UC Irvine Trains the Trainers The University of California, Irvine Extension, in collaboration with the University of California, Irvine offers a two-tier Administrative Services Credential program for K-12 teachers seeking additional leadership and supervisory roles within their school or district. The University is known for its exceptional GATE (Gifted and Talented Education), Reading and TESL programming and has quickly become the provider of choice amongst teachers seeking professional development opportunities. The University is approved by the California Commission on Teacher Credentialing (CTC) to provide the following programs: Preliminary Administrative Services Credential Tier I Professional Clear Administrative Services Credential Tier II

3 Preliminary Administrative Services Credential Tier I UC Irvine Extension s Preliminary Administrative Services Credential Tier I authorizes the holder to provide administrative services for grades K-12 including: The development and assessment of instructional programs The management of school site, district, or county fiscal services; hiring, assigning, supervising, and evaluating certificated and classified personnel Providing discipline to students and employees Development of student support services Tier I Prerequisites Possess a valid California teaching credential or services credential Complete a minimum of three years of full-time service in public schools or private schools at the time of recommendation for the Tier I credential Pass the CBEST Certificate Requirements Approved by the CTC, UC Irvine Extension s Administrative Services Credential Program consists of 11 classes totaling 36 units. All coursework must be completed with a grade of B or better, and complete exit survey. Professional Clear Administrative Services Credential Tier II The University s Professional Clear Administrative Services Credential Tier II is designed for full-time school administrators who hold the Tier I Preliminary Administrative Services Credential and now need to clear that preliminary credential by obtaining the Tier II Professional Administrative Services Credential. The Tier II Credential provides focused, reflective, assessment-based professional development, enabling them to effectively address the challenges of educational leadership in diverse settings. Analysis, research, and evaluation comprise an individual induction plan for the practicing administrator, as required by the California Commission on Teacher Credentialing (CTC). Tier II Requirements Possess a valid Tier I (Preliminary Administrative Services) Credential Complete a minimum of two years of successful full-time employment in a private or public school in a position requiring the Tier I Credential (as verified by employing school or district) Provide verification that you have passed the CBEST Obtain a grade of B or better in Education XI398A (Induction) and Education XI398B (Final Evaluation) Complete exit survey For more information: unex-educate@uci.edu (949)

4 Curriculum Required Courses (Tier I) Governance, Organization & Administration of Public Schools EDUC XI354 (4 units) This course includes the study of political, social and economic forces affecting public school systems. Federal, State and County mandates and policies related to funding requirements, court decisions, and other influences are discussed. The organization, administration and control of local school districts including school boards, administrators, unions, professional organizations, and pressure groups are given attention. Concepts of authority, power and influence will be examined. Educational Leadership EDUC XI391 (4 units) Theories of leadership, organizational behavior, judgement, and decision making. Comparison of management and leadership perspectives. Role of the leader in various contexts. Analysis of approaches to issues such as decentralization, the change process, and student rights. Technology for Administrators EDUC XI269 (2 units) Contemporary issues and implications for educational administrators in the use of information and multimedia technologies in teaching and learning, communications, and management. Legal, ethical, and ergonomic considerations in the planning, funding, professional development needs, and evaluation related to the use of educational technology. School Law and Political Relations EDUC XI275A (4 units) Legal framework of schools and political education. Political Jurisdictions affecting educational policy. Influence of legal aspects to educational control. Political and sociological forces directly and indirectly affecting school practices. Theory of individual and group dynamics in achieving compromise, consensus, and coalitions to achieve educational goals. School Management in a Community Setting EDUC XI354 (4 units) School management, problem solving, decision making. Role of staff, community (including minorities) in assessing needs, establishing/implementing action plans. Management of support systems, internal/external communications, applications of information technology. Conflict resolution, stress management, school site councils, community relations, parent involvement. Fiscal Management at the Site and District Level EDUC XI276A (2units) Organizations and management of financial and business operations. Funding sources and problems affecting financing at State and local levels. Business office operations, utilizations of personnel, budget preparation, financial management strategies and control, analysis of financial effects of contractual obligations. Identification of appropriate computer technology. Management of Human and Material Resources EDUC XI276A (2units) Concepts, theories, and application for the development and management of human resources. Effective staff utilization patterns in consideration of personnel competencies, organizational constraints, and available resources. Emerging considerations in developing and implementing effective personnel policies. Short- and long-term planning for filing personnel needs. Curriculum Design and Management EDUC X1390 (4units) Historical and contemporary principles of curriculum development. Basis for curriculum decisions: theories and techniques of curriculum planning. Development of educational programs: multicultural and socioeconomic considerations, evaluation, and staff development. Principles of curricular alignment including delivery, materials, and assessment. Cultural and Socioeconomic Diversity EDUC XI278A (2 units) Contemporary issues of cultural and socioeconomic diversity in public education. Ethnic, racial, and religious composition of the State and local community. Concepts of cultural values and language diversity. Programs and procedures for meeting instructional needs of limited English proficient pupils. Principles and procedures for involving the family in school activities. Supervised Administrative Field Work EDUC XI397A (4 units) A field experience in the administration or supervision in the public school. The school district, student, and UCI jointly plan the work experience, its supervision, and accompanying academic work. 5 Required Courses (Tier II) Induction (3 units) EDUC XI398A Final Evaluation (3 units) EDUC XI398B These independent study courses are designed for individuals who have assumed an administrative role under a Preliminary Administrative Services Credential (Tier I) and who now need to complete a Professional Administrative Services Credential program (Tier II). Candidates will enroll in EDUC XI398A Induction (3 units of credit) prior to enrolling in EDUC XI398B Final Evaluation (3 units of credit). Students in special circumstances may enroll in the two courses concurrently. Successful completion of these two courses comprises the course work required for the Tier II credential.
