2 THE CERTIFICATE TO TRAINING SUCCESS The Advanced Certificate in Training and Assessment (ACTA) is a program that provides the workforce in the Training and Adult Education Industry with the essential skills and knowledge to design and deliver competency-based training programs and assessments. Competency-based training programs focus on equipping individuals with the competencies to perform specific job tasks. In these programs, the individual s competency is assessed using performance standards that are recognized by the industry. These performance standards are based on a structured competency framework known as WSQ, or the Singapore Workforce Skills Qualifications. The WSQ system is a coherent and comprehensive development pathway that aims to enhance the workforce with vital industry and occupational skills to maintain the competitive edge and to ensure lifelong employability. The ACTA program equips individuals with essential skills and knowledge to take on the roles of a curriculum developer, assessment developer, classroom trainer and/or assessor. It will also be able to enhance the skills of in-house training staff to develop and deliver on-the-job training programs and conduct assessments for the organization. Management representatives overseeing WSQ training in organizations and training centers will also find the ACTA program very useful in helping them to assure quality in their training and assessment. 3 PROGRAM OBJECTIVES At the end of the ACTA program, individuals will be able to: interpret the Workforce Skills Qualification Framework; interpret Competency Standards and translate them into learning outcomes; design competency-based curricula (either Classroom or On-the-Job Training program depending on the specialization); apply instructional strategies to achieve learning outcomes; plan and prepare training sessions; contextualize training sessions to meet participants and organizational needs; review the effectiveness as well as refine the training sessions based on participants feedback; plan and design competency-based assessments; develop competency-based assessment tools; conduct competency-based assessments; and validate the competency-based assessment plans and processes TRAINING PATHWAY CBLD Center offers the Facilitated Learning and On-the-Job Training pathways: FACILITATED LEARNING ON-THE-JOB TRAINING (CU1) Interpret the Singapore Workforce Skills Qualifications (WSQ) Framework (CU2) Apply Adult Learning Principles and Code of Ethics Relating to Training (CU3A) Design & Develop a WSQ Facilitated Training Program (CU4A) Prepare & Facilitate Classroom Training (CU3B) Design & Develop an OJT Program (CU4B) Prepare & Conduct an OJT program (CU5) Develop a Competency-Based Assessment (CU6) Conduct a Competency-Based Assessment Facilitated Learning Track certifies an individual to be competent in developing competency-based training programs and delivering them in a classroom-training environment. The individual will be able to assess the competency level of trainees in performing a specific job function. On-the-Job Training Track certifies an individual to be competent in developing and conducting OJT programs. The individual will be able to assess the competency level of workers in performing a specific job function. Upon successful completion of each competency unit, a Statement of Attainment (SOA) will be awarded. Upon the attainment of all the SOAs related to a specialization, a full qualification in that specialization will be issued, i.e. Advanced Certificate in Training and Assessment (Facilitated Learning). 02

4 COMPETENCY UNIT CU1: Interpret the Singapore Workforce Skills Qualification (WSQ) Framework This unit addresses the competencies required to interpret the Singapore Workforce Skills Qualifications Framework, which includes describing the WSQ framework, interpreting a competency standard, and applying the WSQ framework for learning and development. CU2: Apply Adult Learning Principles and Code of Ethics Relating to Training This unit addresses the competencies required to apply adult learning principles and code of ethics relating to training, which includes interpreting the adult learning theories and principles, addressing the different learning styles and preferences, cultural differences, and ethical issues relating to training. CU3A: Design and Develop a WSQ Facilitated Training Program This unit addresses the competencies required to design and develop a WSQ facilitated training programme, which includes defining the parameters of a training programme, as well as designing, developing and evaluating a training programme. CU4A: Prepare and Facilitate Classroom Training This unit addresses the competencies required to prepare and facilitate classroom training, which includes reviewing learner profiles and contextualising a training programme to meet their needs; preparing resources needed for an effective training programme; creating and maintaining a conducive learning environment; facilitating learning through effective instructional skills and strategies; monitoring learner s progress and adjusting the training programme; and reviewing post-course evaluation. CU4B: Prepare and Conduct an On-The-Job Training Program This unit addresses the competencies required for OJT trainers and assessors, and helps learners develop the skills and knowledge necessary to prepare for OJT, conduct OJT and review the effectiveness of an OJT program. CU5: Develop A Competency-Based Assessment This unit addresses the competencies required to develop a competency-based assessment, which includes preparing an assessment plan, developing competency-based assessment tools, and validating the assessment plan. CU6: Conduct a Competency-Based Assessment CU3B: Design and Develop an On-The-Job Training Program This unit addresses the competencies required for OJT program developers, and helps learners develop the skills and knowledge necessary to define the Parameters of an OJT training program, design and develop OJT training materials, and validate the OJT training program. This unit addresses the competencies required to conduct a competency-based assessment, which includes preparing to conduct assessment, preparing candidates for assessment, and conducting an assessment 03

CONFIRMATION AND CANCELLATION POLICY Registration A completed application form, a copy of the NRIC (both sides) with the course fee are to be submitted either by post or by hand to CBLD Center. Confirmation Upon receipt of full payment of course fee, a confirmation of enrolment will be sent. (subject to availability of seat) Payment by cash or cheque must be made at least 2 weeks before the commencement of the course. Cheque payment is to be made to: CBLD Pte Ltd Cancellation Participants who wish to withdraw from the course will be charged a cancellation fee as follows: 1) More than 2 weeks before the commencement of class No penalty 2) Less than 2 weeks before the commencement of class 50% of the course fee before funding 3) Less than 1 week before the commencement of class 100% of the course fee before funding The participant who is a Singaporean or Singapore Permanent Resident will be eligible for the funding from WDA only on successful completion of each module and have attained at least 75% attendance. If these are not met, participant or his/her company (if he/she is sponsored by the company) will have to reimburse CBLD Center the full course fee plus GST. Participants will be funded only once for each module. CBLD Center reserves the right to cancel or reschedule the class. Organization must register through WDA SkillsConnect website to claim for absentee payroll. More information regarding absentee payroll can be found at 05

7 ENHANCED TRAINING SUPPORT FOR SMEs SCHEME SMEs will enjoy subsidies of 90% of the course fees when they sponsor their employees for ACTA courses. All employers of Low Wage Workers will continue to receive course fee funding at 90%-95% for the WSQ training under the Workfare Training Support (WTS) scheme. Eligibility Criteria Organisation must be registered or incorporated in Singapore Employment size of not more than 200 Trainee must be a Singapore Citizen (Permanent Residents of Singapore also qualify for higher funding for certifiable courses supported by WDA, except for Academic CET courses at the Polytechnics/ ITE) Trainee must be a bona fide employee (i.e. hired in accordance with Employment Act) and fully employer sponsored for the training). FUNDING ASSISTANCE FOR UNION MEMBERS NTUC Union members who initiate training on their own could be eligible for 50% of unfunded course fee, capped at $500 each year for courses under Union Training Assistance Program. For more information on the criteria and application process for this funding scheme offered by NTUC, please log on to CET QUALIFICATION AWARD (CQA) With effect from 1 Mar 2011, Singaporeans who successfully complete and are awarded a WSQ Certificate/Higher Certificate/Advanced Certificate or a part-time NITEC/Higher NITEC for the first time would be eligible for a CQA of $200. Singapore Citizens who have attained their first WSQ full qualification can apply online for their CET Qualification Award.
