Deinstitutionalization $4,067, Employment Economic Impact From the 2005, Wichita State University Economic Impact of Employment Placements by Rehabilitation Services for Strategy Group report for Kansas Rehabilitation Services. $2,859, Return on approximately $1.1 Million SGF investment (based on SFY 2015) Each Kansas Center for Independent Living (CIL) delivers the four Core Services as mandated by the Rehabilitation Act: Information & Referral, System & Individual Advocacy, Independent Living Skills Training, and Peer Counseling. In Kansas, De-Institutionalization was added as the 5th Core Service.

2 The Kansas Association of Centers for Independent Living (KACIL) is a member association whose mission is to provide a powerful framework so that member Centers continue to excel in advocacy and services ensuring that all Kansans with disabilities have opportunities for independent living and enjoy their civil and human rights. All Kansas CILS (KACIL members and others) meet the Rehabilitation Act of 1973 definition of a Center for Independent Living. The term "center for independent living" means a consumer controlled, community based, cross disability, nonresidential private nonprofit agency that is designed and operated within a local community by individuals with disabilities and provides an array of independent living services. All Kansas CILs are required to complete an annual 704 report documenting the types of people and the types of services provided. This document represents the combined numbers for all Kansas CILS in CILs are required to serve people without regard to the type or severity of the disability, a person s age or a person s income. In 2015 Kansas CILs delivered services to people with physical, intellectual developmental, mental health, vision, hearing and multiple disabilities.

3 Information & Referral Services ,454 people received information needed CILs provide information and referral services to maximize people s use of various community resources. Information on an unlimited variety of issues is provided by printed information, , web sites, fax, phone, or meeting directly with an individual. This service is provided to everyone: people with a disability, family members, community service providers, and other community members who do not have a disability. CILs follow-up on referrals to ensure I & R recipients gain the needed resources and information.

4 Independent Living Skills Training ,754 people received independent living skills services Independent Living Skills Training includes instruction to develop independent living skills in areas such as personal care, coping, financial management, social skills, and household management. This also includes education and training necessary for living in the community and participating in community activities. Skills are usually taught one-on-one until the consumer has obtained the abilities needed in the area of instruction. The training may occur anywhere (at the center, in the community, in the consumer s home) for the length of time necessary.

5 Peer Counseling Services ,581 people received peer counseling services Individuals with disabilities who have gained knowledge and coping skills assist others in coping with their disability -related experiences. Trained peer mentors provide peer sharing, information, resource referral, emotional support and training. Peer Counseling is provided to people with disabilities by other people with disabilities. Peer counseling may take place by phone or in person.

6 Deinstitutionalization People with disabilities who requested to leave a nursing home or institution People with disabilities who are in progress of leaving a nursing home or institution 2015* People with disabilities who successfully transitioned into community 99 *Statistics from Kansas CILs 704 reports for the Fiscal Year Most often, when a person with a disability lives in a nursing home or institution they no longer have a home, furniture, household goods, a bank account, or even clothing. Kansas CILs assist any person who wants to leave a nursing home or institution whether they qualify for a program that offers assistance or not. For example: Money Follows the Person (MFP) Medicaid funds will help to secure a home, furniture, household goods and a transition specialist who will help the individual procure those items. However, MFP funds do not cover learning the Independent Living Skills of transportation, budgeting, landlord relations, and most important, peers. The 2014 Amendments to the Workforce Innovation & Opportunity Act made CIL s the only federally mandated entity to facilitate bringing people with disabilities out of nursing homes and institutions. Additional funds were not included.

7 Deinstitutionalization Due to the lack of standardized KanCare reporting methods, we will utilize data from KDADS 2015 Kansas Nursing Homes Daily Medicaid Rates report and the Kaiser Foundation Medicaid Home and Community-Based Services Programs 2012 Data Update to compare costs and calculate savings to Kansas. Nursing Homes KS Nursing Homes Average Daily Medicaid Rate $ X 365 Days $56, per year Home Community-Based Services (HCBS) Frail Elderly (FE) & Physically Disabled (PD) Average weighted per person cost $15, per year Deinstitutionalization Savings? $41, per year X 99 People CILs saved Kansas $4,067,860.50

Kansas CILs utilized the 2005 report statistics: 140 $12, average annual wage Impact: $1,722, Direct Wages Direct Wages, Kansas Income Tax, Kansas Sales Tax (5.3% in 2005), & Local Sales Tax (1%) equal $1.66 total economic earnings. Total Economic Impact: $2,859, Kansas Jobs Created

9 Individual Advocacy People with disabilities achieved self advocacy goals Individual Advocacy is one person assisting an individual with a disability with gaining or obtaining goods or rights they are entitled to. When an individual does not have knowledge about the civil rights laws that protect them, CILS provide education on that law such as the Americans with Disabilities Act, Fair Housing Act, Kansas Act Against Discrimination, and Kansas Residential Landlord & Tenant Act. Kansas CILs provide support, assistance and/or representation depending on what the individual requests. Fighting for your rights is a major step towards self-sufficiency!

10 Youth (ages 14-24) Youth with disabilities received transition services The 2014 amended Workforce Innovation and Opportunity Act will require CILs to provide transition services to youth with disabilities into postsecondary life as a core service with regulations released soon to assure young people have the tools needed to be self-sufficient. Those tools include learning how to use Assistive Technology, Vocational Rehabilitation, Centers for Independent Living, Social Security, and more as stepping stones to reach their future goals. Whenever possible Kansas CILs are partnering with schools to educate transition youth and their families about the possibilities of living a self-sufficient lifestyle that does not include SSI for life. The education to youth is usually supplied by a person with a disability. Remember over 50% of CIL staff, management and boards represent people with significant disabilities. We are proof that self-sufficiency is possible, the minute we walk through the door.

11 Kansas Centers for Independent Living History In the late seventies, through provisions of the Rehabilitation Act Centers for Independent Living were started in Kansas utilizing federal funds exclusively. Lawrence (Independence, Inc.), Kansas City (The Whole Person), Topeka (Topeka Independent Living Resource Center), and Hays (LINK) were the first four CILS in Kansas. LINK was the first Independent Living Program implemented in a rural setting in the mid-western United States. In 1982, Independent Connection in Salina was established as the first state funded program. The Wichita Center, then called Project AID (Independent Living Resource Center), was established with state funds in July of In 1984, the federal government provided funding to states for Title VII Part A. In order to receive funding, each state was required, in conjunction with consumer groups, to develop a state plan for Independent Living, which would describe how these funds would be used. In 1985, funds were directed by the state for the development of three new CIL's: located in Valley Falls, (Delaware Valley Center for Independent Living) Osage City (Resource Center for Independent Living) and Wamego (Three Rivers). In 1993, a coalition was successful in accessing state general funding for three additional CIL's: Kansas City, Kansas (Coalition for Independence), Parsons (Southeast Kansas Independent Living) and Dodge City (now being served by PILR out of Hutchinson). In 1996, KACIL and the SILCK advocated for and received funding from the legislature for an additional $400, to fund two additional CIL's in Hutchinson (Prairie Independent Living Resource Center) and Garden City (now served by LINK).
