2 I. PROJECT OVERVIEW The purpose of this request for proposal (RFP) is to identify a qualified contractor to develop and deliver a global change management standard and ancillary ACMP professional certification(s) program platform and structure with tangible financial benefits to ACMP. This includes, but is not limited to coordination and development of the Change Management Body of Knowledge, Certification Business Case, Certification Requirements, Program Standards, Assessment Methods, Preparation Guidelines, and Remediation Policies.. II. ABOUT THE ASSOCIATION OF CHANGE MANAGEMENT PROFESSIONALS (ACMP ). The Association of Change Management Professionals (ACMP) is a 501(c) not for profit global membership organization whose purpose is to advance the discipline of change management through empowering change management professionals all over the world to lead the people side of change, ensuring that the needs of infrastructure, systems, culture, and people are addressed. Established in 2010, ACMP membership has grown to over 2000 change management practitioners and stakeholders in 16 countries. Governed by a Board of Directors, ACMP is committed to serving its members through research and development in change management trends, needs and opportunities while providing a structured environment to facilitate change management opportunities for professional growth, networking and learning. III. INTENDED AUDIENCE ACMP defines change management to be the application of knowledge, skills, abilities, methodologies, processes, tools and techniques to transition an individual or group from a current sate to a desired state, such that the desired outcome and/or business objectives are achieved. Change Management Standard and Certification consumers, both current and future, realize the value and adopt change management standards and processes. These include privately and publicly held corporations, governments and their agencies, individual change management practitioners, change management education and training providers, change management service providers, and academia. 3 ACMP will advance the practice and profession of change management through the production of a global standard(s) and certification program(s) to ensure ACMP is internationally recognized as the certifying body for the change management profession. ACMP is founded on a strong commitment to its members and volunteers. The production of Change Management Standard and Change Management Body of Knowledge will build upon ACMP s Statement of Change Management Scope, Knowledge Areas and Process Groups. V. RFP GUIDELINES AND INSTRUCTIONS A. DISCLAIMER This is not a contract offer by Association of Change Management Professionals (ACMP); a response to this RFP does not bind ACMP in any way. For respondents to this RFP to withdraw from consideration, see entitled Right of Withdrawal. Any costs incurred in responding to this RFP are the responsibility of the respondent. All responses submitted to the ACMP will be considered the property of ACMP. The information will be held confidential to ACMP Board of Directors. ACMP will not disclose or share respondent information to ACMP members, ACMP stakeholders, or other respondents to this RFP. B. FORMAT OF RESPONSES Please provide an electronic copy and one (3) hard copies in the format illustrated. The proposal should be prefaced by a table of contents and include numbered pages. C. RFP RESPONSE COMPLETENESS Please respond in detail to all questions in Section VI General Information, and Section VII, Evaluation Criteria. D. RFP INTENT FORM Please complete the RFP intent form (by the date indicated in Section V on the Event Calendar) of whether or not your company decides to participate in the RFP process, and if not responding, the reason(s) of the rejection. E. RIGHT OF REJECTION / ACCEPTANCE a. Force Majeure ACMP reserves the right to reject any or all responses, to accept any response or to effect any combination of responses. ACMP reserves the right to waive any irregularity contained in any response. No quotation will be accepted unless ACMP specifically invited the response. Neither party shall lose any rights hereunder or be liable to the other party for damages or losses, except for payment obligations, on account of failure 3 P a g e

4 of performance by the defaulting party if the failure is the result of an Act of God (e.g., fire, flood, inclement weather, epidemic, or earthquake) war or act of terrorism, including chemical or biological warfare; labor dispute, lockout, strike, embargo; governmental acts, orders, or restrictions; failure of suppliers or third persons; or any other reason where failure to perform is beyond the reasonable control, and is not caused by the negligence, intentional conduct or misconduct of the defaulting party, and the defaulting party has exercised all reasonable efforts to avoid or remedy such force majeure. The defaulting party must provide written notice of the force majeure event to the remaining parties within two (2) business days of such event. F. RIGHT OF WITHDRAWAL All proposal and pricing must be valid for 90 days. G. RFP CONTACT INFORMATION All questions (both technical and commercial) should be submitted in writing to the address below by the date specified in the Event Calendar in Section V. Phone questions will not be accepted. If the answer to any respondent question affects the specifications as contained in this RFP, ACMP will make commercially reasonable efforts to notify all potential bidders of the answers. Originators of the questions will remain anonymous. NOTE: Linn J. RESPONSE DUE DATE All responses must be received by the above named ACMP contact by date specified in the Event Calendar in Section V. Any exceptions to the response date will be accepted at ACMP s discretion. ACMP may, in its sole, discretion, extend the due date for all respondents if, in ACMP s judgment, such action is necessary to satisfy the requirements of the RFP process. The proposal shall be submitted only to the ACMP represented designated in the Response Address. Failure to comply with this requirement may result in rejection of the response. I. RESPONDENT SELECTION AND PRESENTATION Following the analysis of all responses received, ACMP will select finalists. These finalists will be asked to give a capability presentation to the ACMP Board of Directors on the date specified in the Event Calendar in Section V K. AWARD OF CONTRACT To the extent that ACMP awards contract(s), it will be awarded to the company(s) deemed best suited by ACMP, in its sole discretion, to meet ACMP s needs. L. VOLUMES AND BUSINESS PROFILE All volumes and business profiles are projections only. Both volumes and business profiles may change due to changes in ACMP business strategy or external business conditions, with due consideration to the global nature of ACMP and anticipated growth and service intentions. M. PROPOSED AGREEMENT TERMS / LEGAL REQUIREMENTS Please review the attached preliminary Terms and Conditions, which will form the basis of this contract. Any changes and comments you wish to make should be clearly stated in your response. ACMP shall have the discretion to make changes to the terms and conditions taking into consideration the Respondents responses. N. LEGAL AUTHORITY The proposals sent in response to this RFP must be signed by a person having legal authority to bind the respondent. In the event of a discrepancy, written figures with dated initials will take precedence over typed figures. VI. ACMP REQUIREMENTS The following section outlines the minimum technical requirements a respondent must meet in order to participate in this RFP process. A. TECHNICAL REQUIREMENTS Technical Approach: The respondent must provide a comprehensive technical approach, complete with a Work Breakdown Structure (WBS) for the development of a global Change Management Standard; and a global and legally defensible, multi-tiered ACMP Change Management Certification program to deliver tangible 5 P a g e

6 financial benefit to ACMP. The WBS must outline project scope with all subtasks, deliverable, outcomes, timelines and milestones clearly defined and documented. Project Management Plan: The respondent must provide a project management plan complete operating model, roles and responsibilities, project management communication and periodic project review schedules. Staffing: The respondent s proposed staff must have the relevant capacity, qualifications and experience with large scale, multiphase, long-term projects in the successful development and delivery of a global standard and a legally defensible certification program, as well as the commitment. Cost Proposal: The respondent must provide a detailed fee structure for this project complete with itemized breakdown of fees per phase / milestone deliverable. Fiscal Management: The respondent must utilize and adhere to GAAP fiscal and budget management processes and procedures. Policy Governance: The respondent must have proven success in working with and for non-profit professional membership organizations; full understanding of their governance structures and member value propositions. VII. EVALUATION CRITERIA Evaluation of responses to this RFP will be based on ACMP s technical requirements and the demonstrated and measurable cost effective results in the development, delivery and administration of global certification programs, products and services. Suppliers must provide highly competitive pricing both at the outset of the relationship and on an ongoing basis throughout the life of the contract. ACMP expects its suppliers to work in partnership to continuously identify opportunities to minimize cost and maximize results. ACMP will evaluate: Technical Volume Cost Volume Quality Volume A. Project Management Plan Provide a detailed outline of respondents proposed project management plan complete with detailed operating model, project team roles and responsibilities; project management teleconference calls, and periodic project review schedules. 3. Staffing Provide a staff organization structure complete with individual qualifications and relevant experience with large scale, multiphase, long-term projects in the successful development and delivery of a global standard and a legally defensible certification program, as well as the commitment.
