You can find all document related to the call published on our website, as mentioned in the contract notice under point VI).3. The conditions for the presentation of these documents are detailed in the invitation to tender letter. Domanda 1 (16 Aprile 2010) È possibile avere un elenco completo dei documenti e le modalità di presentazione degli stessi, in modo di poter partecipare al Bando in oggetto. Tutti i documenti che si riferiscono alla gara in oggetto si trovano sul nostro sito web, come indicato nel bando di gara sotto punto VI.3. I modi di partecipazione sono dettagliati nella lettera d'invito. Original Question 2 in Italian language (16th April 2010): With view to the fact that the annexes can be downloaded from the web only in PDF format and can not be edited, would it be possible to get the documents in version Word[.doc] in order to be able to fill them in at the PC?

2 The tables which are comprised in the Administrative Annex have been made available in Word format. The draft contract has to be filled in hand-written, in a legible way, as mentioned in the invitation to tender letter. Domanda 2 (16 Aprile 2010): Eventualmente si possono avere in formato Word[.doc] così da poter compilarli con il PC, considerato che gli allegati, scaricabili sul sito in formato PDF, non risultano editabili? Le tabelle comprese nell'allegato amministrativo sono state pubblicate in formato Word. La bozza di contratto deve essere compilata a mano, in modo leggibile, come indicato nella lettera d'invito alla gara. Question 3 (19 th April 2010): We have already downloaded the available electronic copy of the tender specifications from the Joint Research Centre website as indicated in the OJEU notice. In addition, we would like to receive any other additional information in English language. We would be grateful if you dispatch the documents by airmail. As indicated in the invitation to tender letter under point 7, please be informed that additional information will be regularly updated during the procedure on our web site. It is the responsibility of the candidates/tenderers to check regularly updates and modifications during the tendering period. Question 4 (26th April 2010) Document Administrative Annex Par. III. Award criteria: in Financial score formula, the LP element is the lowest price amongst all Pcriterion prices or any else value? This understanding of the definition is correct. Please note that we have defined the formula more precisely in the Administrative Annex: Where: F = Financial Score (Max. 100) LP = Lowest Pcriterion amongst all Tenderers (in EURO) Pcriterion = (T2 + T3) * (T4 * 0.3) (in EURO) 2

3 Question 5 (26 th April 2010) Document Administrative Annex Price Tables: in Table 2 and Table 3, which are the activities to be done at JRC premises and in which percentage? Scenario A: As indicated in the Administrative Annex, the first exercise will be at the premises of the contractor. However, you correctly noted that some activities require presence at JRC premises. Please consult the tables in the Administrative Annex, which have been amended for the work at JRC premises. Scenario B: Please consult the tables in the Administrative Annex, which have been amended where work at JRC Ispra premises is required. Question 6 (26 th April 2010) Document Administrative Annex Price Tables: in Table 2 and Table 3, how have to be inserted costs related to make PCB boards if these costs are referred to external activities and not internal man power? Please insert only the actual cost of the labour related to the making of the PCB board, independent if the labor is undertaken by you or by a sub-contractor. Question 7 (26 th April 2010) Document Administrative Annex Price Tables: in Table 4 all elements have to be considered as a unit quantity? You have to insert the price for one unit of each element, independent from the fact that for some elements more units would be necessary. Question 8 (26 th April 2010) Document Invitation to tender Point 4.: About technical envelope where technical information has to be provided, which kind of technical information is required? Do you mean copies of document Tender Specifications duly signed or a description of company characteristics and capabilities to perform works required or anything else? Is intended documents listed at point III.2.3) of Contract Notice document even if these documents have to be inserted in the general inner envelope? 3

4 The technical envelope may contain any information about your company which you consider relevant with view to this tender. The technical tender does not refer to documents listed under point III.2.3 (Technical Capacity) in the Contract Notice. Please note that the Administrative Annex did contain a phrase which was not relevant for this tender. It should read: IV 1) Presentation of the technical tender The technical tender shall include all requirements specified in the technical specifications. Question 9 (26 th April 2010) Document Invitation to tender Point 4.: About financial envelope where financial information have to be provided, have to be provided also all Annexes duly signed with draft contract or not? No, please provide only the Draft Framework Service Contract document, duly signed and initialed on each page. Question 10 (26 th April 2010) Document Administrative Annexes Price Tables, Table A: In the column TOTAL has to be inserted the sum of daily In-house and JRC Ispra costs or basing on your approximate estimation inserted in document Tender Specifications? The Administrative Annex has been revised and the column "Total" has been abolished. If there is security cost, please include it in the daily cost for work at the JRC Ispra. Question 11 (26 th April 2010) About SW tools: which kind of tool has to be considered for developing? These tools are supplied by JRC? Basing on which platform has to be evaluated our effort for OPC server developing? Developing activity has to be estimated assuming that an OPC Server product base is available all the module have to developed as a completely new module? The OPC server will run on Windows XP and the development is in.net C# (latest version). The OPC server has to be developed completely. Tools can be used to minimize the effort of development. The contractor can use is own tools if these tools don't have any cost for the deployment (runtime license or equivalent). If the contractor doesn't have specific tool for the development of an OPC Server then the JRC can supply tools during the period of development. A tool usually used by the JRC for this type of development is the OPC HDA.Net Server toolkit from Advosol. So, the price for the OPC Server development can be calculated with contractor's tools or with this OPC HDA.Net server toolkit. 4

5 Question 12 (3 rd May 2010) Document Administrative Annexes Price Tables, Table 3: where an OPC Server is required: An OPC DA, HDA or UA is required? OPC acquisition driver need to have a local DB where store data collected from sensor? If any, in which format? Basing on fact that sensor MENSOR 6180 is interfaced on RS-232/485 serial connection with a custom protocol, which kind of interface is required: Query and Response Mode or Streaming Mode? This OPC server will be used only for the acquisition. In the scenario 2 we talk about OPC DA server. With an OPC DA server there is no need of a database. The Mensor 6180 can be used in Query and Response Mode or in Streaming Mode. A command of the protocol permits to change from one mode to the other. Like for the other settings of the connection (address, baud rates, parity ) the mode will be defined in the settings of the OPC DA Server. Of course, a dedicated Windows application will be provided for the modification of these settings. Question 13 (3 rd May 2010) Document Question & Answer Question 11: A supplier can use its own data acquisition development platform (SCADA-OPC) for software development? In this case have to be supplied source code or licenses to JRC? Could be accepted to supply only source code developed ad-hoc for JRC and licenses for other tools? The development must be in C# and the tools integrated in Visual.Net (latest version at the moment of the development). This OPC DA Server will be used with specific OPC DA clients developed by the JRC and with historians (OSI PI, Matrikon desktop historian ). So, we need a stand alone server (i.e.: not dedicated to a specific SCADA). Any tools from the supplier can be used under the following conditions: - Licenses for these development tools must be provided to the JRC without any additional cost. - This OPC DA Server will be used for the acquisition of several Mensor. So, the installation and the use of the OPC DA Server must not have any cost (no runtime license, no specific software to install or any other cost). 5

6 Please note that the name, the copyright and the intellectual property rights related to new software developed under this framework contract are the exclusive property of the Union. The Source Code of the software remains property of the Union and the contractor is not allowed either to sell or distribute it in any other form to a third party. Please see the Draft Framework Contract Article II. 8. However, please note that an additional article on the property right related to software has been added into the special conditions of the draft contract (Art. I. 12). Question 14 in Italian language (6 th May 2010) In which annexes and how do the partner companies have to be described, having different and complementary professional roles? As expressed in the contract notice, (III.1.3), each member of the group must fulfil the conditions for participation mentioned in point III.2. The documentation has to be presented in the same ways for each partner of the grouping, as described in the invitation to tender letter (under point 4). The professional roles can be complementary, not each of the partners has to provide all professional profiles. Domanda 14 (6 maggio 2010): Come si identificano e in quali annessi devono essere definite e descritte le ditte "partners", avendo ruoli e figure professionali complementari? Come indicato al punto III.1.3. del bando di gara, ogni membro del gruppo deve soddisfare le condizioni di partecipazione indicato al punto III.2. La documentazione deve essere presentata allo stesso modo da ogni partner del gruppo, come descritto nella lettera d'invito (vedi punto 4). I ruoli professionali possono essere complementari, non dovendo ogni partner proporre tutti i profili professionali. Question 15 in Italian language (6 th May 2010) In which form do we have to describe the roles of the different companies? The roles have to be specified in the Technical Tender Domanda 15 (6 maggio 2010): In quali "form" vengono dichiarati e descritti i ruoli assunti dalle differenti aziende? 6

Question 16 in Italian language (6 th May 2010) Does the "coordinator" have to be nominated and declared already at the moment of the presentation of the documents or only later at the moment of the award of the contract? Yes, the coordinator has to be declared at the moment of the presentation of the tender. Domanda 16 (6 maggio 2010): La figura del "coordinatore" deve essere già nominata e dichiarata alla presentazione della documentazione o solo in seguito all'eventuale assegnazione? Si, deve essere dichiarato al momento della presentazione della documentazione. Question 17 in Italian language (6 th May 2010) Are corresponding forms existing as an example?
