3 Proposed Amendments For New Doctoral Programs Please note the section of the Rule that has the potential to significantly impact the direction of doctoral programs in the future: (10) Carefully Planned Program of Study. There should be a carefully planned and systematic program of study and a degree plan which is clear, comprehensive, and generally uniform but which permits sufficient flexibility to meet the legitimate professional interests and special needs of doctoral-level degree candidates. There should be a logical sequence of stages by which degree requirements shall be fulfilled. Consideration must also be given to alternative methods of determining mastery of program content, such as competency-based education, prior learning assessment, and other options for reducing student time to degree. The plan should require both specialization and breadth of education, with rules for the distribution of study to achieve both, including interdisciplinary programs if indicated. The plan should include a research dissertation or equivalent requirements to be judged by the doctoral faculty on the basis of quality rather than length. d%20rules/19.education.html#23

4 Preliminary Planning Authority The THECB requires notification of preliminary planning for the following types of degree programs (flowchart): All doctoral programs (form) Engineering programs at any level All preliminary planning authority notifications to the Coordinating Board must be first approved by the U. T. System. Preliminary authority for a doctoral program is approved by the U. T. System Board of Regents. Once preliminary authority for a program is approved, UT System will notify the Texas Higher Education Coordinating Board indicating that the institution is beginning to plan for the new degree program.

6 New Doctoral Degree Program Proposals All new doctoral program proposals must use the New Doctoral Degree Proposal Form and comply with the CB Rules Chapter 5, Subchapter C, Section 5.46, Criteria for New Doctoral Programs, Guidelines for Institutions Submitting Proposals for New Doctoral Programs and the 18 Characteristics of Texas Public Doctoral Programs. The following items must be submitted with the proposal form: THECB s Program Funding Estimation Tool UT System s Complete the Budget Analysis Template, the Budget Analysis Narrative and the Doctoral Graduates Survey found below and include them in the application form. Budget Analysis Template. Budget Analysis Narrative. Doctoral Graduates Survey - This questionnaire should be sent to institutions that offer the doctoral program you are proposing. The responses you receive regarding employment of Ph.D. graduates will assist you in your justification for the need of a new doctoral program at your institution.

7 New Doctoral Degree Program Proposals When developing doctoral program proposals, institution needs to demonstrate adequate number of faculty to support new students (i.e. 4 to 5 FTE faculty for proposed doctoral program but may vary depending on doctoral student population). The availability, quality, and productivity of faculty is also important. Department should review their information on Academic Analytics and explain what it represents and what it does not represent on the new program proposal. UT System will request to see the information. Job opportunities are also a concern for UT System. Use the Burning Glass tool to mine all national job boards and number of jobs posted in a particular job title. It will provide the information on jobs in demand.

8 New Doctoral Degree Program Proposals 2015 New Changes Enrollment Projections Now includes ethnic breakdown (White, African American, Hispanic, International, Other) Recent Graduates Employment For existing graduate programs (master s and doctoral) within the same two-digit CIP code in the most recent year, show the number and percentage of graduates employed within one year of graduation and list graduates field of employment, location, and the employer. External Learning In applicable, describe the plans for providing Internships, Clerkships, Clinical Experiences, or other required external learning opportunities. Explain the impact this new program would have, if approved, on the available number of external learning opportunities in Texas for this type of program.

9 New Doctoral Degree Program Proposals 2015 New Changes List of Potential Consultants Provide the names and contact information for six potential consultants to review the proposed program. Consultants must come from top-ranked programs in the nation, hold the rank of full professor or senior administrator, and no conflicts of interest relating to the proposed program. Describe concisely the qualifications of each consultant. Required Appendices A. Course Descriptions and Prescribed Sequence of Courses B. Five-Year Faculty Recruitment Plan/Hiring Schedule C.
