2 Introduction This proposal is the upshot of a series of technical meetings involving the UNESCO World Heritage Centre and the Andalusian Historic Heritage Institute / the ALCUE network, which disclosed the need to organise an international meeting which would deal with problems arising from the planning of tourism at major archaeological sites declared part of World Heritage. THE OBJECTIVES OF THE SEMINAR The central purpose of the Seminar is to draw up a proposal on standards for the planning of the public and tourist use of archaeological sites declared World Heritage, in line with the requirements fixed in the Convention s Operational Guidelines in February The meeting is to give thought to the need to take the text of the World Heritage Convention as the point of departure for a planning tool, and to design the methodologies for the management of tourism according to the values which led to a site being placed on the World Heritage List. During these days studies will be presented of particular cases from which a variety of methodologies for analysis, and monitoring systems, will be brought together. PLACE AND DATE The Seminar is to be held in the Carlos V Palace in the Monumental Ensemble of La Alhambra and El Generalife (Granada) and is proposed to last four and a half days, from Sunday 19 February to Thursday 23. STRUCTURE OF THE SEMINAR The Seminar will be structured into four sessions of four hours each, morning and afternoon. During the morning, an introductory paper will be presented on a general transversal subject, plus several papers on case-studies focused on demonstrating specific experiences. During the afternoon, a working roundtable will be created, with the speakers from the morning session and any technicians from the various bodies involved, those responsible for other archaeological sites, and researchers invited to participate. Each of the three roundtables will have a Rapporteur responsible for channelling the various contributions toward the drafting of a final document on the Seminar s conclusions. Each roundtable has invited heads from Spanish or World Heritage archaeological sites to make a brief presentation. A coordinator will also be appointed for each day. During the first primer day of the Seminar, an internal meeting will be arranged between coordinators and the three Rapporteurs heading the three working roundtables, to plan the contents and the objectives to be covered at each session. 2

Reyes Ojeda (IAPH) Francisco Olmedo (The Alhambra Trust) Pedro Salmerón Escobar Head of Logistics: Fátima Marín (IAPH) Production: Emprese Pública de Gestión de Programas Culturales (Public Corporation for Management of Cultural Programs) Alhambra Coordination: PROPOSED TRANSVERSAL SUBJECTS AND CASE STUDIES The presentation is proposed each day of a paper by way of introduction on transversal subjects which may affect a wide range of archaeological sites, and various case-studies which raise the problems of specific sites and the measures taken for public visits and use. Three transversal subjects have been selected, so that the Seminar is structured into three phases for attaining the objectives raised: 1. The state of the question: review of problems inherent to visits to archaeological sites declared World Heritage. (PROBLEMS). 2. Analysis and study tools: toward a methodological standardisation. (RESOURCES). 3. Operational guidelines for a future Plan of Action on the Planning of Public Use of World Heritage archaeological sites, to be tabled with the World Heritage Committee and the Countries belonging to the Convention (PROSPECTIVE). Each block will deal with various aspects related to the day s central subject, to that the working meeting which ends each session will formulate the subject from a variety of focuses and it becomes possible to present a set of proposals agreed on by the group. 3

There will also be debate on anthropic factors (erosion, saturation, vandalism) most affecting their conservation, and the forms of protection tried in the search for answers to questions such as How to ensure the quality of the cultural and natural resources of World Heritage archaeological sites, thanks to rather than despite the presence of tourists? How to link planning processes to the outstanding universal value for which the site was placed on the List? Those participating in the working roundtable will be asked to think about what was the main consequence of the site s inscription on the List, and its impacts have been measured. 21 February h.
