3 Merici College prides itself on the delivery of an outstanding secondary education which enables every young woman to achieve her full potential. The College s excellence in teaching staff, continual improvement of facilities, maintenance of resources and resourcing of co curricular activities requires sound financial management and significant financial income to meet its operational budget. As a systemic Catholic Education Office school, Merici College derives income from three major sources: 1. Commonwealth Government 2. ACT Government 3. School fees from Parents These three revenue streams combined provide the basis of funding for your daughter s education. School fees are reviewed annually based on the required operating budget in consultation with the College Board and the Catholic Education Office to ensure they are consistent with budgetary requirements and parental expectations. As a non-profit organisation, the College relies on the prompt payment of fees to meet its running costs. The bank direct debit facility is the College s preferred method of payment and can be selected based on the payments table below. Please refer to the Appendices to find a direct debit authority form. The completed form should then be mailed or delivered to the school for processing. School fees are payable over four terms for Years 7-11 and over three terms for Year 12. Payments via this avenue are processed from February to December and are restricted to either two payments per month debited on the 1 st and the 15 th of the month, or monthly which is debited on the 1 st of the month. 3

These amounts are payable by the end of week four of each term. The due date will be noted on your account and prompt payment is expected. To finance the development, building and maintenance of Catholic Education Office schools in the ACT a Building and Maintenance Fund has been established, donations to which have been approved by the Commissioner of Taxation and contributions are 100% tax deductible. The College's families are asked to contribute an amount of $528 per family per annum to help meet commitments for repayment of principal and interest on loans, to build new schools, to improve facilities and to provide for the maintenance of existing facilities. Donations may be made annually, each term or via direct debit (weekly, fortnightly, monthly or quarterly). In addition to the School Fees, the following charges are placed on the school fees account:- Year 11 Conference- $250 Year 12 Retreat- $250 Laptop Software License (Yr 7 Laptop) - $151 Resource Fee (Text Book Hire) - Yrs 7-10: $164; Yrs 11-12: $187 Refreshment room charge- Yr 11/12: $20 Parents' Levy (per Family) - $100 Late Payment Processing Fee - A per family processing fee, per term of $20 may be applied to accounts not paid by the due date. Year 7 Camp is approximately $255 and payment is requested via letter. For excursions, co-curricular activities and sporting competitions, payment is requested at time of each event via letter. 4
5 A non returnable enrolment fee of $50 is payable when a place is offered and accepted in years The fee is $200 in years ($150 of this is credited against Term 1 fees). Introduction Consistent with the College s Catholic ethos, Merici College subscribes to the recommendations in the publication Catholic Schools at a Crossroads regarding accessibility to a Catholic education. Merici College strongly encourages families who are financially disadvantaged to seek enrolment. In consultation with the College Board, the College will consider applications by families for support under a School Fees Concession Arrangement. The application will be subject to criteria including level of income. Concession will vary from $100 per term to a proportion of the full fees per year. In cases of financial hardship, consideration will be given to applications for reduced fees. Arrangements should be completed before the student begins school. The school carefully works out its budget on the basis of the amount expected to be paid in fees. Contact should be made with the college immediately a problem with fee payment arises. Fee concessions will be determined on the basis of a just and equitable formula. Any reduction in fees will be looked at in terms of the financial needs of the family concerned, and their responsibility to full-fee paying parents and the efforts these parents make in paying their fees. Once a student has met the enrolment criteria, an application for reduced school fees does not automatically mean that a reduction will be given. Each case will be considered using the undermentioned Concession Formulae to the family of the enrolled student. Procedures 1. Families wishing to apply for fee concessions contact the Bursar/Business Manager who will supply the form School Fee Concession Application. 2. Parents complete the form and supply the relevant documentary evidence. A taxation statement for the last year, pay slips (the last four), income statement/s from Centrelink are all necessary evidence of income with rental receipts, bank or building society statements as evidence of housing cost/mortgage payments. 3. Using the Fee & Building Fund Levy Concession Worksheet together with the current ABS (Australian Bureau of Statistics) Henderson Index data, it is determined what the fee to be paid is or whether further clarification from parents is required. 4. If all paperwork is provided, an interview may not be necessary. If required parents will be requested to attend an interview. 5
6 Concession Formulae The formula for determining a reasonable fee payable by a family is based upon the total disposable income of the family less basic housing costs. The resultant income is then compared to the ABS (Australian Bureau of Statistics) Henderson Index data for Australian households ( ) and a sliding scale is then applied. Applicant s assets and liabilities will also be taken into consideration in determining a reasonable fee. No allowance is made for repayments on holiday/investment houses/units or hire purchase/lease contracts. If a family so decides its priorities to encompass these things, the burden of that decision is on the family Financial Assistance Time to pay The College may grant a time concession whereby families can make reduced but still regular payments during a period of financial difficulty by entering into an agreed payment arrangement. This is normally reviewed within 6 months with the expectation of a return to higher payments to achieve full payment of the balance. Confidentiality All matters related to school fee concessions/reductions or inability to pay is treated confidentially. Family discounts apply automatically if you have more than one daughter at Merici. Discounts also apply if you have younger students at St. Francis Xavier College, St. Clare's College or St Mary MacKillop College, provided you inform us. There is at present no discount for students outside the system (i.e. Daramalan, St. Edmund's and Marist). Discount arrangements are as follows: 20% for second child attending an Archdiocesan secondary school. 50% for third child attending an Archdiocesan secondary school. No tuition fee/s for fourth or subsequent children attending either an Archdiocesan primary or secondary school. Full fee payable on the eldest child. Parents who have students in both an Archdiocesan secondary school and an Archdiocesan primary school please note that a 30% discount applies to the first child fee of the child in primary school where there is a sibling in an Archdiocesan Secondary school. Parents please advise your primary school if your children are in this situation. 6
7 School Tuition Fee: Fees collected by the College to support the curriculum, pay teachers salaries and the CEO Levy which administers Catholic Education in the Archdiocese. Canberra Catholic Schools Building Fund (CCSBF) Contribution: Monies collected by the Diocesan school attended by the oldest child are used to meet basic maintenance and to pay for building of new Catholic Schools in the Archdiocese. Resource Fee All Subjects: Covers purchase of new textbooks and maintenance of existing texts. Parent Levy: Amount collected on behalf of the parents who in turn support education and building initiatives in the College. General Fee: Covers costs associated with general resources (eg school magazine, calendar, excursions $20 or less and consumables) and to support costs with the College s ongoing building and renovation program. Senior Refreshment Room Fee: Charge associated with tea and coffee making and upkeep of facility. (Only charged to senior students.) Y11 Conference & Y12 Retreat: Charges for these activities are included in school fees. Laptop Software License: Charged once only in Term 1 for new students in Laptop Program to cover cost of software license. Other students taking up the program will be charged in the relevant term. Parent(s)/Guardian(s)/Person(s) who is/are responsible for paying school fees will be liable for school fees up until the end of term and they are to be paid before the student leaves the school. Should payment in full not be possible at time of leaving, an arrangement for payment will need to be made with the Bursar/Business Manager. Year 12 students leaving the College at the end of term 2 who obtain sufficient points to gain their year 12 certificate are still liable for Term 3 school fees as the per annum fees relate fully to the year 12 package. Parent(s)/Guardian(s)/Person(s) who is/are responsible for paying school fees will be liable for school fees for that term/s (while student is officially enrolled) and they are to be paid by the due date. Should payment in full not be possible by the due date, an arrangement for payment will need to be made with the Bursar/Business Manager. The College reserves the right to deny participation in optional programmes such as Overseas Trips that incur user pay charges should school fees account be in arrears. 7
8 College Board policy is to send out reminder letters. Failure to act on these letters will result in the account being sent to a debt collection agency. Matters which have been referred to the collection agency will not be handled by the College and will be treated quite separately from any further accounts with the College. Costs incurred in the collection of fees are the responsibility of the debtor/parent/guardian. The College does not pay these fees. If you are currently experiencing financial difficulties, please approach the school before the fees are due and ask to discuss the matter with the Bursar/Business Manager. The Secondary Bursary Scheme can provide some financial assistance to low income earners in the ACT with dependant full-time students in years Applicants must prove low income status by providing a photocopy of a current Centrelink Card or Health Care Card with means tested payment codes. If you believe you are eligible for assistance, application is direct to the ACT Department of Education and Training. Application Forms are available from the College, Centrelink Regional Offices and The Smith Family Learning for Life Co-ordinator. The Canberra Goulburn Diocese has taken out a school insurance cover for the whole Diocese. The insurance cover will protect you from some of the financial burdens of children s accidents. Cover has been taken out with CCI School Care School Activities Cover from Catholic Church Insurances Limited (CCI). Your child will only be covered under the policy whilst the school maintains its current policy. Should you have any queries or would like assistance please ring CCI on

I/We also authorise the school to verify (if need be) the details of the account with my/our Financial Institution mentioned above and for that Financial Institution to release information to the school in order to allow it to verify the above account details. 10 Direct Debit Request Service Agreement (DDRSA) 1. By signing the DDR, you authorise the school to arrange for funds to be debited from your Account in accordance with the Agreement. 2. The school will advise you 14 days in advance of any changes to the DDR. 3. For all matters relating to the DDR, including cancellation, alteration or suspension of drawing arrangements or to stop or defer a payment, or to investigate or dispute a previous payment, you should: a. Contact the school s administration b. Allow 14 days for the amendments to take effect or to respond to a dispute. 4. If the school s investigations show that your Account has been incorrectly debited, it will arrange for the Financial Institution to adjust your Account accordingly. The school will also notify you in writing of the amount by which your Account has been adjusted. If the school s investigations show that your Account has been correctly debited, we will respond to your query by providing you with reasons and copies of any evidence for this finding. If the school cannot resolve the matter, you can still refer it to your Financial Institution, which will obtain details from you of the disputed payment and may lodge a claim on your behalf. 5. You should be aware that: a. Direct debiting through the Bulk Electronic Clearing System (BECS) is not available on all accounts: and b. You should check your Account details (including the Bank State Branch (BSB) number) directly against a recent statement from your Financial Institution. If you are in any doubt, please check with your Financial Institution before completing the drawing authority. 6. It is your responsibility to ensure that: a. Sufficient cleared funds are in the Account when the payments are drawn. b. The authorisation to debit the Account is in the same name as the Account signing instruction held by the Financial Institution where the Account is held. c. Suitable arrangements are made if the direct debit is cancelled, by you, the Financial Institution or for any other reason. 7. If the due date for payment falls on a day other than a Banking Business Day, the payment will be processed on the next Banking Business Day. If you are uncertain when the payment will be debited from your Account, please check with you Financial Institution. 8. For returned unpaid transactions, the following procedures or polices will apply: a. The school will treat the payment as if it was never made. b. Services may be suspended until the outstanding charges are paid. c. A fee may be applied for drawings that are returned unpaid. The school reserves the right to cancel the DDR at any time if drawings are returned unpaid by your Financial Institution. 9. All Customer records and Account details will be kept private and confidential to be disclosed only at your request or at the request of the Financial Institution in connection with a claim made to correct/investigate an alleged incorrect or wrongful debit or otherwise as required by law. Definitions Account the account nominated in the DDR held at your Financial Institution from which the school is authorised to arrange for funds to be debited. Agreement means the Terms and Conditions as amended from time to time. Direct Debit Request means the Direct Debit request (DDR) between the school and you as amended from time to time. Financial Institution is the financial institution where you hold the account nominated in your DDR as the account from which the school are authorised to arrange for funds to be debited. 10
