3 3. EVENT Pirelli Ralli held on 25th 26th of September 2015 and will be organized by Tampereen Urheiluautoilijat ry. Event will be organized in compliance with the General Prescriptions, the Finnish sporting and competition regulations for rally, Sporting Regulations of the Finnish Rally Championship and these supplementary regulations, which have been approved by Finnish ASN (AKK-Motorsport ry) with permission nr 15/R/15. In addition to compliance also FIA NEZ Rally Championship 2015 regulations and for class 12 VOC Nordic West Euro Cup regulations. GENERAL INFORMATION Length of the Rally is approx. 575km including 9 special stages, which cover approx. over 150km. If the competitor or any representative of him or her is seen on route of the Rally before start or in the communities of Hattula, Kangasala, Lempäälä, Orivesi, Pälkäne, Valkeakoski or Ylöjärvi, on the roads marked by yellow, green, grey or black in the Finnish GT Map or on unmarked roads in the same area, the competitor will be excluded from this rally. Alternative turning marks will be used in this event. (Turning arrows by national Finnish Rally Regulations nr 1A and 2A) 5. COMPETITION CLASSES Finnish Rally Championship, General (following FRC regulations 2015) SM 1: Super 4 FIA R5 Super 2000 Rally (2.0 and 1.6T) FIN 4WD (also incl. WRC cars homologated or earlier.) SM 2: Production 4 FIA R4 FIA N FIN N 4WD (2014 or older international homologation.) (inc. N- and R4- homologated cars with national exemptions and expired homologations.)

Co-Driver can be younger, but co-driver may not drive the rally car on special stages. A-juniors Class 14 Gr. N/A, inc. FIA R, FIA R1, FIA R2, FIA R3, FIN R up to 2000 cm3 Class 15 Gr. N/A, inc. FIA R4, FIN R4WD and over 2000 cm3 WRC (WRC cars homologated or earlier). Class 16 Gr. F up to 1600 cm3 Class 17 Gr. F over 1600 cm3 5.1 COMPETITORS Event is a NEAFP / NEZ - event and thereby open to licence holders of other countries ASN s. 6. ENTRIES Anyone wishing to take part of the Pirelli Ralli must submit the entry through KITI system (Licence holder of Finnish ASN [AKK-Motorsport ry]). Other countries ASN licence holders will fill the entry form from official website of the Rally menu IN ENGLISH Competitors Bulletin Board. ( Filled form will be send to Secretary of the Rally Mrs. Kaisa Hulkkonen by kaisa.hulkkonen@gmail.com Other countries ASN licence holders entries and score points automatically for FIA NEZ Rally Championship. Finnish ASN licence holders will be give information for their entry for the FIA NEZ Rally Championship by to the Secretary of the Rally Mrs. Kaisa Hulkkonen kaisa.hulkkonen@gmail.com after the entry of KITI system. The maximum number of entries is fixed for 180 crews. Should the number of entries exceed this number, crews who have entered to the classes 1-6 will be given the priority. When entering the rally, competitors must inform the organiser the type of fuel they wish to use and the method of refuelling according to Finnish Rally Championship regulations, Art If use E85 fuel there isn t capacity for use only pump refuel s during the route. When using organizer s refuel zone, the competitor must pay a 30 extra fee together with the entry fee of the rally.

ENTRY FEES Entry fees by classes are following: Classes SM Registered for Finnish Rally Championship 2015 series Classes SM Non-registered for Finnish Rally Championship 2015 series Classes SM Other countries ASN licence holder Classes SC Class Classes Classes Class Classes Entry form and entry fee must reach the organizer 14 th of September 2015 at (6pm UTC +2) at the latest. Entry period can be closed before 14 th of September if maximum number of crews (180) is booked. SERVICE During the Rally there is one service park, which is located in the Rally HQ. Service is allowed only in this area. The organizer reserves each crews a service area of 6m x 8m. Teams who have entered to Team s Championship are being arranged service space according Finnish Rally Champioinship regulations. For any special requirements, a specific application with measurements of needed area must be made until 14 th of September 2015 at 18:00 (6pm UTC +2) by tamakinen@kolumbus.fi. After this time period organizer will charge 150 euros per competitor for any changes. The organizer reserves the right not to accept the requests of any competitors. Service vehicles must be equipped per extinguisher and an absorption mat ready for use and rally car throughout at least the bottom area of the size liquid-impermeable protective mask during maintenance operations. The absence of any one of these will result in immediate competition leader decision to exclusion. REFUELLING Refuelling is only allowed on the gas stations or refuel zone s which are marked in the Road Book of the Pirelli Ralli Details will be published in the Rally Guide. 10. RECONNAISSANCE 24 th of September at (5pm UTC+2) (7pm) and 25th of Sep. from 6.00 (6am) crews can pick up reconnaissance material from the Rally Office in Rally HQ Tampere Exhibition and Sports Centre. At registration, each competitor must give for organizer details of the car used for reconnaissance and contact details of his/her mobile phone, technical form and information for the refuel. At the administrative checks/registration for reconnaissance both drivers must present drivers competition and driving licences, competitor/entrant licence, and authorisation for the drivers by their ASN to take part in the rally. Both drivers have to present their licences and other documents personally. Recce car identification stickers given by the organizer must be attached in the recce vehicle and they must be visible according the given instructions and during the whole duration of the reconnaissance.

6 During the recce speed limit is 80km/h at all special stages, unless a lower speed limit is set by traffic signs or with limit signs set up by organizer. Driving conduct may not endanger or disturb other traffic or the local residents. Organizer prohibits any other traffic against the direction of the rally at the special stages. Organizer will also control speed and driving conduct during recce. Local police will also control speed and driving conduct during the recce. Local Police may punish competitors of any violations of local traffic rules. All competitors must obey all road and stop signs, also they must obey rally officials if they use hand held signs for STOP or others. If not, penalty will be excluding from the Rally. GPS tracking system device will be given to crews from organizer at the registration for reconnaissance and it s mandatory to use and keep power on. The competitors must be reserved USB power supply for the GPS tracking system device and keep the device connected (charging) during the reconnaissance time. Reconnaissance is allowed with the following restrictions: All special stages may only be driven twice during reconnaissance, including even those special stages which are used twice during the Rally. Organizer will monitor amount of the reconnaissance and speed by GPS tracking system which generated report s automatically and leaves no room for any interpretation. The competitor is obliged to transfer GPS tracking device after the recce to their rally car. Reconnaissance will start Friday 25 th of Sep. at (6am UTC+2) and ends Fri. 25 th of Sep. at (5pm UTC+2). 11. ADVERTISING In competitors number stickers includes texts/logos of: Pirelli and Radio SUN Windscreen sticker is reserved for AKK Sports Oy: Finnish Rally Championship series advertise (No any other advertise on the windscreen). 12. RUNNING OF THE RALLY 12.1 Start of the Rally (Ceremonial) Starting times of the crews will be given at the official notice board in Rally Office. Timecards are given to competitors at Start TC 0 which is situated in Teivo Horse Race Track, Ylöjärvi. Start of the Rally takes place at from o clock and start signal will be given at one minute intervals to each crew. After the start, there is holding area under Parc Fermé rules (~30min) before SS Leg 1. If competitor retires from rally during Leg 1 or his/her start is refused by scrutineering, the competitor may repair the car and participate to Leg 2. Competitor must announce his/her will to start for Leg 2. in writing latest until o clock to the Rally Office. His/her time for the undriven Special Stages will be the fastest time in his/her class + 5 minutes. If crew will retire after the Leg 1 last special stage, sentenced to a competitor within five +5 minute time penalty. The rally car of any retired competitor, who wishes to continue the rally for Leg 2. Must present rally car for scrutineering in the area of Rally HQ Parc Fermé, Tampere Exhibition and Sports Centre, one hour before starting time of 1st competitor for Leg 2. Cars which pass this unique scrutineering are allowed to take part for Rally Leg Overnight halt - Parc Fermé There is an overnight Parc Fermé area in use, situated at Rally HQ. More details in competitors guide. This overnight parc fermé is not in use for retired crews which are going to start again for Leg Leg 2. Starting order for Leg 2. is the same as for Leg 1, also for the retired and ongoing competitors. Drivers may enter at the Parc Fermé area earliest 10 minutes before individual starting time for Leg 2. Timecard for Leg 2. will be given to crew at the TC / Parc Fermé OUT Service IN 12.5 Finish Finish of the Rally not includes Parc Fermé area. Protests against the cars must be made before the time when car is finished.

7 13. COMPETITORS MATERIAL Road book (1pcs.) is given for every crew, road book includes detailed description of the route to be followed, and two (2pcs.) route maps at the time of registration. At the liaison s, if competitors don t use exactly route of road book it s lead to exclusion of the Clerk of the Course decision. 13. REGROUPING HALTS During the Rally there is three (3) halts with service possibility (30, 15, 30min) and two (2) regroups. 14. TECHNICAL SCRUTINEERING Technical scrutineering will take place at Rally HQ, Ilmailunkatu 20 Tampere phone Schedule for scrutineering: Optional Thursday 24 th of September 2015 at (6pm) (8pm). Friday 25 th of September schedule will be given on Rally Guide. Scrutineering closes 30 minutes after the time given for the last competition number Sealing of turbos Organizer strongly recommends that all cars to be sealed, would attend the optional scrutineering on Thursday 24 th September 2015 at Number of tyres on classes 1-6 Maximum number of tyres is 14 pcs. The competitor should submit all the tires FIA bar codes tire code form to the Security check. If competitor's tires are not equipped with FIA - bar codes, the organizer gives the alternative instructions. The lack of bar codes must inform the Rally Office Thu. 24 th of Sep :00-18:00 before the security check Each competitor will have the right to carry a maximum of two spare tires. 15. RESULTS Provisional classifications per competition class will be published as per schedule given in the Rally Guide. Official classifications will be available at KITI - system and official website of the event PRIZES AND PRIZE-GIVING CEREMONY The number of awarded competitors will be published on the Official Notice Board. Prize-giving ceremony will take place at Tampere Central Square. Schedule for the ceremony will be given in the Rally Guide. All crews to receive prizes must attend the ceremony.
