3 Summary This report and grades represent our assessment of the quality of the areas of performance which were examined during this inspection. Grades for this care service may change after this inspection following other regulatory activity. For example, if we have to take enforcement action to make the service improve, or if we investigate and agree with a complaint someone makes about the service. They had reviewed systems and children's involvement to improve. The staff provided support and assistance for families using the service. Notice boards and information for parents and visitors was good. Playrooms were well set out and children were able to access the toys and resources easily. What the service could do better The time children spend outdoors must be increased. Staff should make certain that the well-being indicators of 'getting it right for every child' (Girfec) are fully implemented and this should include the food given to the children at lunch time. page 3 of 23

4 Staff should record the room temperature throughout the day and any action taken when the rooms are too hot or too cold. What the service has done since the last inspection A walkway in the 3-5 playroom ensures uninterrupted play. There are more examples of children's work around the playrooms. Children have more choice and are more involved. A messy area has been created in the 2-3 room. A soothing area has been set up in the 0-2 room. There is a new management team and some new staff. Personal plans are workable and effective. The recommendations made at the last inspection have been addressed. The requirements made at the last inspection have been met. Conclusion At this inspection we considered four quality statements in four quality themes. For the statements considered at this inspection the service is performing at a good level in three quality statements and at an adequate level in one quality statement. Although the care of the children is in place, the provider and the management team should continue to improve. page 4 of 23

5 1 About the service we inspected Inspection report The Care Inspectorate regulates care services in Scotland. Prior to 1 April 2011, this function was carried out by the Care Commission. Information in relation to all care services is available on our website at This service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April The Care Inspectorate will award grades for services based on findings of inspections. Grades for this service may change after this inspection if we have to take enforcement action to make the service improve, or if we uphold or partially uphold a complaint that we investigate. This continuing engagement visit was carried out with Sandra Kehoe, HM Inspector, following the shared inspection with Education Scotland that occurred in April Craigneuk Family Learning Centre is registered to provide daycare to 64 children aged from 0 to those not yet attending primary school. The provider is North Lanarkshire Council. The service operates weekdays throughout the year. The service is based in Craignuek, North Lanarkshire. The service is close to shops, local amenities, and bus routes. The children have access to a three playrooms, toilet, cloakroom, changing and outdoor facilities. The accommodation is on one level. Recommendations A recommendation is a statement that sets out actions that a care service provider should take to improve or develop the quality of the service, but where failure to do so would not directly result in enforcement. Recommendations are based on the National Care Standards, SSSC codes of practice and recognised good practice. These must also be outcomes-based and if the provider meets the recommendation this would improve outcomes for people receiving the service. page 5 of 23

6 Requirements A requirement is a statement which sets out what a care service must do to improve outcomes for people who use services and must be linked to a breach in the Public Services Reform (Scotland) Act 2010 (the "Act"), its regulations, or orders made under the Act, or a condition of registration. Requirements are enforceable in law. We make requirements where (a) there is evidence of poor outcomes for people using the service or (b) there is the potential for poor outcomes which would affect people's health, safety or welfare. 7 2 How we inspected this service The level of inspection we carried out In this service we carried out a medium intensity inspection. We carry out these inspections where we have assessed the service may need a more intense inspection. What we did during the inspection The inspection took place on Monday 9 and Tuesday 10 May During the inspection we took account of evidence including: - How the service had used GIRFEC and the SHANARRI indicators to meet children's needs. - A walk around parts of the premises used by children. - Observation of the quality of the interaction between staff and children. - Discussion of the action the management team and staff had taken to ensure the service had improved. - Discussion with staff about their understanding of children's needs and interests. - Discussion with children and parents to gain their views. The Care Inspectorate is committed to improving the health and wellbeing of all children receiving a care service to ensure they have the best start in life, are ready to succeed and live longer, healthier lives. The Care Inspectorate has an important role to play in supporting this approach in inspecting care services for children. The Getting it Right for Every Child (GIRFEC) approach is underpinned by the principles of prevention and early intervention. It's a consistent way for people to work with all children and young people. The approach helps practitioners focus on what makes a positive difference for children and young people - and how they can act to deliver these improvements. Getting it right for every child is being threaded through all existing policy, practice, strategy and legislation affecting children, young people and their families. page 7 of 23

8 In Scotland, the Getting it right for every child (GIRFEC) approach puts wellbeing at the very heart of its approach. The eight 'indicators' of wellbeing that form the basis of GIRFEC are - safe, healthy, achieving, nurtured, active, respected, responsible and included - often referred to as 'SHANARRI'. Grading the service against quality themes and statements We inspect and grade elements of care that we call 'quality themes'. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. Details of what we found are in Section 3: The inspection Inspection Focus Areas (IFAs) In any year we may decide on specific aspects of care to focus on during our inspections. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. Where we have examined an inspection focus area we will clearly identify it under the relevant quality statement. Fire safety issues We do not regulate fire safety. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. 9 The annual return Every year all care services must complete an 'annual return' form to make sure the information we hold is up to date. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. Not applicable for this inspection. Taking the views of people using the care service into account The children were settled and engaged in play. The children chatted to the Inspector about their chosen activities and what they enjoyed doing. They were proud of their achievements and enjoyed the environment, resources and equipment. Taking carers' views into account Three carers took part in the inspection and were able to comment on how the service performed in relation to care and support, environment, staffing and management and leadership. They told us they were happy with the service they received. Views from parents and carers who took part in the inspection can be found in this report. page 9 of 23

10 3 The inspection We looked at how the service performs against the following quality themes and statements. Here are the details of what we found. Quality Theme 1: Quality of Care and Support Grade awarded for this theme: 4 - Good Statement 3 We ensure that service users' health and wellbeing needs are met. Service Strengths At this inspection, we found that the performance of the service was good for this statement. We looked at emotional well-being and related records kept by the service. We observed the children at play and spoke with staff, children, and management. We considered information written and verbally presented by the staff. We observed children using their skills; this included moving freely between activities, and carrying out activities independently as they moved around the premises. The resources and experiences created an environment that gave children independence. Children played freely at their own pace, made decisions and applied choice. They were motivated and happy in the staffs care. We found that experiences were enjoyable and stimulating for the children. Staff supported the children in their decisions. Children were encouraged to share their views and opinions; they were involved in making choices. This showed they were respected, responsible and included. We found the service promoted a wide range of healthy living initiatives. This ranged from outdoor learning, recycling and eating healthily. They were involved in health and well-being projects. The benefit of taking part and promoting these areas had provided children and families using the service with page 10 of 23

11 information on making healthy life choices. Snack time had improved since the last inspection. Children were more involved and they enjoyed these experiences. Carers at the inspection knew what their children were learning about and said the service had improved. Staff were knowledgeable about child protection procedures and were confident in applying these. This meant that staff would keep the children safe. Procedures are in place for emergencies, risk assessments are completed, and accident books are kept. Based on the findings at this inspection the grade for this quality statement is good. 12 Quality Theme 2: Quality of Environment Grade awarded for this theme: 3 - Adequate Statement 2 We make sure that the environment is safe and service users are protected. Service Strengths At this inspection, we found that the performance of the service was adequate for this statement. We looked at infection control procedures, lighting and heating systems and viewed the premises and how they were being used. Children were involved and could influence parts of the environment, the room layout and how they were used. Children were provided with knowledge, understanding, skill and confidence in their ability to cope with new and different challenges. Children were encouraged to participate in opportunities to explore the service and community environments. The environments supported them to express themselves in a variety of different ways. Children sought staffs assistance and were able to influence their own learning, how they spent their time, who they played with, and where they played. We could see that the children experienced appropriate interactions in a warm and nurturing environment. Younger children who needed more support were assisted by staff. Positive relationships between the staff and children were evident. Children benefitted from staff guidance in helping them to learn how to keep themselves healthy and free from the risk of cross infection. All children were learning how to wash and dry their hands properly before eating, and after messy play or using the toilet. They took part in hand washing which promoted good self-hygiene at the service showing clear links to them learning to be healthy, active and safe. Hygiene in the playroom and surrounding areas was of a good standard. Children who were able to accessed the toilets independently. page 12 of 23

13 The environment was welcoming, bright and hygienic. There was a lively atmosphere; children were busy, occupied and engaged and had a greater ownership in some of the environments they used. Carers at the inspection spoke about the changes made and liked the way the playrooms were laid out. Areas for improvement The service implemented the wellbeing indicators from the national framework 'getting it right for every child' (Girfec). Staff told us that importance was given to keeping children healthy. Staff knew about the nutritional guidelines and identified that it was difficult at times to govern the contents of lunch boxes. We recommend that staff continue to promote nutritious options and that this is improved. See recommendation one. At the inspection the air condition units needed repaired, there was little ventilation and the rooms were above the recommended room temperatures. By the second visit ventilation had improved. Staff did not yet record the room temperatures and failed to take action when the rooms were too hot. See recommendation two. Staff and children were heard to say how hot they were, and although children could access drinks, access to fresh air was restricted. Parts of the outdoors had been closed since August 2015 and this meant all children accessed the remaining usable space, reducing the time spent outdoors for each group. See requirement one. Based on the findings at this inspection, the grade for this statement is adequate. Grade 3 - Adequate Requirements Number of requirements The provider must make proper provision to meet the health, welfare and safety needs of service users. To achieve this, the time children spend outdoors must be increased. Children must have more access to fresh air. page 13 of 23

14 This is in order to comply with The Social Care and Social Working Improvement Scotland (Requirements for Care Service) Regulations 2011 (SSI 2011/210) regulation 4 (1) (a) Timescale for completion: 31 October Recommendations Number of recommendations To ensure healthier outcomes for the children, staff should make certain that the well-being indicators of GIRFEC are fully implemented and this should include the food given to the children at lunch time. National Care Standards for Early Education and Childcare up to the age of 16: Standard 2: safe environment, Standard 13: improving the service and Standard 14: well-managed service. 2. Staff should record the room temperature throughout the day and any action taken when the rooms are too hot or too cold. 15 Quality Theme 3: Quality of Staffing Grade awarded for this theme: 4 - Good Statement 3 We have a professional, trained and motivated workforce which operates to National Care Standards, legislation and best practice. Service Strengths At this inspection, we found that the performance of the service was good for this statement. We looked at staffs communication and interaction with children, staff awareness, knowledge of the children in their care, and how staff shared practice and implemented new initiatives. Staff were informed about children's needs and development, the children were motivated and happy in the staffs care. The care routines in place were appropriate. We observed staff interacting with the children; they were caring, considerate and had a professional manner. The children were confident and at ease communicating with them. Children received praise, encouragement and affection from staff. They were treated with respect and dignity. Written documentation to support the work of the staff was presented and provided information about the service. Personal plans were in use and contained relevant information. We heard staff reinforcing positive behaviour and they praised the children regularly. The staff and children had formed positive relationships. The children were happy and content and were provided with care and support that met their individual needs. The staff team had attended workshops and training focused on reviewing and developing the service they provided. For example learning programmes now involve parents and are reviewed regularly. page 15 of 23

16 Parents who took part in the inspection spoke highly of the staff and were satisfied with the service they provided. The told us they felt informed and involved. Since the last inspection there has been a change of management team and 70% are supply staff. The team have worked hard to improve the service and this is ongoing, staff are supported by the playroom manager and guidance for staff is in place. The staff and management team had a good awareness of how to progress the service while maintaining strengths. They told us communication with each other had improved and they spoke regularly. They considered how to encourage and support each other to provide the service. Based on the findings of this inspection, the grade for this quality statement is good. 17 Quality Theme 4: Quality of Management and Leadership Grade awarded for this theme: 4 - Good Statement 4 We use quality assurance systems and processes which involve service users, carers, staff and stakeholders to assess the quality of service we provide. Service Strengths At this inspection, we found that the performance of the service was good for this statement. During this period of transition the management team have been informally evaluating and monitoring the work of the staff while seeking support from North Lanarkshire Council. Since the last inspection the management team have focused on developing the service. They provided and action plan about their progress so far and what they were doing next. The changes to parts of the environment, staff team, plans that support children's well-being and parental involvement and aspects of the general service have improved. Staff understood the aims of the service and implemented service policies and procedures. They were confident in carrying out their role. The staff team displayed leadership values by taking responsibility for different areas of the curriculum and practice. Within these areas of responsibility they accessed resources, planned and implemented new initiatives to guide their colleagues in these new ideas. They now worked in teams of two and told us by sharing skills, and learning from each other they continue to develop a better understanding of their role. Some examples are that children were more aware of healthy eating and the impact of this. The walk way in the 3-5 play room ensured the children's play was uninterrupted. page 17 of 23

18 Staff demonstrated leadership traits by being open to initiatives and best practice. They behaved in a professional manner towards children and families, taking responsibility for their actions, valuing teamwork, supporting each other and mentoring new members of staff. Areas for improvement To raise the quality of the service the provider and the management team should continue to support staff to ensure they are more confident in evaluating for improvement. 19 4 What the service has done to meet any requirements we made at our last inspection Previous requirements 1. A number of proposed changes will require us to take formal regulatory action and others simply require us to be notified of these. In order to comply, where there are certain events or changes in a registered service, the provider must advise us and other relevant bodies of these. This requirement was made on 20 April 2015 We have been notified about changes to the service. Met - Outwith Timescales 2. The provider must timeously supply/notify the Care Inspectorate with information. In order to comply with this, the annual return, and the self-assessment must be submitted when requested and where, for example there is a change or absence of manager we must be formally notified with immediate effect. 20 5 What the service has done to meet any recommendations we made at our last inspection Previous recommendations 1. Children made decisions in the service and this should be extended. They should direct and lead their own play throughout the daily routine. Be further enabled to identify and better manage risk during general play. All staff should be involved in professional review and development. They should ensure their personal plans, self-evaluation and monitoring is more effective.
