruction through the Blackboard system Provides lectures for instruction through the Blackboard system, or evaluates and approves an alternate curriculum with appropriate rigor and SLOs Provides tests and quizzes for the course Grades the tests and quizzes to evaluate students throughout the semester Determines final grades for the course Assesses student progress towards achievement of course SLOs Complies and reports SLO data to NCTA Assistant Dean Provides written recommendations to NCTA Assistant Dean on methods to improve SLO attainment in each course. SLO reports are due by the following dates: a. Fall January 15 b. Spring June 15 Regularly meets with the high school class and instructor to verify quality instruction d. Supplemental instruction may be provided at remote sites by local coaches or mentors. In addition, up to 25% of the primary instruction may also be provided by local mentors. High school partnering teachers and mentors will participate in in-service activities to strengthen academic programming, instructional activities and assessment. In-service will be conducted once per year by NCTA and will include these components: a tour of campus laboratories and instructional facilities review Student Learning Objective guidelines review and discuss text book discuss and update curriculum distribute syllabi Page 2 of 6
3 discuss and update lesson plans and learning materials discuss and finalize lab structures finalize instructional modules at NCTA and high school Dual credit Policy Student Eligibility Students enrolling in dual credit courses must possess the academic ability and the emotional maturity needed to succeed in college courses. Students enrolling in dual credit courses must be the high school students with junior or senior status, or sophomores if they have written permission from the high school counselor. Dual credit and Online Course Approval Process Courses must meet all NCTA academic requirements, including completion of these course components prior to course approval: 1. Course Syllabus prepared according to the approved college format 2. Student Learning Outcomes 3. Presentations 4. Exams 5. Assignments 6. A detailed laboratory manual, if applicable Dual credit courses may not be offered until they have been processed and approved through the appropriate channels, including the Instructor, Division Chair, Academic Council and the Dean. Faculty Remuneration System for Developing Dual Credit Courses Instructors may request compensation for the development of new courses to be offered as dual credit. Modification of existing courses will not be considered for compensation unless more than 60% of the course needs to be changed for this application. If approved, faculty will receive $400 per credit hour for course development (example: 3 credits x $400 = $1,200) Payment for course development must be authorized by the Dean in writing prior to the development of the course. Final electronic and print course materials must be submitted to the Assistant Dean prior to course development compensation being issued. Compensation for course development will be made in the month following the approval of the completed course materials by the Assistant Dean and Academic Council. To request approval for compensation, complete this form prior to developing the course: Form to Request Approval for Compensation to Develop a Dual Credit Course After all approvals have been secured, The Division Chair will forward the updated/signed final agreement to the Business Manager for payment. NCTA and the Instructor will jointly own all intellectual property rights of the work provided under this agreement. In the event that the instructor separates employment, both the instructor and NCTA may continue to use and modify the course materials as needed. Faculty Remuneration System for Teaching Dual Credit Courses Full-time faculty not teaching a full load as defined by the faculty workload policy may use dual credit courses to meet their teaching load. Under these circumstances, faculty will not receive extra compensation for teaching dual credit courses. Each division chair will assume the responsibility for determining if the faculty member is teaching dual credit as part of a standard teaching load or as overload. The division chair will inform the Assistant Dean s office on this issue. Faculty teaching dual credit as an overload assignment will receive extra compensation for teaching dual credit courses. As extra compensation for teaching dual credit courses, full-time and adjunct faculty will receive $20 per student credit hour completed (example: 10 students x 3 credits x $20 =$600) up to a maximum of $800 per credit per course taught. 4 Compensation per course will be capped at these levels: 1 credit = $800 cap, 2 credits = $1600 cap, 3 credits = $2400 cap, 4 credits = $3200 cap If multiple sections of a dual credit or online course are offered, all students are considered part of one section for pay considerations until enrollment exceeds 50 students. Faculty teaching a section with 51 or more students will receive compensation equivalent to teaching two sections. Payment for teaching will be made in the month following the receipt of final grades by the registrar. The Business Office will track, record and process payment request for the number of course completers. Notification of proposed payment with course title, # of students completing course and dollar amount will be sent to instructor, Division Chair, Dean and Business Manager prior to payment. Steps in the process for approval of compensation for teaching a dual credit course: 1. To receive compensation for teaching 500 and 800/900 courses, faculty submits the completed Faculty Workload form to the departmental Administrative Support Assistant at the beginning of each semester. 2. At end of the semester, payments are made for semester credit hours after final grades are posted to PeopleSoft. Payment is only made for students in the dual credit (800/900) classes and non-degree seeking on-line (500) courses. 3. Compensation is not made for students who receive a grade of incomplete. 4. The departmental Administrative Support Assistant will prepare payment request spreadsheet for the Business Office and send faculty member an notification of proposed payment. 5. Faculty compensation when an incomplete is resolved a. Upon completion of course requirements, faculty must submit a grade change form to receive compensation. b. Registration/Records will receive the grade change forms from instructors and submit copy to Admin Support Assistant. c. The Administrative Support Assistant will verify the grade change and submit payment request spreadsheet to the Business Office and send to faculty member notifying them of their proposed payment. Instructor completes this form and routes it for approval 2. Division Administrative Support Assistant will submit completed agreement for filing and distribution. Original will be returned to the instructor and a copy to the Division Chair. 3. After course development has been completed and all required instructional materials are fully loaded into the blackboard system, the instructor submits a copy of the approval form to the Assistant Dean for verification of completeness and approval to make payment for course development. 4. Assistant Dean reviews final completed agreement for development payment and submits payment request to the Business Office. Course Development Compensation Justification. The development of new courses, or the significant modification of existing courses for use as a dual credit application will be compensated at a rate of $400 per credit hour. To be considered a significant modification, more than 60% of the course needs to be new material NCTA and the Instructor will jointly own all intellectual property rights of the work provided under this agreement. In the event that the instructor separates employment, both the instructor and NCTA may continue to use and modify the course materials as needed.
