3 Introduction Every school has its own story to tell. The context in which teaching and learning takes place influences the processes and procedures by which the school makes decisions around curriculum, instruction, and assessment. The context also impacts the way a school stays faithful to its vision. Many factors contribute to the overall narrative such as an identification of stakeholders, a description of stakeholder engagement, the trends and issues affecting the school, and the kinds of programs and services that a school implements to support student learning. The purpose of the Executive Summary (ES) is to provide a school with an opportunity to describe in narrative form the strengths and challenges it encounters. By doing so, the public and members of the school community will have a more complete picture of how the school perceives itself and the process of self-reflection for continuous improvement. This summary is structured for the school to reflect on how it provides teaching and learning on a day to day basis. Page 1
4 Description of the School Describe the school's size, community/communities, location, and changes it has experienced in the last three years. Include demographic information about the students, staff, and community at large. What unique features and challenges are associated with the community/communities the school serves? (TCTC) is a public secondary school that was built as a result of the Tennessee Comprehensive Vocational Bill of The Center is located on 15 acres in Northwest Shelby County. TCTC is a two story brick facility located at 3224 Range Line Road. The driveway enters the campus from Range Line Road and a large open space with sufficient parking is available in both the front and rear of the building. The interior consists of a combination of brick and moveable wall sections for flexibility in space. TCTC opened in 1976 offering ten secondary courses and serving a total of 212 students in grades ten through twelfth. Students generally take a two-year program of study, with the exception of Cosmetology and Barbering, Currently, 13 programs are being offered to a population of 236 students. The career and technology programs are divided into three broad categories: Business and Information Technology, Health Science, and Trade and Industry. TCTC, also, has support programs designed to serve an academically diverse population of students. Each career and technology student attends CEP (Career Enhancement Program) once weekly to work on remedial and developmental instruction in English, Math, Science, ACT, or any other required competency. The career and technology students come to us from six feeder high schools: Craigmont High School, Frayser High School, Manassas High School, Memphis Academy of Health Science, Raleigh-Egypt High School, and Trezevant High School. The administrative staff and faculty consist of a principal, assistant principal, school counselor, 2 secretaries, 1 building engineer and 1 custodial worker. There are 14 career and technology teachers, and 1 educational assistant. Thirty-six percent of the professional staff holds advanced degrees, all teachers are teaching in their area of certification, and 100% of the teachers are licensed by the State of Tennessee. The TCTC teaching staff has an average of 67 plus hours of professional development per year. The racial composition of staff is 83% black and 17% white. The staff is comprised of 63% females and 37% males. TCTC offers a Health Science Summer Institute that is a unique program that allows students an opportunity to enroll in a two-year course of study that helps prepare them for the post-secondary level or the workplace. Students participating in the Health Science Summer Institute through partnership with Southwest TN Community College may attend the Biotechnology Science Institute Program. The program that is most unique is the Banking and Finance Academy. The Savings Bank is the first of its kind within the school district and the state of Tennessee. Students are challenged and use real banking and financial situations. Students learn the various operation procedures and are responsible for running and managing the operations of the bank while developing skills for placement in financial institutions throughout the city of Memphis. The Bank is operational and open two days each week for patrons to make deposits and conduct business. An Adult Program offering GED and a PM Program for adults seeking to earn a high school diploma are offered at TCTC four days a week. Technology classes are also available to adults seeking training and skill development in career-oriented areas. The priority of the TCTC administration is to maintain a clean, safe, and secure learning environment that is conducive to delivering a toplevel education. Students are actively engaged in the learning process, get hands on experience, and develop relationships with their teachers, which helps to decrease discipline and behavior problems in the classroom and on campus. Surveillance cameras have been installed to the security system to monitor classrooms, corridors, stairway, parking lots, and other outside areas. The faculty and staff are Page 2
5 assigned security posts upon students' arrivals/departures to prevent incidents and to ensure that students are in compliance with school rules. They are also assigned security posts during breaks and school functions, and all visitors must sign-in upon entering the building and must stop by the office upon exiting the building. The operating budget for TCTC consists of two different formats: One budget is generated through the school's internal accounts (General Funds & Restricted Funds); the other budget is generated through the Site-Based budgeting funds. Site-Based budgeting was implemented in the Memphis City School district during the school year. The final budget allocation is based upon the second 20-Day attendance figures and any increases/decreases to the district budget. The allocation per pupil ratio is usually distributed to classroom teachers with a minimum of $200 a year; however, in the career and technology setting, each program area is allocated a certain amount. The total expenditures for TCTC for school year were $18,425. The breakdown of expenditures was disbursed among the following program areas: Business Office Technology, Health Science Technology, Trade & Industrial Education, and Technology/Careers Administration. Describe how the school embodies its purpose through its program offerings and expectations for students. 's purpose is to use all available human, capital, and community resources to provide quality education and training for high school and adult students. TCTC is dedicated to the task of providing all students with academic, technical, leadership, and life-long learning skills to empower them to meet the demands of the job market in today's economy. The mission of, as part of the educational system in Tennessee, is to empower our students to grow and adapt to an ever-changing global workplace by preparing our life-long learners for a seamless transition to becoming productive citizens in our community through rigorous common core technical academics. We value a secure, safe, and nurturing environment, and we envision that all students can learn under given conditions. These conditions include all the resources needed for teaching and learning for both teachers and students. These conditions, also, include appropriate learning standards and placement when needed. We believe students learn best when they are actively engaged in the learning process. Every effort is made to keep abreast of current market needs and trends, which establishes the foundation and support for the career and academic training that the center provides. As we align our school into specialty areas, we use forecast data from the Chamber of Commerce to drive curricular changes and additions to the school's platform of course offerings. We also believe that a physically and emotionally safe and comfortable environment promotes student success. Page 4

9 Additional Information Provide any additional information you would like to share with the public and community that were not prompted in the previous sections. Due to funding cuts to the MCS Division of Careers, Technology, and Adult Education, we've lost five programs, five teachers, and one support staff in the last three years. However, our main goal is to provide all students with quality instruction and the best educational experiences possible. So we revamped our schedule and course offerings to ensure the continuation of providing quality programs that allow all students the opportunity to be industry certified, prepared to enter post-secondary institutions, and/or the job market. As our school district moves toward consolidation, we have challenges to continue our programs with our feeder schools since some of them are taking on new identies and over-site supervision. However, the challenges that we face only strengthens our desire to be even better educational professionals.. Page 7
