1 STANDARD 8: HUMAN RESOURCES INTRODUCTION Human Resources provides assurance that adequate faculty and staff are available to accomplish the mission of the technical college by meeting and often exceeding the standard requirements in all areas. We comply with the mission of the Louisiana Technical College (LTC) and of the Louisiana Community and Technical College System (LCTCS) performing diligent searches for qualified and competent personnel. The LTC Region 6 administration is committed to providing quality educational programs that assure excellence in workforce development. A. General 1. Duties and responsibilities of each position are specified in written job descriptions made available to staff members. Faculty and staff members of LTC Region 6 have access to written job descriptions which are contained collectively for LTC Region 6 in the administrative office of the main campus, LTC Alexandria Campus, for all LTC Region 6 personnel and also in the Human Resources Office located at LTC Avoyelles Campus. In addition, all campuses maintain files of job descriptions for their employees. During the interview process, the Campus Dean explains the job duties to applicants. All new personnel receive and sign a copy of their job description and receive a copy of the Personnel Manual during orientation. 2. The institution has provided and implemented appropriate and published procedures for handling complaints/grievances for faculty and staff consistent with the policies of the institution s governing board. LTC Region 6 has an established procedure for handling complaints and/or grievances for faculty and staff. This policy adheres to the grievance policy provided by
2 the LCTCS Board of Supervisors for resolving complaints and/or grievances for faculty and staff. A complete grievance resolution procedure is contained in the Personnel Manual, a copy of which is provided to each employee. 3. Appropriate procedures have been developed for the continuous evaluation of the performance and effectiveness of all institutional employees, with at least an annual written formal review and evaluation. Procedures for continuous evaluation of performance and effectiveness, which include an annual written review, are found in the Personnel Manual and are performed utilizing the LCTCS Board of Supervisors annual evaluation form. LTC Region 6 follows the current policy for the evaluation of all employees. The Faculty Evaluation and Planning Form is used for faculty and the Administrative Evaluation and Planning Form is used for unclassified employees. The State Performance Planning and Review Form is used to evaluate classified personnel. A signed copy of the evaluation is provided to each employee, and a copy of the evaluation for each employee is placed in a designated area at each campus of LTC Region Appropriate orientation procedures for all employees are maintained and followed equitably. The campus dean and/or the Human Resources Officer orient the new employee and include a review of the Personnel Manual. A review of the job description, responsibilities, and duties of each position are discussed at this meeting. The salary schedule is also presented, and during this orientation, a staff member from Human Resources or the campus Human Resource contact reviews employee benefits. Program department heads may assist with orientation when merited. B. Faculty 1. The institution has a sufficient number of faculty members to fulfill its mission and operate its programs.
3 The number of faculty positions for LTC Region 6 is governed by the LCTCS Board of Supervisors who must approve any new full-time or part-time positions for each campus. Personnel may be added when justified and funding is available. This region operates within the established guidelines to provide quality general and occupational education in all programs offered. Overall, the number of faculty is sufficient to meet the region s mission and to operate the educational training programs. Adjunct instructors, additional clinical Practical Nursing instructors, and continuing education instructors are hired when necessary. 2. Each faculty member has at least a high school diploma (or its equivalent) and demonstrated competency in the technical area of instruction. Each faculty member has earned a minimum of a high school diploma or its equivalent and has the necessary credentials/competencies required by the LCTCS Board of Supervisors to teach in his/her respective educational program. Specific instructor s qualifications can be found in Policy IS Faculty Job Description. 3. Additional requirements established for faculty members by the institution s governing board and/or state regulatory agencies are met. LTC Region 6 abides by the additional requirements established for faculty members by the institution s governing board and/or state regulatory agencies. Practical Nursing and Nurse Assistant faculty members are required to be certified by the State Board of Practical Nursing Examiners and the Louisiana Department of Health and Hospitals, respectively. Automotive Technology instructors must be Automotive Service Excellence (ASE) certified and the programs are National Automotive Technicians Education Foundation (NATEF) approved. Welding instructors are certified by the American Welding Society (AWS). Instructors, unless licensed or certified, are required to take and pass the National Occupational Competency Testing Institute (NOCTI) exam for their areas of instruction. Additional requirements for the various teaching disciplines are outlined on the website under the faculty job descriptions. Copies of the faculty certifications, college transcripts, and/or documentation of any additional requirements
4 are kept in the employee s personnel file located in the LTC Region 6 Administrative Office at LTC Alexandria Campus. 4. Faculty members who teach general education courses in Associate Degree programs hold a minimum of a Bachelor s degree with 15 semester hours or 23 quarter hours in the teaching discipline. (In exceptional cases, evidence of outstanding professional experience or creative achievement in the field may be considered in lieu of formal academic preparation.) All faculty members who teach general education courses in Associate Degree programs hold at least the minimum of a Bachelor s Degree and have been certified based on their professional experience in the teaching discipline. 5. Faculty members who teach in technical areas of associate degree programs have a minimum of an Associate Degree. (In exceptional cases, evidence of outstanding experience and skills in the technical field may be considered in lieu of formal academic requirements.) (Objective 8-B-2) Faculty members who teach in technical areas of Associate Degree programs have a minimum of an Associate s Degree or evidence of outstanding experience and skills in their technical field. In most cases, faculty members meet or exceed requirements. Proof that educational requirements have been met must be presented to the LCTCS Central Office before receiving certification to teach in an Associate Degree Program. A roster of instructional staff including education and experience is provided as an appendix to this standard. A copy of transcripts, certifications, licensure, and program-related credentials are maintained in the faculty member s personnel file. 6. The institution plans, provides, supports, and annually documents professional growth opportunities for and participation by all faculty members. Continuing education and professional growth opportunities are planned and offered to all LCTCS faculty members periodically. The LCTCS sponsors an annual Conference and Leadership Development Day. Other organizations such as the
5 Association for Career and Technical Education and the Louisiana Association for Career and Technical Education sponsor professional development opportunities for our faculty. Individual faculty member s professional and technical goals are encouraged and supported by the administration. Professional growth endeavors are documented with copies of participation certificates that are found in each individual instructor s personnel files. Additionally, instructors in each program area are encouraged to subscribe to relevant professional publications. 7. Documentation is available to demonstrate that each faculty member in a technical field maintains liaison with employers in the technical field through periodic visitations and personal contact. Faculty members who teach in technical areas are encouraged to maintain ongoing liaisons with employers by engaging in periodic visits and personal contacts. Faculty members are required to make industrial contacts and visits. Documentation of the industrial visits is maintained in the Administrative Offices of each campus. In addition, each campus submits monthly Business and Industry Reports to the LCTCS Central Office. The campus dean periodically reviews the documentation to ascertain compliance with this requirement. In addition to these visits, instructors collaborate with business and industry leaders through the advisory committee meetings. Each meeting is documented with recorded minutes. A copy of the recorded minutes of these meetings is kept on file in the Administrative Office and also in each department. C. Administrative and Supervisory Personnel 1. The institution has a sufficient number of administrative and supervisory personnel to fulfill its mission and operate its programs. LTC Region 6 has administrative and supervisory staff members who possess the talents necessary to accomplish the region s mission and efficiently operate the educational programs offered as demonstrated in the Roster of Administrative Personnel.
6 2. All administrative and supervisory personnel possess postsecondary education credentials and/or experience and have demonstrated competencies appropriate to their areas of responsibility. A roster of the administrative and supervisory personnel, including education and experience, is provided as an appendix to this standard. D. Instructional Support Staff 1. The institution has a sufficient number of instructional support staff members to fulfill its mission and operate its programs. The number of instructional support staff is determined through the LCTCS and the Louisiana Department of Civil Service and is currently sufficient to fulfill the region s mission and to operate the occupational programs offered. Instructional support staff is hired as needed and to the extent that funding allows. They are utilized to handle instructional and workload adjustments. A roster of instructional support staff, including education and experience, is provided as an appendix to this standard. 2. Clerical personnel are employed to maintain student records and financial records, to assist in producing instructional materials, and to prepare correspondence, reports, and other records as needed. (Objective 8-D-1) LTC Region 6 has the support staff to manage the clerical duties of the administration, finance and student affairs offices. These personnel consist of State Civil Service employees and unclassified personnel. This staff carries out the various functions necessary for managing/handling financial resources, maintaining student records, producing instructional materials, assisting with registration of students, preparing correspondence and reports, and performing other duties as needed.
7 3. All instructional support staff possesses education credentials and/or experience and have demonstrated competencies appropriate to their areas of responsibility. A roster of instructional support staff, including education and experience, is provided. The instructional support staff of LTC Region 6 possess the education and experience needed to perform their duties and responsibilities as outlined in their job descriptions and demonstrate competencies appropriate to their areas of responsibility. Documentation of the credentials of the instructional support staff is maintained in personnel files. E. Non-Instructional Support Services 1. Custodial services are available to provide routine care and maintenance of facilities and grounds for the institution. Custodial personnel are employed by LTC Region 6 to provide for the routine care and maintenance of the campus facilities and grounds. The roster of custodial staff includes the titles and their primary duties. 2. Preventative maintenance services are provided to ensure continued operation of the facilities. Daily cleaning of the buildings and grounds is performed at all LTC Region 6 campuses to ensure that the building and grounds are kept in good condition. All faculty members are required to clean their classrooms/shops on a weekly basis and to report any problems that need additional attention. Preventative maintenance services are provided as needed to ensure continued operation of the facilities.
8 CHALLENGES AND PROPOSED SOLUTION As the Louisiana Technical College moved into the new regional structure mandated by Act 506 of the 2005 Regular Louisiana Legislature, LTC Region 6 has endeavored to meet the challenges of evolving policies and procedures that must be learned and disseminated to all region personnel involved in the changed processes. When individuals are faced with change, it takes time for them to adapt to the change and become totally proficient in the new procedure. Additional challenges in the future may include adapting to a new software system which is being researched for adaptability and costs, changing and/or updating to new curriculums in all program areas, providing general education classes on each campus or through online classes to support the associate degrees, and maintaining quality instructors with the ability to respond to changing workforce demands. To address these and other challenges, LTC Region 6 evaluates the need for temporary and full-time instructors on a continual basis. Careful planning and rapid deployment of resources will be keys to future success. Expanding our professional development program and providing adequate financial support will ensure a future of quality education. Our faculty and staff will adapt to the changes as they have in the past. Our personnel strive to conduct themselves in a professional manner in this time of transition and are dealing with the difficulties presented when going from old policies to new. As a part of our transition to the regional system we have instituted the implementation of a new regional organizational structure. Job duties and responsibilities are being moved to different staff members who already had a sufficient workload but currently have the knowledge and expertise to handle the matters encompassed by the new position. We are, however, striving to distribute the workload as evenly as possible among the employees. At times, the need to secure the required approvals to process a new hire can result in delay, but the process has improved greatly in the last year. LTC Region 6 administration will deal with the changes as required and move forward in our mission to provide quality affordable training and continue in its tradition of meeting all challenges.
9 SUMMARY At this time, the administration, faculty, and staff of LTC Region 6 are adequate to fulfill its mission and operate the educational programs offered. The administration, faculty, and staff possess the necessary education, credentials, knowledge, and experience to adapt to the changing structure and will participate in the professional growth opportunities necessary to keep pace with changing technology. The success of the educational programs offered in LTC Region 6 is continuing to grow and will continue to provide quality education and training to our service area.
