1 Position Description Job Title: Reporting To: - Remuneration level: Corporate Planning Officer The Chief Executive Officer Negotiable depending on experience and qualifications Purpose of the position Lead, develop, implement and manage the implementation of the SOHC integrated strategic planning policy and framework. Responsibilities Responsibility 1 Provide strategic advice and expertise to the CEO, the Management team and key stakeholders across SOHC in the areas of corporate and strategic planning, corporate performance and organisational risk management. Measurement The Chief Executive Officer, management team and all key stakeholders are kept fully informed. Responsibility 2 Provides leadership in the development and implementation of the SOHC integrated strategic planning framework. Satisfactory development and implementation of the SOHC integrated strategic planning framework is achieved within the statutory timeframes (ie. To achieve completion by June 2013). Responsibility 3 Lead, develop, implement and manage continuous improvement processes particularly around ensuring that project objectives, functionality, scope and benefits are clearly defined and adequately managed during the project development and delivery stages. (Ensuring alignment to the SOHC strategic and corporate goals and planning processes) A lead role is taken in the development and implementation of the 1

2 SOHC integrated strategic planning framework. Responsibility 4 Scope, manage and implement and/or contribute expertise to significant corporate projects designed to develop strategies, policies, corporate processes and operational service delivery approaches designed to improve the efficiency and effectiveness of SOHC wide activities, planning processes and operational frameworks. Responsibility 5 Actively develop and maintain effective networks and working relationships within SOHC, various relevant government agencies and a diverse range of internal and external stakeholders. Productive and respectful relationships are being developed and maintained. Responsibility 6 Prepare and present comprehensive reports, strategies, progress briefs and submissions relevant to SOHC Creek s strategic integrated planning framework. Responsibility 7 Assist in introducing and reinforcing proper project management procedures throughout the organisation. Responsibility 8 Audit SOHC s IT support arrangements to ensure our services represent industry best practice. IT support services are improved and maintained industry best practice standard. Responsibility 9 Adherence to SOHC policies and procedures SOHC policies and procedures are being adhered to at all times. 2

3 Responsibility 6- To ensure (in cooperation with the Records Manager) that all documents relating to corporate planning are registered and managed in accordance with the Document Management Plan approved by the Chief Executive Officer. The officer is expected to work in cooperation with the Records Manager. 1. High level of cooperation with Records staff. 2. All corporate planning-related documents are managed appropriately in accordance with the Document Management Plan. 4 Person Specification Skills Holder of WA C Class drivers licence Ability to work in a complex, politically sensitive and demanding government/industry environment, with a high degree of responsibility and requirement to meet deadlines Highly developed interpersonal and relationship building skills Extensive demonstrated project management skills Tertiary qualifications and/or experience in specific position relevant discipline Skills and experience in researching, analysing and articulating community needs and priorities Demonstrated skills in report writing and in the preparation of submissions and progress reports on a monthly, annual or adhoc way Skills and experience in developing, implementing and managing community projects Extensive level of teamwork skills and team building by fostering cooperation and communication Demonstrated ability to apply organisational policies and procedures along with ethical practice principals and acceptance of the need to act with probity at all times Ability to represent council in public forums and on external committees Demonstrated ability in steering others towards successful goals and task accomplishment Competent in Microsoft Project Management software will be a distinct advantage Previous experience in a similar position Advanced computer skills Local government experience Knowledge Extensive project management skills. Working knowledge of business management practices. Sound knowledge of relevant legislation. Sound knowledge of electronic document records management system. Working knowledge of quality management principles and systems. Sound knowledge of Occupational Health and Safety legislation and regulations Competent in Microsoft Project Management software will be a distinct advantage Experience in Local Government sector Established networks relevant to this position 4
