Emergency Management Performance Grant (EMPG) $5, Purpose: The purpose of the Emergency Management Performance Grant (EMPG) Program is to make grants to States to assist State, local, and tribal governments in preparing for all hazards, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C et seq.). Title VI of the Stafford Act authorizes FEMA to make grants for the purpose of providing a system of emergency preparedness for the protection of life and property in the United States from hazards and to vest responsibility for emergency preparedness jointly in the Federal Government, States, and their political subdivisions. The Federal Government, through the EMPG Program, provides necessary direction, coordination, and guidance, and provides necessary assistance, as authorized in this title so that a comprehensive emergency preparedness system exists for all hazards. PSGP is one tool in the comprehensive set of measures authorized by Congress and implemented by the Administration to strengthen the Nation s critical infrastructure against risks associated with potential terrorist attacks. The objective of this grant is to build and sustain core capabilities through activities such as: Enhance Maritime Domain Awareness; Enhancing IED and Chemical, Biological, Radiological, Nuclear, Explosive (CBRNE) prevention, protection, response and supporting recovery capabilities within the maritime domain; Strengthening governance integration; Enhancing cybersecurity capabilities; and, Maritime security risk mitigation projects that support port resilience and recovery capabilities.
