2 Terms of Reference for Proposals Review HDA HR Policy and Procedure Manual 1. Introduction The Housing Development Agency (HDA) is a national public development agency which promotes sustainable communities by making well-located and appropriately-planned land available for the development of human settlement. As its primary activity, the HDA assembles state, private and communal land and releases it for development. In addition HDA provides project delivery support services to organs of state at local, provincial and national level. Informal settlements upgrading and project management services are a particular focus of the organisation. In order to deliver on its mandate, the HDA has established a national structure comprising four offices in different locations, and a departmental organisational structure dealing with corporate governance, finance, land acquisition, project management and support functions such as management information services The Housing Development Agency (HDA) wishes to appoint a professional service provider to support the Human Resources division and the organisation with revising the current Human Resources Policy and Procedure Manual. 2. Overview The HDA has a HR Policy and Procedure manual however there is a great deal of information and policy that is not included and there are changes that need to be done to the current HR Policy and Procedure manual. Addressing this will ensure that we have a concrete and formalised HDA HR Policy and Procedure Manual which assist all employees within the HDA organisation. 3. Specification The HDA requires the following services from the Specialist: Policy and Procedure Expertise: The service provider would initiate the project by receiving an intense understanding of the organisation needs with regards to the HDA policy review project. The service provider will have to conduct a gap analyses from existing policy manual, identify areas of concerns, provide revised / proposed changes, communicate and receive approval. Once approved and well communicated and consultant then the implementation and roll-out plan must be defines and conducted. 4. Expected deliverables Review, amend, revise, re-design and develop HR Policy and Procedure Manual The key deliverables from the project are: An effective, accessible, comprehensible and well-designed HR Policy and Procedure Manual relevant to the organisation and its needs and in line with all legislation and regulation; Inform the HDA of new policies requires; Review the old policies in line with legislation; Present to EXCO; Develop a role out plan; Assist with the training and implementation.

Duration of contract The contract will commence in end of February and will be completed by no later than 30 th June Evaluation In order to facilitate a transparent selection process that allows equal opportunity to all applicants, the HDA has a policy for the appointment of consultants that will be adhered to. Proposals will be evaluated in terms of the prevailing supply chain policy applicable to the HDA and it should be noted that: The benchmark of minimum 70 points out of 100 points on technical capability will be the cut off to qualify for further evaluation Those that qualify will be assessed using the 80: formula for Price and B-BBEE as per the PPPFA Table 1 Functionality CRITERIA SUB-CRITERIA WEIGHTING/ POINTS Organisational Capacity and experience in Human Resources Policy and Procedure Review and Update (attach company profile) The service providers must demonstrate their experience in similar assignments and must illustrate their understanding of the services required (10 Points) Demonstrate financial capability to execute the project, the service provider is expected to submit two years financial statements (10 Points). Capacity and experience of the proposed team (attach CV s and qualifications) References Relevant minimum qualifications in Specialised Policy Development or HR or Labour Law of the proposed team (10 Points). Demonstrate skills and capacity, level of relevant knowledge and experience of the proposed team (10 Points). Level of experience Policy and Procedure Review and Update. 1-3 Testimony Letter/Contactable References (10 Points). 4 and above Testimony Letter/Contactable References ( Points) Approach and Methodology, work plan and process Detailed approach, methodology and process to be adopted in the project. Project plan to be linked to the deliverables and outputs 30
4 Innovation Creativity and A detailed statement substantiating the applicant s claim to provide creativity and innovation in the execution of the assignment 10 TOTAL 100 The following criteria will be used for points allocation for price and BBBEEE compliance on a 80/ point system: Table 2 Price and B-BBEE CRITERIA SUB-CRITERIA WEIGHTING/ POINTS Price Detailed budget breakdown 80 B-BBEE (Status Level Verification Certificate) B-BBEE Level Contributor TOTAL Payment structure The HDA will only be billed for the amount recorded in the timesheets that must be provided along with the monthly invoice. Payment will be within thirty (30) days upon receipt of monthly invoice and timesheet In the event that travel is required to regions, all direct travel costs including flights, accommodation, car rental etc. will be covered by the HDA. The HDA will make all travel arrangements as required Below are compulsory requirements for this service It is important to note that the successful person will work under the supervision of a HDA representative, abide by HDA s Code of Conduct, and other organisational guidelines Kindly submit the following documents: Valid original tax clearance certificate.
