6 Distracted Driving High Visibility Enforcement Demonstration In 2009, NHTSA initiated distracted driving demonstration programs in two communities to test whether a high visibility enforcement (HVE) model could reduce two specific instances of distracted driving: talking or texting using a hand-held cell phone. Syracuse, New York, and Hartford, Connecticut, conducted the demonstrations. The demonstrations spanned over four waves: (April 2010, July 2010, October 2010 & March/April 2011)

11 Distracted Driving Demo Final Results (Hartford, CT) Observed Hand-held Phone Use The percentage of drivers observed holding their phones to their ears decreased from baseline to the end of the fourth wave. The reduction was significantly greater in Hartford (from 6.8% to 2.9%) than the control site (from 6.6% to 5.6%). These changes represent a 57% drop in observed cell phone use for the Hartford site compared to a 15% drop at the control site.
12 Distracted Driving Demo Final Results (Hartford, CT) Observed Phone Manipulation (texting/dialing) At the end of each individual wave, observers counted significantly fewer Hartford drivers manipulating their phones compared to the beginning of each wave. Overall there was a significant decrease in observed phone manipulation, from 3.9% to 1.1% in Hartford. This represents a 72% decline. There was no significant difference in observed cell phone manipulation in the control sites, from 2.8% to 2.4%.
13 Distracted Driving Demo Final Results (Syracuse, NY) Observed Hand-held Phone Use Fewer drivers in Syracuse were observed holding cell phones to their ears at the end of the fourth wave (from 3.7% to 2.5%). This 32% decrease was statistically significant. In the control site, there was also a significant 40% reduction in observed handheld cell phone use from 5.0% to 3.0%.
14 Distracted Driving Demo Final Results (Syracuse, NY) Observed Phone Manipulation (texting/dialing) Syracuse showed an overall significant decrease of 32% in observed phone manipulation from the baseline to the end of the fourth wave (2.8% to 1.9%). While Albany s observed rate of manipulating a phone while driving was much higher than Syracuse at the baseline period, there was no significant decrease over the course of the program.
15 Awareness Results: Hartford, CT In Hartford, drivers reported increased chances of getting a ticket; no effect in control. Both Hartford & control sites reported hearing more distracted driving information. By end of Wave 4, percentage of respondents who heard about enhanced enforcement increased significantly (31% to 71%). Also increased in control areas (32% to 43%).
16 Awareness Results: Hartford, CT Increase in recognition of slogan in Hartford (5% to 54%) and in controls (5% to 12%). No significant difference in self-reported cell phone use or texting.
17 Awareness Results: Syracuse, NY Both Syracuse & Albany showed increases in awareness of distracted driving in general (Syracuse: 64% to 76%; Albany: 52% to 68%) and in distracted driving enforcement (Syracuse: 41% to 76%; Albany: 34% to 49%). There was no increase in perceived risk of a ticket in Syracuse or Albany.
18 Awareness Results: Syracuse, NY Recognition of the slogan increased in Syracuse (5% to 29%), but not in Albany. Self-reported hand-held cell phone use decreased in Syracuse (8% to 5%), while Albany s rates increased (6% to 9%). Self-reported texting decreased in Syracuse (6% to 3%), but remained the same in Albany (3%).
19 What We Learned Awareness about cell phone use and texting was remarkably high. The messaging campaigns were successful in disseminating enforcement message. Enforcement was strong; police in both sites issued a large number of tickets in both sites, many times above previous benchmark levels. Citations for texting violations were low, demonstrating the difficulty of enforcing texting while driving. Officers are developing best-practices for enforcement (e.g., observing texting violations is difficult for an officer who is standing on the side of the road but successful from higher observation points or SUVs, developing easy to use reporting forms).
20 Next Steps State Distracted Driving Demos California and Delaware were selected to receive federal support for pilot projects that will test the effect of increased law enforcement and highprofile public education campaigns on distracted driving over a widespread area. The California program will take place in the Sacramento valley region comprising eight counties and 3.9 million residents, while the Delaware program will be conducted statewide. Both projects had their first enforcement wave in November/December The multi-market efforts in these states mirror the approach used in the smaller-scale demonstration projects completed in 2011 in Hartford, CT, and Syracuse, NY.
21 Next Steps Texting Enforcement Demos Purpose to develop and demonstrate enforcement strategies for texting and driving. Massachusetts and Connecticut selected for participation. Communities in each state will participate in the demo Law enforcement workshop to develop texting enforcement strategies. Will utilize earned media only.
