In accordance with FAR (a), offerors are responsible for submitting proposals, and any revisions, and modifications, so as to be received by the Government office designated in the solicitation by the deadline of 27-Nov hours (EST). In accordance with FAR , if your proposal was not received at the initial point of entry to the Government infrastructure (in this case, received throught to Roy Chow) 27-Nov hours (EST), it will be determined late. Proposal, as the term is used here, means ALL volumes and/or parts of the proposal. It is the offeror's responsibility to ensure their proposal is received by the date and time specified.
