2 Mariposa EMCC Minutes page 2 of 5 APPROVAL OF AGENDA: Dr. Mosher asked if any changes are needed to agenda. No comment was made. APPROVAL OF MINUTES: Minutes from the December 16, 2010 meeting were presented. Jim Wilson moved to accept the minutes, with a second from Nanette Wardle. The minutes were accepted as presented unanimously. REPORTS: JCFHCD: Nanette Wardle announced that they have a new program called Specialist on Call. The service will provide 24/7 access to a neurologist via telemedicine unit. One benefit is that they will have the ability to administer TPA for stroke patients. After training and new policies go into effect they anticipate this new program will start April 1 st. HPP Nanette states that they are meeting every two weeks. Nanette states that Doug Buchanan is working on a Field Treatment Site Policy in cooperation with the current county plans. PHEP and HPP grant are funding ICS 100, ICS 200, NIMS 700 and NRP 800 training for health care workers. Dana Tafoya from Mariposa County Health Department is assisting in the training. Jim Allen asked about the effect of the clinic closing in Yosemite to the hospital. Nanette Wardle stated that it is having a definite effect, but they were much busier at the beginning of the year verses lately. Nanette stated that the clinics are absorbing some of the influx from Yosemite. MCSO: Doug Binnewies stated that they are doing combined training in haz mat with Cal Fire to comply with the Mariposa County Haz Mat Response Plan. They have already started with FRO Classes. Next month they plan on doing Haz Mat I.C. Classes. CHP: Nothing to report. MCHD: County Info Hotline: Dr. Mosher stated that the Hotline is being used for the fire department right now. Public Health Emergency Response: Dr. Mosher stated that the Haz Mat Response plan has been distributed in CD format. Dr. Mosher stated that the Pandemic Flu Plan is coming back due to trends in the Eastern U.S.A. and in U.K. with influenza. He is looking to cover teenagers and young adults with the H1N1 component of the flu vaccine.

COUNTY FIRE: Chief Wilson stated that they have a contract in review with the Fair Grounds for emergencies such as use as an evacuation center. Don Florence gave a presentation on the Local Hazard Mitigation Plan they are working on. He stated that Phase One of four phases is almost finished. He still needs information from all agencies for the plan to make a complete whole plan. He stated that their needs to be more focus on special needs population that came out of a lawsuit in the Los Angeles area. He has drafted a special needs plan in cooperation and conjunction with Dana Tafoya and the county s Safety and Aid for Everyone (SAFE). MERCY MEDICAL TRANSPORT: Jesse Figueroa announced that they are running more calls since Yosemite closed the clinic at the end of the year. He stated that transfer rates are also higher. This situation is supposed to change by March, when the new clinic is schedule to go on line. He stated that Mercy is doing first aid for Badger Pass Ski Resort with a Park Ambulance being stationed there. Jesse stated that a new mutual aid agreement with Sierra Ambulance, Guzman, has caused the medic unit from North County to be in South County more often now. MVEMSA: Triage Tag Training: Pat Murphy stated that the report was given at the last EMCC meeting with no training week scheduled since the last meeting. Report on 12 Lead STEMI Project: Pat Murphy reported that about 2,300 to 2, lead reports have been turned in and Dr. Mackey is up to around 1,800 reviews of the reports. Richard Murdock stated that there are two draft policies on Mountain-Valley s website for review regarding STEMI. It includes a STEMI Field Transport policy and another one on STEMI Centers. The policies will be in force probably by May 1, Change in Website: Pat Murphy stated that Mountain-Valley is working on a new website. Richard Murdock stated that this came from a request of providers to make CE s more available to their employees. The new site will have CE programs available that can be done on the web. Newsletter out, changes coming: Richard stated that the new newsletter will result in better and more profession news dissemination to all five counties. They are planning profiling providers starting with American Legion Ambulance in Calaveras County. They also plan on covering policies and other news to make the agency more accessible for information. Teri Norton suggested an article about weather shopping for air ambulances in the next newsletter. The suggestion was well received. Jim Allen announced that Richard Murdock is the Interim Executive Director and is pleased with the improvement of communications with the agency
4 Mariposa EMCC Minutes page 4 of 5 already seen. He also announced that Dr. Mackey is staying on as the Medical Director for Mountain-Valley EMS Agency. Yosemite National Parks: Not Present. Physician Representative: Nothing to report. North County Citizen Representative: Not present. South County Citizen Representative: Not present SUBCOMMITTEE REPORTS: QI COMMITTEE: Dr. Mosher reported that the committee discussed air ambulance weather related information regarding how to do weather shopping properly. Important information was disseminated reflected in the fact that about 80% of aircraft accidents are weather related. Dr. Mosher stated that Mountain-Valley will be working on a policy addressing this need. Dr. Mosher reported that they talked about three STEMI Centers coming soon in the Modesto area. He also said that they talked about the effects of the new transfer policy in place at the hospital regarding transfers. Dr. Mosher stated that the policy is resulting in an earlier notification of pending transfers to provide better coverage of 911 ambulances. Dr. Mosher also said they talked about CCT issues. OLD BUSINESS: No old business. NEW BUSINESS: Discussion/Action: Elect Chair and Vice Chair: Nanette Wardle moved with a second from Jesse Figueroa to elect Jim Wilson as Chair and Dr. Charles Mosher as Vice Chair. The motion passed unanimously. Sean Pence proclaimed he now works for PHI Air Medical and announced a Customer Appreciation Day they are having on February 24 th at Columbia Airport where three hours of free CE s are being offered with free lunch.
