1 1. JOB TITLE Job Title: Marketing and Communications Officer Reports to: Business and Marketing Manager Service: Active Surrey 2. JOB PURPOSE To lead on Active Surrey s marketing and communications implementation to effectively get messages to the public, partners and staff. To lead on stakeholder engagement and consultation to enable Active Surrey to continue to deliver services that meet their needs. To lead on website and e-communications development and delivery. 3. PRINCIPAL ACCOUNTABILITIES 1. Help to devise, develop and implement creative communications activities and campaigns to high professional standards. This will include tactical use of the full range of marketing communications activities including internal communications, events, direct marketing, distribution, provision of information, e-communications, public relations and media work, consultation and engagement. 2. Ensure that all communications activities meet standards of accessibility, clarity, the Active Surrey brand and adhere to Active Surrey / Surrey County Council communications guidelines and policies. Ensure that all communications reflect corporate communications priorities and the Active Surrey communications strategy. 3. Along with the Business and Marketing Manager, help to deliver the ongoing programme of communications training to Active Surrey staff. Encourage staff to appropriately use resources such as Active Surrey merchandise, display systems, housestyle guide, templates, etc. 4. Maintain and input data onto Active Surrey web pages, databases and social media pages as appropriate in order to keep records up to date. 5. Present, update and promote project developments monthly, quarterly and annually and present the results through reports to the Active Surrey Senior Management Team, relevant key partners and external organisations. 6. Prepare and despatch correspondence/communications relating to specific areas of work to ensure an efficient and timely response to enquiries and other routine communications matters. 2 7. Issue papers, s, e-newsletters, web news stories, social networking updates and other communications to publicise and promote activities and report on their outcomes. 8. Manage specific projects including arrangement of events and appointments to support the communications needs of the team and wider stakeholders. 9. Familiarise, uphold and promote the aims of the council s Equality and Diversity policies in the course of day-to-day work including demonstrating respect for others, fair and impartial behaviour in dealing with all people, and maintaining a healthy and safe environment by taking reasonable care of their own health and safety and that of other persons. 10. Take up other relevant responsibilities as nominated or delegated by the Active Surrey Senior Management Team. 11. Undertake routine financial functions and use SAP processing (in accordance with service procedures) to purchase goods and services. Collect and record any income due to the team in accordance with procedures. Manage delegated budgets, providing regular financial reports to the Business and Marketing Manager and the Partnership Director. 12. Carry out all duties with regard to relevant legislation and Surrey County Council s policies and procedures. Undertake training as and when required. 13. Make an active contribution to the work of Active Surrey, support other Active Surrey staff to develop and implement related work, attend team meetings and events such as the Surrey Youth Games, Surrey Sports Awards and Partner Conferences. 14. Ability to understand trends and interpretation of data to compile user friendly reports and communications to staff and stakeholders will play a part within this role. 4. WORK CONTEXT Active Surrey is the brand name of Surrey s County Sports Partnership (CSP), one of 49 CSPs covering England. It was established in 1999 as a non-profit making organisation to support the network of groups and organisations from the local government, education, business, sport, health and voluntary sectors. The partners are committed to working together to jointly deliver their collective vision, to make Surrey the most active county in England. Active Surrey is recognised as the strategic representative, advocacy body and lead development agency for sport and physical activity in Surrey. The Partnership aims to create a single system whereby all agencies work together more effectively to widen access, increase participation, create clear pathways and improve levels of performance in sport and physical activity. The Partnership seeks to maximise the sporting legacy from the London 2012 Games and the many World / European Championships that will be held in the UK this decade. 3 The Partnership is unincorporated and as such works closely with an accountable body to act on its behalf. Surrey County Council currently fulfils this function and is known as the Host Authority for the wider Partnership. The Active Surrey Team (Executive Officers) is appointed to work on behalf of the Partnership and staff are employed by the Host Authority. This includes a Director and management team with overall responsibility for management and leadership of the Partnership, the development and implementation of the Partnership s strategy, day to day management of the operations of the Partnership and the management of the Partnership staff and resources. An independent and openly recruited Active Surrey Board guides the work of the Partnership, make decisions where appropriate, and provides good governance of the Partnership. Excellence: Performing to the highest standards. Active Surrey is funded via Sport England, central and local government and other organisations. Sport England core funding for CSPs is currently secure until 31 March AS receives additional funding from a range of partners to lead a variety of projects. The work of the Marketing and Communications Officer will impact on the entire Active Surrey team by working across projects and providing a communications function. The postholder will also lead on a number of areas including the annual Surrey Sports Conference, website and e-communications content and the annual stakeholder survey. They will be expected to organise their own workload and set their own priorities. They will be required to take on supervisory/line management responsibilities to fit the needs of the organisation. The core service and projects may change if financial or organisational priorities change during the contract period. The office base for the post is the Active Surrey Team office in Woking. Although based at the office, there will be an occasional requirement to travel for meetings within the county, regionally and possibly nationally. The work is also likely to include occasional unsociable hours including some weekend and evening work and possible overnight stays. 4 lieu. 5. DIMENSIONS Financial: 15K budget management responsibility for certain defined projects. The overall budget for the Active Surrey Team is 1.1M. Non-Financial: Current website and service users number around 100,000. Potential audience of 1.1million residents. 6. PERSON SPECIFICATION Education, Training and Work Qualifications Degree OR relevant qualification, (preferably in a related subject area) Or equivalent experience. Method of Assessment Certification. Knowledge Considerable knowledge of all communications channels, tools and their application including e-communications. Understanding of how to provide excellent customer service. A sound knowledge and empathy for the voluntary sports sector. Skills and Abilities Significant keyboard skills with knowledge of, and competency in, essential software , word processing, spreadsheets, internet, databases and PowerPoint. Ability to handle a range of confidential material with discretion and sensitivity. Effective interpersonal skills with the ability to relate well to a wide range of different people including external bodies, partner organisations, stake holders, clients and customers. 5 Ability to work effectively and collaboratively as part of a team in a flexible and supportive way. Ability to prioritise under pressure, work to targets and meet agreed deadlines. Ability to generate ideas and use own initiative. Ability to learn quickly to follow procedures and protocols and implement monitoring and evaluation systems to support continuous improvement. Excellent verbal and written communications skills including proof reading, copy writing and writing for the web / social media. Ability to analyse data, prepare and present reports to senior managers. Relevant Experience Previous experience of working in Marketing & Communications. Experience of communicating with stakeholders via a range of media and methods. Experience of the use and application of information and communications systems and software. Experience of maintaining business processes and systems within a busy working environment. Experience of managing projects and events to achieve defined outcomes and objectives. Experience of research methods. Other Requirements High degree of energy, drive and motivation.
