WATER SYSTEM REHABILITATION PROJECT NO. 1 AND FOLSOM ZOO SEWER LINE PROJECT AND APPROPRIATION OF FUNDS BACKGROUND / ISSUE The Environmental & Water Resources Department has developed a water and wastewater infrastructure rehabilitation and replacement (R & R) program through water and wastewater master plans and ongoing condition assessment programs. Through these efforts, portions of the water and wastewater system in the City have been identified as needing rehabilitation or replacement. A comprehensive plan has been developed for the R & R of these aging systems, and much of this work has been completed in recent years. The next phase of the R & R program includes the replacement of the waterline serving Negro Bar State Park, replacing the upstream slide gate on the Willow Hill Darn, rehabilitating the waterline on Rainbow Bridge, and replacing the Folsom Zoo sewer lines. This resolution will authorize the City Manager to execute an agreement with Quincy Engineering for design and construction administration services for the Misc. Water System Rehabilitation Project No. I and Folsom Zoo Sewer Line Project in the amount of $125,000. POLICY/RULE In accordance with Chapter 2.36 of the Folsom Municipal Code states that supplies, equipment, services, and construction with a value of $54,883 or greater shall be awarded by City Council. ANALYSIS The Misc. Water System Rehabilitation Project No. 1 and Folsom Zoo Sewer Line Project include the R & R of water systems in different areas of the City that are encountering ongoing maintenance problems. It also includes replacement of the existing sewer system within Folsom Zoo. The water portion of this project includes replacing an existing 5-inch steel water main with a larger 1 Staff Report Page No. 1 of 5

2 diameter water line that will be capable of serving Negro bar, rehabilitating the existing 21" waterline that runs beneath Rainbow Bridge which serves as an emergency waterline connection to the City's Historic District, and replacing the upstream slide gate on the Willow Hill Dam which is required by the Division of Safety of Dams. The sewer portion of this project includes replacing the existing 6 inch sewer that is reaching the end of its serviceable life with a new 8 inch sewer line and construction of a new sump to catch sand, grit and other debris generated by the zoo. Design services will include project specifications and engineering drawings suitable for a competitive bidding process per the City's requirements. Construction administration services are also included and typically involve submittal review, response to construction questions, preparation of record drawings, and other miscellaneous construction support related to the contract drawings. Quincy Engineering by reason of their past experience and abilities for performing these types of services, are qualified to perform the required consulting services for these projects. The Environmental & Water Resources Department recommends that the City Council authorize the City Manager to execute a contract with Quincy Engineering for a not-to-exceed amount of $125,000. FINANCIAL IMPACT The Water System Rehabilitation Project No. 1 was included in the FY 2016 Capital Improvement Plan in the amount of $40,000. An additional appropriation in the amount of $49,000 will be needed. There are sufficient funds in the Water Operating Fund (Fund 520). The Folsom Zoo Sewer Line project was included in the FY2016 Capital Improvement Plan and funds are currently available. ENVIRONMENTAL REVIEW This project is a rehabilitation project of existing infrastructure; and therefore, is categorically exempt from environmental review under the California Environmental Quality Act as noted in Title 14 California Code of Regulations, Chapter 3 Guidelines for Implementation of the California Environmental Quality Act, Article 19 Categorical Exemptions, Section Replacement or Reconstruction. 4 RESOLUTION NO A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH QUINCY ENGINEERING FOR DESIGN AND CONSTRUCTION ADMINISTRATION SERVICES FOR THE MISC. WATER SYSTEM REHABILITATION PROJECT NO. 1 AND FOLSOM ZOO SEWER LINE PROJECT AND APPROPRIATION OF FUNDS WHEREAS, the City identifies projects that are critical to ensuring the delivery of adequate and high quality water supply to all residents; and WHEREAS, the City of Folsom has identified these projects as a priority to maintain the integrity and operation of the water distribution system; and WHEREAS, the City of Folsom has identified the Folsom Zoo Sewer Line Project as a priority to maintain integrity and operation of the sanitary sewer collection system; and WHEREAS, to comply with the State's Waste Discharge Requirement Order, the City is currently implementing its Sanitary Sewer Management Plan (SSMP) which consists of condition assessment, as well as operation and system improvements; and WHEREAS, the City is continuing to comply with the Regional Water Quality Control Board (RWQCB) requirements; and WHEREAS, these projects are categorically exempt from environmental review under the California Environmental Quality Act as noted in Title 14 California Code of Regulations, Chapter 3 Guidelines for Implementation of the California Environmental Quality Act, Article 19 Categorical Exemptions, Section Replacement or Reconstruction; and WHEREAS, Quincy Engineering by reason of their past experience and abilities for performing these types of services, are qualified to perforin the required consulting services for these projects; and WHEREAS, sufficient funds have been budgeted and are available in the Sewer Operating Fund (Fund 530) for the Folsom Zoo Sewer Line Project; and WHEREAS, an additional appropriation in the amount of $49,000 will be required for the Water System Rehabilitation Project No. 1 for a total project budget of $89,000. Funds are currently available in the Water Operating Fund (Fund 520). WHEREAS, the agreement will be in a form acceptable to the City Attorney NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Folsom authorizes the City Manager to execute an agreement with Quincy Engineering for design and construction administration services for the Misc. Water System Rehabilitation Project No. 1 and Resolution No Page 1 of 2 Staff Report Page No. 4 of 5

5 Folsom Zoo Sewer Line Project for an amount not-to-exceed $125,000.
