2 Program: Target Group: Counseling Services ALL Dallas ISD Students Contact Information: Sylvia Lopez (972) Program Summary The comprehensive guidance and counseling program is an integral part of the total educational program. It provides a systematic, planned, and developmental approach for helping all students acquire and apply basic life skills by making optimal use of the special knowledge and skills of school counselors. The foundation of the program is to provide developmental academic assistance for all students, and at the same time, provide special assistance to those who need it. Individual campus programs are designed to meet the needs of students, parents, and teachers, as well as the districtwide program standards. Mandates Pertaining to Counseling Services State Requirement: Texas Education Code: Chapter 33 District Policies: FFEA, EJ, FFE Allocates counselors to each school campus according to the ratio approved by the Board of Trustees Provides training, technical assistance, support, and clinical supervision for school counselors Provides the Texas Education Agency K-12 guidance model and training for use in planning campus level programs Screens and recommends appropriate materials for counselor use Interviews applicants and maintains a pool of qualified candidates Recommends counselor staffing plan for local campuses Communicates state guidelines and requirements related to counseling services Provides training regarding identified safety concerns and possible prevention measures Provides a comprehensive counseling and guidance program for all students Implements activities that accomplish the goals and objectives of state and district program requirements Plans and participates in character education activities, instruction, and schoolwide programs/ projects Plans and participates in higher education activities for students and their families Evaluates the effectiveness of the activities and services provided and adjusts as needed Serves as a core member of the local Student Support Team Adheres to ethical standards of practice as defined by the American School Counselor Association Contacts parents in all cases when a student threatens suicide and/or violence, assesses risk, and assists students in obtaining counseling, treatment, or hospitalization 1

4 Program: Target Group: Health Services All Dallas ISD Students and Staff Contact Information: Suzanne Kubelka (972) Program Summary Ensuring access to a comprehensive school health program is an important component of the educational system. Health Services provides and supervises direct health care to students and facilitates access to school and community resources. Poor health outcomes may result when students, families and school staff experience barriers to accessing health care. Removing health barriers to learning promotes optimal student wellness and environmental safety, and enhances the educational process and student achievement. Mandates Pertaining to School Health Services Federal and State Requirements: PL (IDEA); Texas Family Code 32; 25 TAC 37; Health and Safety Code 36 and 37; TEC 38. District Policies: FFA (LEGAL, LOCAL, REGULATION); FFAA (LEGAL, LOCAL); FFAB (LEGAL, EXHIBIT); FFAC (LEGAL, LOCAL, REGULATION); FFAD (LEGAL, LOCAL, REGULATION, EXHIBIT) Provides registered nurses and clinic attendants for schools Recommends local campus staffing plan Provides professional growth opportunities and staff development for professional and paraprofessional staff Selects, purchases, and distributes clinic supplies and equipment for each school clinic Reviews new technologies and supplies needed to implement new health care as indicated by student need and budget Provides technical assistance for schools in specialized areas Obtains information regarding guidelines for school attendance and reporting of communicable disease according to state law and disseminates to schools Recommends policy and procedures for prevention and control of communicable disease for schools Recommends policy and procedures necessary to assist special needs students Complies with annual state mandated and screening reports Disseminates information related to student health and reports communicable disease according to state law Plans procedures to prevent and control communicable disease Informs parents, students, school staff, and the community regarding policies to prevent or control communicable disease Manages communicable disease program for students and staff suspected of having a communicable disease Achieves and maintains student immunization compliance above 99% Develops and administers health management plans for students with significant health problems Refers students with social and emotional health problems to appropriate professionals Collaborates with members of health disciplines in the interest of the patient's/ client's health care Serves as a core member of the Student Support Team Implements required screening programs and monitors medical follow-up 3
5 Program: / Homeless Education Target Group: Dallas ISD Students Contact Information: Dr. Connie S. Wilson Program Summary is a unique office within the District serving primarily regular education students who are experiencing significant social, emotional or academic difficulties. professional staff provide intervention services for students in response to referrals from the Student Support Teams. Their educational background in child development, learning theory, exceptional students, counseling and therapeutic approaches, personality assessment, psycho-educational and other diagnostic procedures provides a valuable resource to campuses in meeting the instructional and behavioral needs of students identified as either in crisis or at-risk. Additionally, school psychologists, social workers, and visiting teachers provide consultation, technical assistance and psychological services to their assigned campuses to include consultation with school personnel and parents, crisis intervention, short-term individual counseling, group counseling and other direct services to referred students. The Homeless Education Program assists students and families experiencing homelessness through technical assistance to the schools and families, after school programs, and the acquisition of materials needed for school, such as uniforms and backpacks. Mandates Pertaining to Suicide and Violence Prevention, Crisis Management, and the Homeless Education Program District Policies: FFE LOCAL, GKA REGULATION, GKG REGULATION, EF LEGAL, FB LOCAL, FDC LEGAL, and FDC LOCAL Assigns licensed specialists in school psychology or licensed social workers to all campuses Responds to referred students with social, emotional and behavioral needs Provides needed Provides a crisis team with expertise in suicide prevention and crisis management appropriate interventions as Contacts parents in all cases when a student threatens suicide and/or violence Provides training for counselors, psychologists, social workers, and nurses to be able to provide crisis intervention and follow-up services Assesses the risk for suicide and/or violence. Counselors conduct this assessment and use the SRA/VRA survey tool as one part of this assessment when parent consent is obtained Provides re-entry guidelines following hospitalization or absence for suicide attempts Assists high-risk students and all suicide/violence attempts in obtaining continuing counseling, treatment, or hospitalization Provides Student Services staff to lead parent, student, faculty and administrator workshops including suicide/violence warning signs and prevention procedures Includes the essential elements of suicide prevention in all high school health classes Provides suicide awareness programs for faculty, students, support personnel, parents and administrators 4
6 Provides short-term grief counseling and aftercare services for family and friends following a completed suicide Keeps the administrator and Psychological Services informed when a suicidal or violent student is identified Offers consultation for campus staff and provides crisis intervention assistance for all high-risk threats and/or suicide attempts Identifies local safety concerns possible prevention measures and Assists students and families experiencing homelessness Develops a written local safety and crisis plan, reviews the plan annually, and provides appropriate training for crisis team members Provides technical assistance to schools working with homeless students and their families Requests services of a crisis team as soon as needed during or after the occurrence of a major crisis Debriefs with the crisis team Provides follow-up services for traumatized students and staff as needed 5
7 Program: Target Group: Safe and Drug-Free Dallas ISD Students, Parents, and Staff Contact Information: Program Summary The Safe and Drug-Free (SDFS) office provides prevention and intervention strategies to improve student discipline management and academic achievement with a goal of preventing or decreasing drug use and violence. Strategies are centered around the Forty Developmental Assets: building blocks of healthy development that help young people grow up healthy, caring, and responsible. In addition to prevention, SDFS offers First Alert, a drug screening program for students in middle or high school. A drug test will be administered based on voluntary parental/guardian request. The results never become a part of the student s permanent record. Parents/Guardians are informed of a confirmed, positive drug test, and Licensed Chemical Dependency Counselors (LCDCs) are available to assist students with substance abuse concerns. LCDCs primary goal is to maintain a comprehensive intervention plan for students who test positive for and/or selfdisclose substance abuse. In addition, substance abuse and mental health training will be accessible to staff as needed/requested. SDFS provides training and assistance to teachers in the area of Human Growth, Development, and Sexuality (HGDS). The HGDS curriculum focuses on skill building for students. can schedule a specialist to present a parent program that encourages open communication between parent and child regarding issues related to HIV/AIDS and human growth, development and sexuality. SDFS supports Teen-to-Teen (3TI) peer groups on various secondary campuses in the district. SDFS also administers the Youth Risk Behavior Survey (YRBS). Mandates Pertaining to Human Sexuality Instruction Following are the local requirements pertaining to Human Sexuality instruction and how these mandates and campus compliance responsibilities are addressed: District Policies: EMH (LOCAL) Forms and maintains a Health Education Advisory Council, whose duties include reviewing and advising the district regarding suitability of selected instructional materials Provides training in Human Growth, Development & Sexuality, including HIV/AIDS Ensures parent materials are available for teachers implementing sexuality education Ensures all materials (films, videos, etc) used have been approved by the Health Advisory Council or the campus Student Support Team, in addition to the principal and media specialist Identifies staff to implement Human Growth, Development & Sexuality education on each campus. Staff can include counselors, nurses, elementary classroom teachers, secondary qualified health education or home economics teachers, or other similarly trained 6
8 Distributes Administrator s Guide to all school administrators personnel in the schools. Selects staff to receive instruction in how to avoid HIV and other infections. Staff who teach about sexuality and sexually transmitted diseases shall participate in district training for effective delivery of the curriculum. Ensures community speakers : o Have knowledge about the subject o Present age-appropriate information o Adhere to district guidelines o Avoid using the classroom as a platform to express their own views o Seek prior approval from school administrators and Student Support Team for content handouts and audiovisuals o Adhere to district guidelines for parental permission Orders parent materials when implementing sexuality education Provides sufficient classroom time for sexuality education within health education and related subjects according to recommendations of the advisory council. 7

The promote the wholeness of the family and engage families in their children s health and education, thereby reducing barriers to academic success so children can learn and teachers can teach. Dallas Independent School District and Parkland Health and Hospital System combine resources to provide cost-effective, accessible, quality physical and mental health care. Additionally, specialized services are provided to refugee students and their families. Services to refugee students include orientation to public education, family involvement activities, summer school, mental health care and translation/interpreting services. In addition, families may access YFC services directly, instead of being referred through the SST process.
