1 Memorandum To: All Interested Vendors From: Matt Lindner, Plante Moran Date: March 17, 2014 Re: Addendum # 1: Oakland Schools VoIP RFP Extension Requests: Regarding requests received for an extension of the deadline for proposals, no extensions will be granted for this RFP. Clarifications: The following are clarifications and/or changes to the requirements in the above referenced RFP: 1. Oakland Schools a. Does this facility use VMware? RESPONSE: VMWare is in use. b. If they do, would they entertain deploying the core call control, voice mail, and other server based functions on their VMware servers? RESPONSE: Oakland Schools would consider this architecture. c. Does this facility use Active Directory? RESPONSE: Active Directory is in use. 2. Huron Valley Schools a. Does this facility use VMware? RESPONSE: VMWare is in use. a. If they do, would they entertain deploying the core call control, voice mail, and other server based functions on their VMware servers? RESPONSE: Huron Valley Schools would consider this architecture. b. Does this facility use Active Directory? RESPONSE: Huron Valley Schools will be migrating all users from Novell edirectory to Active Directory during the Summer of Ferndale Public Schools a. Does this facility use VMware?

2 RESPONSE: VMWare and Hyper-V are in use. b. If they do, would they entertain deploying the core call control, voice mail, and other server based functions on their VMware servers? RESPONSE: Ferndale Public Schools would consider this architecture. c. Does this facility use Active Directory? RESPONSE: Active Directory is in use. d. Are the three AT&T B VoIP circuits delivered to the existing telephone system as PRI or SIP? RESPONSE: The three B VoIP circuits are currently delivered as SIP, however the District is exploring a change to traditional PRI. SIP interfaces are required for the base bid, and the option for PRI is still required as well. 4. All locations a. Do you want a separate Bid Bond for each location or one bond for the entire project? RESPONSE: A single bid bond for the entire project is required. b. Will rack space be provided for the telephone equipment? RESPONSE: Rack space will be provided, no racks are to be included in vendor proposals. c. Does Oakland Schools plan to have a dial plan spanning all three facilities and be networked to each other? RESPONSE: Oakland Schools, Huron Valley and Ferndale will be separate installations distinct from one another, no networking between the systems or common dial plan is required. d. Who is responsible for WAN / LAN configuration for Vlan and routing? RESPONSE: The awarded vendor will be required to identify WAN/LAN configuration requirements for VLANs and routing, the districts will perform the actual configuration based on vendor specifications Conference calling & conference bridging. Do each location require a 50 Port bridge or do you want one 50 Port bridge for the district? RESPONSE: A single 50 port bridge for the district is required for Oakland Schools and Huron Valley Schools only, Ferndale Public Schools will consider a single 50 port bridge as an option. A single 50 port bridge is required on the Pontiac School District option as well Call Recording a. Is this requirement for automatic call logging or on-demand recording? b. If you require automatic call logging, how many simultaneous call do you want to record at each location? c. How many concurrent calls should the call recording system for each district be designed for? RESPONSE: On-demand recording is required. Design for 5 concurrent calls per district -2-

3 Unified / Integrated Messaging a. Please define Presence. RESPONSE: Presence is the indication of user busy state status (available, in a call, in a meeting, etc) via the UM/IM application Extended Warranty Term a. Should the 3 year, and optional 5 year warranties include labor or only hardware / software repair / replacement and the labor billed as time and materials? RESPONSE: Include labor in warranties. 9. Paging interface to what system? or what input? RESPONSE: Manufacturers and models of existing paging systems varies. Provide a single analog port for interface to paging at each building identified in Appendix B with this requirement. 10. Smart/Prometheus board integration? RESPONSE: None required 11. ipad integration? RESPONSE: None required beyond the ios Softphone compatibility identified in Section Wireless stations (DECT or )? RESPONSE: type 3- does a custom keyboard to facilitate call routing (dedicated buttons for forward and other features) constitute 'proprietary hardware'? RESPONSE: This solution would be acceptable. 14. Failover, what level of redundancy is expected in the event of WAN failure 100% Feature Function? Basic analog dialtone? Intercom? RESPONSE: Minimally the maintenance of emergency calling capability is required in the event of a WAN outage, as well as all in-building communications Integrated Messaging - via phone- do they envision this as the text in the station display or as text to speech? RESPONSE: No via phone requirement exists. 16. Trunking numbers for Oakland Schools seem to conflict between the trunk descriptions in the RFP and the Table in Appendix B. Please clarify which is correct: a. Section indicates Trunking to the PSTN consists of four ISDN-PRI circuits at the Main Building and a single ISDN-PRI circuit at all other locations. b. Appendix B indicates 6 PRI at the Main Building and 0 at all other locations. -3-

4 c. Section indicates "Leave as is" 4 PRI at the main building and PRI circuits at the remote buildings. RESPONSE: Section is correct, include interfaces for 4 PRIs at the hub and a single PRI at all remotes. 17. Sections and indicate "In most cases special purpose lines (faxes, etc.) are delivered as analog stations/did s off the telephone system; analog gateways will be used to support these services going forward". Please verify that the "special purpose lines" are currently separate from the phone system but will be incorporated into the analog gateways on the new system and that these dedicated phone numbers will be ported to the PRI. RESPONSE: Confirmed, all special purpose lines currently on the system (fax for all districts plus security lines for Huron Valley) will remain on the system and will need to be supported via analog ports/gateways. 18. Section SoftPhones / Mobile Applications does the Mobile application need to be a softphone? RESPONSE: The mobile application is envisioned as SoftPhone however voluntary alternates in addition to this requirement will be considered. 19. Section Indicates "The primary method of training will consist of the Vendor training key staff in each building that will serve as the in-house trainers for that site". Section indicates: Training for the following users will be required at cutover. All training must be provided at no cost to the District. A. General Staff/Station Users. B. Lead User (At least one person will require thorough training to be an in-house resource). C. Receptionists. Please clarify if training is required for all users at each district or only training for key staff at each building. Can you provide a count of the number of people that need to be trained for each district? RESPONSE: End user building level training (in addition to system administration training) is required for: 2 lead users per building plus 2 receptionists per building. Vendors should provide adequate training levels necessary at no cost for a successful implementation, rollout and continued operation. 20. Section Please clarify that a separate call accounting system will be required, as an option, for each district. RESPONSE: Confirmed, provide pricing in Appendix A Insurance certificates required in proposal or on contract? RESPONSE: Provide proof of required coverages in your proposal 22. Clarify that the Ferndale Warehouse location is the Ungerman Transportation Center RESPONSE: Confirmed. -4-

5 23. What is the model of the HP 8 port switches deployed in the classroom at Ferndale? RESPONSE: HP Procurve 1810G 8-port switches 24. Have the receptionist handsets where the Type 3 soft consoles are to be deployed already included in the Appendix B2 quantities? RESPONSE: No additional handsets are required beyond those quantities identified in Appendix B. 25. Are there any one-to-one initiatives in process or deployed in the Districts? RESPONSE: Minimal one-to-one initiatives in place, with no expected impact on the new telephony solutions. 26. Are any analog handsets deployed that need to be supported by the proposed systems? RESPONSE: None 27. Is a separate D channel required for each PRI? RESPONSE: All districts currently use separate D channels for each PRI. 28. Clarify that the comply/exception (Appendix A6) form should only be used to indicate exceptions, or should individual section compliance be noted as well? RESPONSE: Indicate exceptions only, for any section where you do not provide an exception the Owner will assume that you comply with the requirements. 29. Will softphones users for Oakland and Huron Valley also be using desk phones or will they be softphone users only? RESPONSE: These users will use desk phones and softphones. Desk phone quantities are already included in Appendix B. 30. How many auto-attendants are required per building?
