ICT s stakeholders include students from 125 countries, academic and research staff, central services staff, NHS Trust users, prospective students and alumni, and visitors to College s campus and website. The key focus of ICT s strategy is to ensure College success by delivering change and enabling transformation in response to evolving customer needs. ICT consists of four major functional units, customer requirements and service planning (Service Strategy and Planning), service change (Project Delivery and Development), service delivery (Service Operations) and user support (Customer Services). This post, Head of Project Delivery and Development is responsible for resourcing and management of the project process that delivers ICT change across the whole of College. 1

2 Purpose of the Post To lead and set the strategy for the project delivery and software development areas, one of the four major sections of the ICT Department, responsible for the delivery of transformation IT change across College in order to support the College strategy. This post is responsible for setting up and managing a process to handle service requests that become projects though their assessment, approval, design and implementation. The postholder will also manage the resourcing requirements of the projects and, working with other senior managers, maintain a resource management mechanism to allocate resource, identify conflicts, schedule activity and report on utilisation. Resources will be allocated from across ICT by negotiation between functional managers and the objective is to deliver projects in support of ICT s service lines. In addition to responsibility for delivery of the project process the post has direct line management responsibilities. The post defines, implements and line manages the capability and capacity of project management, project support roles and software development. Besides responsibility for staff and the project process the post is responsible for ensuring that the multi-million project budget is spent appropriately and ensuring approval by the appropriate governance mechanism including personal responsibility for budget expenditure. Key Responsibilities The main duties of the post will include: Leadership and Management Responsible for the Project Process Strategy to ensure the most appropriate methodologies and process are used for the delivery of IT based projects across College. Responsible for the Project Resourcing Strategy to ensure the appropriate resources are available for IT projects in College from both sources internal to College and external suppliers. Both sources will require a multiyear planning horizon to allow for skilling of staff and developing appropriate relationships. Leading and managing change in order to transform project management services and software development within the Department. This is part of a wider programme of transformation on the Department. Responsible for the design, implementation and effectiveness of the project process in ICT as a whole. nsuring that it is followed consistently across the whole of ICT. Responsible for the interaction of the ICT Project Office with the College project processes. nsuring standardisation of procedures and processes where possible. Management, recruitment and development of the Planning Delivery and Development Section Provide overall direction and leadership to the Project Delivery and Development Team. nsure the development of team members to their full potential. Responsible for ensuring that the matrix management of staff resources for projects across ICT is effective. Coach and develop staff to their full potential in the section, ensuring all have a development plan and goals. 2

3 Planning & Organising To understand and work across College to ensure that the appropriate human resources are available for the delivery of the whole ICT delivery plan. To work collaboratively with other senior ICT managers to ensure the effective management and development of IT services to forward College s strategic aims and the appropriate use of resources. To contribute to the portfolio and delivery planning across the whole ICT service offering. To plan and organise the resources requirements for the section necessary to service the ICT Service Lines, including staff assessment and development. Analysis, Reporting & Documentation nsure the delivery of all projects is to an appropriate standards across College. Managing and reporting on the overall utilisation of the project management and software development resources. Reporting on the adherence to project process and the status of projects across the whole of the ICT portfolio. To monitor and manage project delivery and track progress against milestones, deadlines and budget. Report on these items to key stakeholders. Responsible for ensuring that appropriate reporting on the whole project programme as well individual projects is available, both ad-hoc and regular for effective management..g. status, priorities, resource commitments and risks. Determines policy on discovery, analysis and documentation of requirements. Defines requirements standards and quality targets for an organisation in agreement with key stakeholders. stablishes standards and procedures across the IT service lifecycle (including the development lifecycle) in the areas of systems integration and testing and ensures that practitioners adhere to them. Manages resources to ensure that the systems integration function operates effectively. Customer Service To be responsible for the project administration and the performance of the Project Office. Provision of business analysis resources in accordance with agreed priorities and budgets. Provision of software development resources for both projects and operational requirements in accordance with agreed priorities and budgets. Responsible for the usability of solutions. Finance/Resource Management For the development of both the section budget submission and the development of the overall ICT project working with the Service Line Managers. To ensure the correct governance and accountability for all ICT projects and accountable for the ICT Project spend. Takes full responsibility for the definition, documentation and successful completion of complex projects (typically greater than 12 months, with significant business, political, or high-profile impact, and high-risk dependencies), ensuring that realistic project, quality, change control and risk management processes are 3

4 maintained. Monitors and controls resources, revenue and capital costs against the project budget and manages expectations of all project stakeholders. Identifies and manages the resources necessary for all stages (planning, estimation, execution) of individual systems development projects to ensure technical, financial and quality targets are met Responsible for project resourcing strategy and its delivery via both in-house and out sourcing routes. For insourcing this will require resource planning across the whole of ICT ensuring that the appropriate skills can be sources at the appropriate times. Responsible for the coordination of and development of ICT project submission budget based on Service Line Roadmaps. Liaison To establish and maintain effective working relationships with all stakeholders in the services provided by the section both inside and external to ICT. Represents ICT on relevant College committees To anticipate, manage and resolve major project issues and act as the point of escalation for all ICT project. Continuous Improvement Creating a culture of continuous improvement in order to improve delivery. Works with other senior ICT managers to identify opportunities for improving the ICT service to its customers. Monitor and identify improvements to project delivery process covering all aspects of service change from the initial idea to transition of services into production. Identifies projects that are having issues and ensures that appropriate recovery plans are in place. Continual self-development to be informed of technological, legal and operational changes that facilitate innovation or may impact the service and it s strategically development. Other Duties To be responsible for ensuring that data is accurate, up-to-date and complete. Successfully engaging senior management and groups of stakeholders with demonstrable positive outcomes. Successfully managing the delivery of multiple projects concurrently over an extended period of time. Demonstrable experience of managing business change Have run, developed and grown both PMOs & Software Development, Project Managers & Business Analysts. D 5
