3 Unifying the Early Childhood System Background on the Early Childhood Ancillary Certificate

4 Background on Early Childhood Teaching Policies By unifying expectations for teacher credentials, Louisiana will help professionalize the workforce and ensure teachers develop and refine their skills at quality prep programs. 1. Establish Early Childhood Ancillary Teaching Certificate as a minimum expectation for lead teachers in child care centers Based on Child Development Associate (CDA) credential or higher Starting in 2019, require that all lead child care teachers in licensed, publicly-funded programs have an Ancillary Teaching Certificate or higher 2. Create new Birth to Kindergarten BA field of study and teaching certificate Enables specialization in development and education of younger children Courses align with Ancillary Teaching Certificate so teachers can stack courses 3. Support teachers to pursue credentials and reward performance Ensure higher education and alternate providers in Louisiana offer coursework that helps teachers be successful in the classroom Increase scholarship program from $500K to $5M and prioritize publicly-funded teachers Strengthen School Readiness Tax Credits and link to performance profile after learning year 4. Maintain BA Degree AND teaching certificate requirement for teachers in public and nonpublic PreK for four-year-olds Louisiana Believes Louisiana Believes 4

5 Early Childhood Ancillary Certificate: Qualifying Certificates and Coursework Teachers may obtain an Early Childhood Ancillary Teaching Certificate by demonstrating the successful completion of one of the following: Child Development Associate (CDA) awarded by the Council for Professional Recognition and a high school diploma or equivalent A technical diploma or certificate of technical studies in an early childhood related field from an accredited technical or community college An early childhood career diploma that has been approved by the Louisiana Pathways Career Development System After January 1, 2018, coursework must be earned at a BESE-approved provider to qualify Must be earned prior to January 1, 2018 An associate degree in an early childhood related field from a regionally accredited college or university A bachelor degree or higher from a regionally accredited college or university Ancillary Certificate will be required for all lead teachers in publicly-funded child care centers by 2019 Louisiana Believes Louisiana Believes 5

6 Early Childhood Ancillary Certificate: BESE Approval Approved Early Childhood Ancillary Certificate Programs will support the professionalization of the child care workforce, and help lead teachers meet policy requirements. BESE will evaluate programs based on their ability to do the following: Develop and measure candidates mastery of required content knowledge and teaching skills Ensure that candidates understand child development and strategies that promote children s learning and development Conduct a minimum of two CLASS observations and provide feedback on their results Result in eligibility for a technical diploma, certificate of technical studies, or the coursework and portfolio requirements for the CDA credential Provisional Program Approval: Eligible programs will be recommended for a two-year provisional approval The Department will review programs after their first year of provisional approval and report results to BESE After two years of successful program implementation, BESE will review the program for full approval Louisiana Believes Louisiana Believes 6

8 Early Childhood Ancillary Certificate Programs Applications for Fall 2015 There are two application processes for programs interested in receiving BESE-approval to become an Early Childhood Ancillary Certificate Program. 1. Application for Program Approval 2. Believe and Prepare: Early Childhood Open to programs that are seeking BESE approval to offer coursework leading to the Early Childhood Ancillary Certificate credential Programs will be provisionally approved for two years Approved programs will have access to scholarship dollars, which will fund candidate tuition The online application can be found here. Open to programs that receive program approval to offer a CDA coursework program Programs must also be applying for program approval to be considered Programs will receive additional startup support (up to $50,000) through award funds and technical support during their first year of operation The online application can be found here. 10 Application for Program Approval Programs will describe their plan to prepare candidates to be effective in the classroom. The application for program approval will include the following information. Programs must form partnerships between the program and early childhood community networks. Programs must plan to recruit candidates and support program completion. Programs must identify criteria for high-quality applied practice sites. Programs must include a timeline for implementation. Programs must provide an explanation of projected candidate costs. Programs must explain how program evaluation information will be collected. Programs must describe how candidate certification readiness will be determined, and how content mastery will be measured. Programs must explain how candidates development will be supported through applied practice experiences. Programs must include a detailed description of the courses that will be completed in the program. Program approval is open to providers of coursework contributing to a CDA, certificate of technical studies, or technical diploma. Louisiana Believes Louisiana Believes 10

11 Requirements for Program Approval Partnership Development (pg. 5) Programs must form partnerships between the program and early childhood community networks. The partnership development section should: Include how the opportunity for collaboration will be communicated with the community networks. Include how the program will identify members of the community networks that are interested in being a part of the partnership Explain how partners will be involved in designing coursework, completing program evaluations, locating applied practice opportunities, and recruiting candidates to the program Describe a plan to develop a Memorandum of Understanding (MOU) between program staff and members of the local community network The MOU must be completed within three months of program approval. The partnership development section should meet the criteria for the emerging program requirements in the partnership row of the Early Childhood Ancillary Certificate Preparation Program Rubric (Appendix A). 12 Requirements for Program Approval Recruitment, Selection, and Retention (pg. 6) and Applied Practice Site Selection (pg. 6) Programs must plan to recruit candidates and support program completion. The recruitment, selection, and retention section should: Identify how the program will recruit teachers to enroll in the program Identify any selection criteria that will be used to identify candidates for the program Describe how the program will support candidates retention throughout the course of the program Programs must identify criteria for high-quality applied practice sites. The applied practice site selection section should: Describe the criteria and processes for identifying high-quality applied practice sites Explain how sites and classrooms will be identified to be good locations for candidates to complete observations and applied practice Identify who will observe candidates and provide feedback Explain how observers will be identified and supported Louisiana Believes Louisiana Believes 12

13 Requirements for Program Approval Program Implementation Timeline (pg. 6), Program Costs (pg. 6), and Provider Evaluation (pg. 7) Programs must include a timeline for implementation. The program implementation timeline should: Provide a high-level schedule for when major program milestones are anticipated to happen Programs must provide an explanation of projected candidate costs. The program costs section should: Indicate the expected costs for candidates to complete the program Provide an explanation for costs, including how tuition will be collected. Programs must explain how program evaluation information will be collected. The provider evaluation of program success section should: Describe a plan for how data and information will be collected throughout the course of the program to demonstrate results Include information related to the success of the program (recruitment, curriculum, and applied practice sites), as well as the success of the candidates (CLASS observations, preparedness of candidates). The LDE and BESE will review this information during future program reviews. Louisiana Believes Louisiana Believes 13

14 Requirements for Program Approval Assessment and Certification Readiness Criteria (pg. 8) and Candidate Development Support (pg. 8) Programs must describe how candidate certification readiness will be determined, and how content mastery will be measured. The assessments and certification readiness criteria section should: Identify how candidates will be assessed on their mastery of professional knowledge and teacher pedagogy requirements (Appendix B and C) Explain how any assessments tools were developed and how they are aligned to course outcomes Describe the criteria that will be used to make certification decisions Programs must explain how candidates development will be supported through applied practice experiences. The candidate development and support section should: Describe the opportunities candidates will receive to be observed and receive feedback on their teaching practice Programs must include a minimum of two CLASS observations with determined criteria for success. The assessment and certification readiness criteria section, and the candidate development and support section should meet the emerging program requirements in the certification row of the Early Childhood Ancillary Certificate Preparation Program Rubric (Appendix A). 15 Requirements for Program Approval Course Design (pg. 9) Programs must include a detailed description of the courses that will be completed in the program. The course design section should include the following for each course: Description of how the course will be delivered, how many instructional and applied practice hours will be provided, and identification of who will be teaching the course Course outcomes that describe what candidates will gain in the course Course outcomes must be aligned to the professional knowledge and teacher pedagogy requirements (Appendix B and C) Description of how candidates will practice what they are learning in each course Examples of applied practice can be found in Appendix D Measures of candidate mastery that are linked to the identified course outcomes, and are used to inform candidate certification decisions The course design section should meet the emerging program requirements in the preparation row of the Early Childhood Ancillary Certificate Preparation Program Rubric (Appendix A). 17 Application for Believe and Prepare: Early Childhood Programs will describe their plan to launch an effective and sustainable program that meets the regional needs of the early childhood workforce. The application for Believe and Prepare: Early Childhood will include the following information. Programs must include a description of program goals and outcomes. Programs must describe the priorities that will be addressed in the program and with the Believe and Prepare: Early Childhood award. Programs must provide an itemized budget and budget narrative for the award. Programs must demonstrate a commitment to collaborate with other awardees and the LDE throughout the term of the award. Believe and Prepare: Early Childhood is open to programs that receive approval for a program preparing candidates for a CDA credential. Louisiana Believes Louisiana Believes 17

18 Requirements for Believe and Prepare: Early Childhood Abstract and Program Narrative Programs must include a description of programs goals and outcomes. The application abstract should: Include a description of the programs mission, goals, and expected outcomes Align with the information provided in the program approval application Programs must describe the priorities that will be addressed in the program and with the Believe and Prepare: Early Childhood award. The program application narrative should: Describe how the program will develop and launch an effective program, and the steps and timeline that will be used to achieve startup Identify the organizational structures that need to be addressed within the program, and a sustainable plan to address those needs Provide evidence for how the program will be meeting regional workforce needs Louisiana Believes Louisiana Believes 18

19 Requirements for Believe and Prepare: Early Childhood Budget, Budget Narrative and Assurances Programs must provide an itemized budget and budget narrative for the award. The budget and budget narrative should: Detail how the monetary award will be used across the categories on the budget worksheet Provide an explanation of how each category of the budget was determined, and how program goals will be supported Programs must demonstrate a commitment to collaborate with other awardees and the LDE throughout the term of the award. The signed program assurances will: Demonstrate the programs commitment to participate in visits and cohort events throughout the first year of operation Commit to participating in summative interviews at the end the award period Louisiana Believes Louisiana Believes 19

21 Early Childhood Ancillary Certificate Programs Timeline for Fall 2015 The applications for program approval and Believe and Prepare: Early Childhood will have the same key milestones for fall Oct 23, 2015 Oct 26-30, 2015 Nov 25, 2015 Nov 30- Dec 4, 2015 Dec 7-11, 2015 Jan Programs must submit a notice of their intent to apply for program approval and Believe and Prepare: Early Childhood to BelieveAndPre Programs will participate in a required preliminary application proposal conversation with the LDE. Program approval and Believe and Prepare: Early Childhood Applications are due at 5pm The LDE will review program approval and Believe and Prepare: Early Childhood Applications, and notify programs of interviews. The LDE will conduct interviews with programs. BESE will review programs for approval and make determinations about Believe and Prepare: Early Childhood awards.
