Horizon Capability Management & Data Services Location: [Asia & Pacific] [Philippines] [Manila] Category: Information Technology Job Type: Open-ended, Full-time PURPOSE OF POSITION: The Director Horizon Capability Management and Data Services is responsible for planning, design and management of business systems capability related to Design, Monitoring & Evaluation (DME), Child Sponsorship, Grants, Finance, Rich Media, GIS and CWB Reporting, working with respective business leaders and leadership to design, develop, and manage partnership Business Intelligence and Advanced Analytics Services. The position is responsible to direct the development and management of a multi-year capability roadmap supporting field-related system and partnership business information needs. This requires leadership to functionality scope, design and development, and ongoing business support. The position directs the Business Intelligence and Advanced Analytics function supporting the partnership with information needs for management, governance, and donor and external engagement for all areas of all sectors and ministries. This includes ongoing data governance, data management, business intelligence and advanced analytics frameworks and models, and management of services including internal and external data. The position is also responsible to collaborate with Evidence and Learning and other Global Centre business functions in design and application of data to demonstrate World Visions contribution to the well-being of children and the effectiveness of its approach with ongoing child well-being reporting. Reporting to the Senior Director Horizon and Programming Integration, the position will work closely with Evidence and Learning and Enterprise Architecture, and have ongoing collaboration with functions in Global Programmes, MIE, Child Sponsorship, GC Finance, and GICT. KEY RESPONSIBILITIES: Strategy and Planning: Direct the development and management of a multi-year capability roadmap supporting field-related system and

2 partnership business information needs focused on programming, sponsorship, finance, GIS, grants, and related functions. Direct the development of clear scope and definitions for a multi-year product release plan, across a suite of systems that support the capability roadmap. Develop business intelligence and advanced analytics framework to support the World Vision Partnership and individual entity level strategy planning processes, in collaboration with the GOSCI, Evidence and Learning, Sponsorship, Finance and other stakeholders. Direct business intelligence and advanced analytics services for partnership data within Ministry Support and Integration team serving Global Programmes, Ministry Impact and Engagement, Global Field Operations, GOSCI and other stakeholders. Lead the development of business strategy and plans for global deployment and change management processes for the components of business intelligence and advanced analytics functionality. Business Intelligence and Advanced Analytics Services: Lead the development and management of business intelligence and advanced analytics model, outlining the end-toend value to the organisation, working closely with the Evidence and Learning, Child Sponsorship and Finance teams, and other stakeholders. Lead identification and ongoing update of the information needs of different functions, businesses and stakeholders of the organisation and development of information service plan. Direct development of models and templates for ongoing analysis, visualization, and reporting of data based on business needs, applying statistical model and analytical tools. Direct analytics services, including programme, sponsorship, finance, grants, geo-spatial and other internal and external data, to use for strategy, management, governance, and external engagement. Direct periodic internal executive level summaries with detailed analytics and visualizations for leadership, based on selected indicators with programming, sponsorship and financial data. Direct the development and management of a global programme portfolio dashboard including analytics with visualization of programming, sponsorship, and financial data, providing a view of the plans, progress, data quality, and risks. Contribute to identification of business intelligence and advanced analytics tools/resources applicable to the task and be able to apply them and work with/through them.

3 Negotiate & manage contracts to ensure cost saving. Manage consultants, and work groups required to identify, develop and deliver business intelligence and business analytics services. Capability Management: Direct capability management function including ongoing business requirements, design, and engagement covering programming, sponsorship, grants, finance, GIS, rich media, and technical sectors. Lead the functional capability requirement definitions supported by business intelligence and advanced analytics Subject Matter Expert Group consisting of field practitioners, SOs and other teams, and in consultation with relevant stakeholders. Lead the identification and definition of high level business requirements that drive security considerations and privacy requirements (e.g. origination or collection of content, transit, storage, and sharing of content). Lead ongoing engagement of business leadership and technical support groups in the requirements, design, development, and ongoing support. Ensure that user feedback and identified issues are regularly reviewed and translated into change requests that are part of quick fixes, or integrated into functional requirements for future releases. Data Governance: Lead the design and management of access to data for users across all entities within the World Visionn Partnership with consideration to business, security, and privacy. Collaborate with Enterprise Architecture, GICT Infosec, and Evidence and Learning in defining standards and rules for data management and implementation. Develop partnership data governance standard and guidelines in collaboration with Evidence and Learning, Enterprise Architecture, MSI and related technical functions. Lead the definition of partnership data governance roles, processes, and mechanisms, and coordinate the partnership data governance working group covering all areas of business. Direct management of data including definitions, rules, standards, and process of ongoing business rationalization informed by data value analysis.

4 Change Management and Capacity Building: Develop a plan and support ongoing capacity building of partnership business intelligence and advanced analytics capability across the Partnership at all levels. Lead business engagement in design and establishment of Business Intelligence and Advanced Analytics and technical support including processes and systems. Represent business in monitoring of service performance and risks relating to and impacting business and timely solutions working with Business Intelligence and Advanced Analytics and support managers. Serve as the lead liaison with Business Intelligence and Advanced Group coordinating the technical engagement and clarifications related to capability. Lead the planning and implementation of knowledge transfer related to Business Intelligence and Advanced Analytics Group with the implementation and support team. Direct Horizon business support in throughout implementation, working through established channels to ensure that end users are able to understand the business requirements and processes behind the system and are able to use. Networking and Collaboration: Lead networking environment within the organisation by managing cross learning and development through intra departmental discussion on the business intelligence and advanced analytics tools and techniques. Develop and leverage external networks with different institutions like the Industry Association on Business Intelligence and Advanced Analytics, universities, and the peer group, for consistent learning and development of tools and techniques appropriate for the organisations. KNOWLEDGE, SKILLS & ABILITIES: Masters Degree in development, information systems or related field. A minimum of 10 years experience in roles related to information systems / analytics in global organisations with complex organisational relationships. Experience in working with cross sectors and functions around enterprise wide Data Analytics.

Strong diagnostic skills and a working knowledge of current technologies. Ability to effectively communicate with many different functions, cultures, and levels in the organisation. Good Knowledge of databases and Relational databases and Query systems. Significant knowledge / Certifications in Advanced Statistical programming languages like SAS, R, SPSS and Eviews etc. Preferred: Strong orientation towards data structures. In depth understanding of statistical tools which are applicable for different types of data. Applications, ability to interpret Big data. Ability drive the output driven analytics. Big data in distributed environment. Ability to manage multiple statistical techniques. Administering and managing the statistical software sufficiently to guide the teams. Working Environment/Conditions: The position requires ability and willingness to travel domestically and internationally up to 30 % of the time.
