1 1.0 Purpse The purpse f this plicy and prcedure utline the methdlgy t develp training and assessment strategies, implementing a cmprehensive training and assessment strategy, and t ensure that all training and assessment cmplies with the Australian Qualificatins Framewrk (AQF) and the Standard 1 (Clauses 1.1 t 1.4) f the Standards fr RTOs Respnsibility The DOS/Training Manager is respnsible fr the implementatin f this prcedure and t ensure that staff are aware f its applicatin and implement its requirements. 3.0 Plicy Requirements RGIT will ensure that in develping and delivering training and assessment strategies fr each f the training packages listed in scpe f registratin Methds used t identify learning needs, and methds fr designing training and assessment, are dcumented The requirements f the Training Package r VET accredited curse are met; including the endrsed cmpnents, being the units f cmpetency assessment requirements (assciated with each unit f cmpetency) qualificatins and credit arrangements (Clause 1.1) All training package and VET accredited training and assessment cmplies with the requirements f the AQF. Each learner is enabled t meet the requirements fr each unit f cmpetency r mdule in which they are enrlled The amunt f training t be prvided t each learner is determined by: Existing skills, knwledge and experience f the learner The mde f delivery When a full qualificatin is nt being delivered, the number f units and/r mdules being delivered as a prprtin f the full qualificatin is cnsidered (Clause 1.2) Cre and elective units, as apprpriate, are identified Fr its cmplete scpe f registratin, and cnsistent with its training and assessment strategies, the RGIT has sufficient: trainers and assessrs t deliver the training and assessment educatinal and supprt services t meet the needs f the learner chrt/s undertaking the training and assessment learning resurces t enable learners t meet the requirements fr each unit f cmpetency, which are accessible t the learner regardless f the lcatin r mde f delivery physical and/r virtual facilities and equipment available t accmmdate and supprt the number f learners undertaking the training and assessment (Clause 1.3) Meet all the requirements specified in the relevant training package r VET accredited curse. (Clause 1.4) 4.0 Prcedure a. Review individual training needs with the learner and identify apprpriate training cntent, level duratin and pathways (cre and elective units). This is perfrmed by talking with the learner and infrmatin cllected n the enrlment/applicatin frm (see paragraph 5.2) Page: 1 f 5

2 b. Cnduct a pre training review f each learner s previus educatin and training and identify any RPL r Natinal Recgnitin that may be applicable. This is currently embedded int the enrlment frm thrugh a number f vcatinal questins, literacy exercises and numeracy calculatins. c. RGIT will cnsider, and take int accunt, the need t allw learners t reflect n and absrb the knwledge, t practise skills in different cntexts, and t learn t apply the skills and knwledge in the varied envirnments that the real wrld ffers, befre being assessed. The prcess t achieve this is cntained in the Training and Assessment Strategy (TAS) and is als represented in the duratin and delivery structure f the curse. d. Assess language, literacy and numeracy (LLN) levels and requirements, referring learners t apprpriate assistance if required. Generally, if a learner has previusly cmpleted VCE r a Certificate IV level qualificatin their language, literacy and numeracy culd be assumed as sufficient unless the prpsed qualificatin has high demands in numeracy and literacy. Educatin level is requested n the enrlment/ applicatin frm. e. Candidates withut such qualificatin will be requested t undertake a language, literacy and numeracy test prir t enrlment r cmmencement f the curse. f. Enrl the learner in an apprpriate curse based n the learner training needs and each individual learner s pre-training review and language literacy and numeracy levels, in cnsultatin with each learner and their respnses n their Learner Training Needs Evaluatin and Learner LLN Evaluatin. g. Develp a Training and Assessment Strategy (TAS) fr each curse and training prduct n its scpe. The training and assessment strategy will be tabled fr apprval at the Trainer s Meeting fr apprval befre being adpted. The TAS will be reviewed befre cmmencing delivery and at least every 6 mnths, unless the training prduct has nt been delivered during the previus 6 mnth perid, in which case, it must be reviewed prir t the next delivery. h. Each Training and Assessment Strategy (TAS), fr every curse, must address the fllwing: Training Prdudct (Curse) including relevant curse cdes and name f curse r units if nt a cmplete curse All cre and elective units r mdules included in the curse. If a full qualificatin, the cre and elective cmpnents will be identified in accrdance with the structure defined in the training package r curse. Each elective must be identified s that planning may be prcessed fr delivery variables. Entry requirements must be identified and described Pre-requisite units and ther criteria must be identified and described Identify and describe c-requisite units, c-delivered units, clustered units State sequencing f delivery and assessment f units Mde f delivery e.g. face-t-face, n-line, wrkplace training, distance, mix mdes Entry requirements Identify and state any mandatry requirements fr learners t cmmence the prgramme; including qualificatins, wrkplace experience, language & numeracy requirements, physical attributes, cgnitive abilities, and any ther ability r cnditin that may influence the learners ability t cmplete the training Page: 2 f 5

3 Age requirements fr acceptance int the training and assessment prduct; such as minimum age f 18 years Duratin and schedule After an analysis f the learner chrt and review f the requirements f the training prduct, the training and assessment schedule will be determined and dcuments in the TAS. The duratin and scheduling will cnsider the need fr learners t fully gain and develp the skills and knwledge that the assessment will assess; allwing fr variatins f sme chrts due t specific learning needs. Assessment resurces, methds and timing All resurces that are specified in the training package r VET accredited curse will be listed n the TAS. It will include hw learners will have access t the resurces t prvide them with the best pprtunity t cmplete their study. It will list: the assessment resurce(s) assessment methds t be used timing f assessment any adjustments that may be needed t cater fr different learner characteristics Learning resurces The TAS will identify and recrd the learning resurces that will be used t guide learners s that they can btain and absrb the required knwledge and skills prir t assessment Human resurces Qualified trainers and assessrs wh are available t deliver and assess each unit f cmpetency level f the training prduct will be identified. This will be recrded either in the TAS r n a separate dcument. Physical resurces Physical resurces available and additinal physical resurces needed will be identified in the TAS fr each unit f cmpetency Strategies fr stand-alne single units r skills sets A strategy will be cmpiled fr any stand-alne single units r skills sets as utlined abve fr full curses. It will identify any pre-requisite and/r c-requisites units, and describe the sequence f delivery and assessment. It will identify and describe any industry licences and/r accreditatin required, any entry requirements and explain hw learners can readily attain the desired utcme Strategies fr assessment nly pathways If the training strategy requires an assessmentnly pathway, the TAS will include: assessment methds, timing and resurces hw issues will be addressed, such as the event that a learner des nt achieve the cmpetency any specific requirements, such as minimum industry experience Assessment attempts that learners may be allwed: tw assessment attempts are allwed fr each assessment befre being cnsidered nt yet cmpetent (NYC) and students will be required t re-enrlment int the unit r a curse, and additinal fees my apply. 4 Industry Engagement i. The TAS will describe the vlume f learning, as it cmplies with the Australian Qualificatins Framewrk (AQF), accrding t the fllwing table, r will utline the reasns that it is different (shrter r lnger). Reasns might include: the learner chrt may be already have sme f the skills and knwledge r be experienced in the area f training and assessment, and may need a shrter timeframe t acquire the skills and knwledge. In sme instances, it might be apprpriate t assess learners withut delivering the material due t existing skills and knwledge. the learner chrt may require a lnger timeframe due t learning difficulties (such as, but nt restricted t, physical disabilities, special learning needs, cgnitive abilities, and/r language, literacy, numeracy abilities), r a need t absrb r practice skills r apply knwledge in the wrkplace If the curse is structured t be cmpleted in a shrter time perid than described in the AQF table belw, a ratinale will be described in the TAS that utlines hw a specific learner chrt: has the characteristics t achieve the required rigur and depth f training can meet all f the cmpetency requirements in a shrter timeframe befre being assessed, hw learners will have time t reflect n and absrb the knwledge, t practice the skills in different cntexts and t learn t apply the skills and knwledge in the varied envirnments that the real wrld ffers.
