Overview of Central Valley Project Integrated Resource Plan (CVP IRP) - Technical Approach Presentation to California Water and Environmental Modeling Forum By Brian Van Lienden, CH2M HILL February 28, 2011

PROJECT OVERVIEW CVP IRP Mission Statement The CVP IRP, developed in partnership with stakeholders, will chart a path forward for the CVP to anticipate and adapt to the numerous water resources management challenges of the 21 st century, including: Water supply reliability Infrastructure and operations Socio-economic and environmental conditions Changing climate

CVP IRP Objectives PROJECT OVERVIEW Perform a scenario-based CVP Division-specific supply and demand analysis incorporating the potential impacts of climate change and other factors Analyze potential impacts on CVP infrastructure and operations Involve stakeholders in identification and analysis of a portfolio of potential water management actions Perform trade-off analyses to determine effectiveness, acceptability, and efficiency of adaptation strategies

PROJECT OVERVIEW CVP IRP Approach for Incorporating and Adapting to Future Uncertainty Effective treatment of uncertainty is key to project success Trajectory of major influences on the Central Valley system is uncertain and cannot be represented by a single view Uncertainty is being addressed through a Scenario Approach Explore alternative views of plausible futures Understand how system responds to those futures Assess future risks and develop robust adaptation strategies Plausible Scenario Funnel

CVP IRP Approach Potential Water Management Actions Critical Uncertainties and Scenario Development Agricultural Water Demand and Productivity Hydrology & Systems Analysis WEAP: Hydrology Demand Estimation CVP/SWP Intertied Water System Local Water Management Actions CalLite: CVP/SWP System Operations Water Management Actions PROJECT OVERVIEW Stakeholder Interaction Performance Assessment Tools Performance Metrics Trade-off Analysis Water Mgmt. Strategies Reporting of Results Reporting of Results

Critical Uncertainties and Scenario Development (Task 1) PROJECT OVERVIEW 18 scenarios bracket the range of uncertainty: Three future socioeconomic conditions Current Trends Slow Growth Expansive Growth Six future climate conditions 1 reflecting historical conditions without climate change 5 reflecting climate change conditions

Socioeconomic Futures PROJECT OVERVIEW Population data sources used for each scenario: Scenario Current Trends DOF PPIC* Slow Growth PPIC PPIC Expansive Growth PPIC PPIC * Adjusted to match trend of DOF estimates DOF = State of California Department of Finance PPIC = Public Policy Institute of California

CVP IRP Population Scenarios PROJECT OVERVIEW

CVP IRP Irrigated Land Area Scenarios PROJECT OVERVIEW

PROJECT OVERVIEW Example Agricultural Demand Scenarios (Average Year)

PROJECT OVERVIEW Example Urban Demand Scenarios

CVP IRP Approach Potential Water Management Actions TASK 1 Critical Uncertainties and Scenario Development Agricultural Water Demand and Productivity Hydrology & Systems Analysis WEAP: Hydrology Demand Estimation CVP/SWP Intertied Water System Local Water Management Actions CalLite: CVP/SWP System Operations Water Management Actions PROJECT OVERVIEW TASK 2 TASK 3 TASK 4 Stakeholder Interaction Performance Assessment Tools Performance Metrics Trade-off Analysis Water Mgmt. Strategies Reporting of Results Reporting of Results

Identification and Analysis of Water Management Actions A list of water management actions is developed, in consultation with stakeholders, for further analysis Water management actions are then analyzed in CalLite PROJECT OVERVIEW

Analysis of Water Management Actions Example CalLite Dashboards: PROJECT OVERVIEW

PROJECT OVERVIEW Performance Assessment Tools Objective: Provide data for trade-off analyses between potential water management actions Currently available tools will be enhanced to perform analyses across range of future uncertainty Models to be used: Urban Economics: LCPSIM & OMWEM Agricultural Economics: SWAP Temperature: SRWQM & SJRWQM Power & carbon impacts: LTGEN & SWP_Power

PROJECT OVERVIEW Example Performance Metrics Water Supply Supply-demand imbalance Export water quality Power CVP/SWP generation CVP/SWP use Groundwater pumping Socioeconomics Urban economics Agricultural economics Cost estimation Ecosystem Delta water quality Temperature Endangered species Habitat Other Recreation Flood control Misc.

PROJECT OVERVIEW Trade-Off Analysis and Robust Water Management Strategies Reliability (i.e. Frequencey of Full Delivery) Example Water Management Actions Performance Water Management Actions (i.e. Current infrastructure and operations, expanded desal) Future Uncertainty - Scenarios (4 supply x 4 demand)

Trade-Off Analysis and Robust Water Management Strategies PROJECT OVERVIEW Best water supply performers Performance Best ecosystem performers Best hydropower performers Water Management Option Performance Across Metrics Risk

PROJECT OVERVIEW Example Decision Support Matrix Potential Water Management Actions Reliability Acceptability Cost Water Use Efficiency Infrastructure Improvements Storage Desalination Single-year Water Transfers Recycled Water Conjunctive Use MEDIUM HIGH HIGH MEDIUM HIGH LOW HIGH $ $$ $$$ $$$$ $$ $$$ $

PROJECT OVERVIEW Decision Support and Analysis Tool

PROJECT OVERVIEW CVP IRP Outcomes Develop a suite of decision-support tools and set up an approach and methodology for analyzing water management actions Perform an evaluation of potential water management actions Provide an analysis framework that other federal and state programs can build upon and use for their own analyses
