1 Institutional Funding Coordinator - Ethiopia Job Description Job Purpose 1. To support the country team design winning projects and programmes for submission to institutional donors, consistent with the Country Strategic Plan (CSP) and enhancing the quality of the overall programme in Ethiopia. 2. To increase and diversity the institutional funding base of the Ethiopia country programme by developing and monitoring an institutional funding strategy in support of the Country Strategic Plan. 3. To build the capacity of the Ethiopia Programme and Finance staff and partners to manage existing and future institutional funding contracts. Job Scope The post holder works as a member of the CAFOD, SCIAF and Trocaire CST Working Together team and is based in Addis Ababa, Ethiopia. Accountability The post holder is line managed by the CST Ethiopia Country Representative and is the in-country focal person for the Institutional Funding teams in the Head Offices. Key responsibilities Contract Management (40%) Keep up to date with donor regulations and communicate any changes to relevant staff in the team. To support programme and finance staff to manage contracts for all institutional grants in the Ethiopia programme by being fully conversant with the grant contracts and advising programme staff and partners on contractual issues relating to institutional grants in order to minimise financial and reputational risk of the three organisations. Provide comprehensive training for staff and partners entering into new institutional donor contracts, including inter alia compliance with regulations on financial management, procurement, audit, reporting, visibility and communications. Support programme and finance staff and partners in preparing contract amendment documentation for donors such as the EC. Perform quality and administrative checks on narrative and financial reporting for institutionally funded programmes. Work with programme and finance teams to develop efficient financial tracking and reporting systems which will facilitate effective multi-partner, multi-donor and multi-component budget tracking and management. 1/6

2 Keep the Country Senior Management team and all relevant head office staff informed about the progress of contracts. Maintain management information databases on all funding opportunities and funding applications Capacity Building (20%) Support programme, finance and partner staff in preparing high quality reports for submission to donors in a timely manner. Provide training to staff and partners on topics including, inter alia, proposal development, log frames/results frameworks, budgeting, report writing, supply chain management, monitoring and evaluation. Advice programme and finance teams on building the capacities of partners to handle contractual compliance issues, for example in narrative and financial reporting. Advise programme and finance teams on how to comply with audit and expenditure verification requirements, and provide quality assurance on the maintenance of project files. Proposal Development (30%) Support the programme and finance teams to raise institutional donor funds against agreed targets by playing an advisory role in the development of good quality well designed funding proposals for submission to institutional donors. Advise programme staff and partners on donor funding streams which match their projects and programmes and take the lead in structuring the approach towards making a funding application. Pro-actively identify opportunities for securing grants from governments, major donors and trusts accessible to CAFOD, SCIAF and Trόcaire. This involves close liaison with institutional funding staff in London, Glasgow and Maynooth and regularly checking of relevant websites and other information sources. The IFC to lead the proposal development process when appropriate. Funding Strategy (10%) In close collaboration with the programme and finance teams and with the Country Representative, develop and maintain an institutional funding strategy consistent with the delivery of the Country Strategic Plan (CSP). Increase and diversify the institutional funding base of the Ethiopia country programme through the institutional funding strategy and comprehensive donor mapping and analysis. Develop, document and maintain a full understanding of all donor strategies, priorities and requirements including learning about new innovative funding modalities Support the Country Representative, Communications Officer and Programme Manager to ensure that CST programmes in Ethiopia have a high profile among the donor community and development networks at a country and international level nurture and develop donor contacts and attend donor meetings when relevant 2/6

3 Work closely with the Communications Officer to ensure institutional funding communication materials are prepared and reflect accurately the CST requirements. Input into institutional funding strategy planning, evaluation and learning at organisational level and work with institutional funding teams at HOs as appropriate. 3/6

5 Terms and Conditions Contract A three year national contract is offered, including a three month probationary period. Salary Grade 6b (339, ,525 birr annual gross salary inclusive of 13 th month) Location The job is located in the CST office in Addis Ababa, Ethiopia. Hours 35 hours per week over five days, according to hours recognised as normal working hours in Ethiopia. Some occasional evening or weekend work may be required for which time off in lieu is available. Holidays 34 days per annum, including national public holidays and agreed CST days. Some of these days will be fixed according to local custom. Notice period Three months either way after completion of the probationary period. Pensions There is a mandatory contributory pension scheme (11% employer and 7% employee contribution). Additional 5% contribution to Provident fund scheme. Other benefits Life Assurance, Employee Assistance Programme and the Right to Buy Annual Leave of up to 10 additional days. Medical insurance scheme and family-friendly policies. Security CST operates a staff security policy, which the post holder will be expected to comply with. In the event of an emergency which puts the CST member of staff at risk, CST will arrange evacuation. 6 Additional information Division CAFOD, SCIAF and Trócaire (CST) Working Together are the Catholic Development & Humanitarian Agencies of England & Wales, Scotland and Ireland we are members of the international Caritas and CIDSE. Team In Ethiopia we are a team of 25 supporting the development and humanitarian work of local civil society organizations in Ethiopia through financial grants, capacity building, promotion of networking and accompaniment to our partners. This includes faith based and secular organisations, supporting people of all faiths and no faith in Ethiopia. The annual budget is approximately 5.5m euro and we manage a variety of institutional, multi-annual grants. The IF Coordinator plays a key role in providing a supportive environment in order to deliver high quality, impact oriented programme and project documents and reports to our institutional donors. The IFC works closely with the Country Representative, the Communications Officer and the Programme and Finance Team in the planning for, managing and reporting on grants. The IFC leads on developing the Funding Strategy and acts as the focal person for the Country Programme within the Global Funding Teams of CAFOD, SCIAF and Trocaire. 6/6
