1 Plan and Specifications for Ruffed Grouse Habitat Rehab in the Allegan State Game Area Project Description: The Allegan Conservation District (ACD) is a local unit of state government with a service area including the whole of Allegan County, Michigan. The mission of the Allegan Conservation District is to help all land users wisely manage the natural resources of Allegan County. Currently the Allegan Conservation District is working to improve 49.1 acres of land located within the Allegan State Game Area for the purpose of expanding ruffed grouse and other gamebird species habitat. As part of this work, the Allegan Conservation District is planning to treat 6.1 acres of black locust, 17.0 acres of Scotch Pine, 17.0 acres of tag alder, and 9.0 acres of aspen. Treatment in some of these areas will be followed by the planting of roughly 3,300 native trees and shrubs to re-establish habitat where needed. All project sites are located primarily in upland areas, though some areas of aspen can be moist during certain parts of the year. A Michigan Department of Natural Resources Wildlife Habitat Grant is being used to assist in the implementation of this project and relevant State requirements apply. Davis Bacon Wage Rates and Prevailing Wage rates do not apply. This project must meet the requirement of 1976 PA 453 (Elliot- Larsen Civil Rights Act) and 1976 PA 220 (Persons with Disabilities Civil Rights Act), as amended. Project Timeline/Work Plan: Proposed Timeframe Task Entity Responsible November 2015 to January 2016 Site Marking and Preparation. /DNR April 2016 to May 2016 Perform habitat enhancement work with skid steer where possible. Perform invasive plant treatment where necessary (black locust site) in manner acceptable by DNR Best Control Practices. Coordinate and perform volunteer tree planting event at sites where treatment has already been completed. Coordinate and perform volunteer tree cutting at sites where use of skid steer is not feasible. Contractor Contractor Qualifications: Qualified contractors must have current insurance and licensure to operate any equipment used for the project and at least 2 years experience performing work of a similar nature. The contractor must have the equipment and staff necessary to perform the required treatments and is responsible for

2 transportation of the equipment. Prior to initiation of any work on the project a signed contract agreement between the ACD and the contractor must be on file. Pre-Bid Meeting A pre-bid meeting will be held at the Allegan State Game Area, th Avenue, Allegan, MI on January 12, 2016 at 9am. Attendance at the pre-bid meeting or meeting with the ACD is mandatory prior to submitting a bid to ensure complete understanding of project requirements. Treatment locations vary greatly in structural and operational conditions. Right to Reject Proposals: The Allegan Conservation District reserves the right to reject proposals submitted from contractors who do not meet the above mentioned qualifications. Price Proposal All prices/rates quoted in bidder's response to this work statement will be firm for the duration of the contract. No price changes will be permitted. This project will be bid on a lump sum basis by treatment location. The price for each treatment location should reflect the complete cost of treatment as specified for each location. This includes the cost of all equipment, labor, and transportation. NO additional charges (such as equipment repair) beyond the original bid price will be permitted. Bidders may submit bids for any combination of treatment locations and treatment techniques (hydro axing or mowing). The ACD reserves the right to award each location separately and to different contractors if price and overall proposal warrants. The ACD does not guarantee to award all sites, and will determine sites to be awarded based on priority and bid submissions. Please include any price concessions your company would be willing to extend, such as prompt payment discounts or multiple site award discounts. Information Required from Bidders 1. If any support is to be provided by a subcontractor, said subcontractors are to indicate their capability and willingness to carry out the work. 3. Prior Experience - Indicate here prior experience of your firm which you consider relevant to the successful accomplishment of the project defined by the project outline. Include sufficient detail to demonstrate the relevance of such experience. 5. Project Staffing - The contractor must be able to staff a project team (or individual) which possesses the talent and expertise necessary to complete the tasks associated with this project. Include the number of professional personnel by skill and qualification that will be employed in the work. Indicate which of these individuals you consider key to the successful completion of the study or project. Identify key individuals by name and title.

3 6. Subcontractors - List here all subcontractors; include firm name and address, contact person, complete description of work to be subcontracted. Include descriptive information concerning subcontractor's organization and abilities. Any quantity discounts for treating more than one location or more than one application with your company should be included in the bid, and will be considered. Submit one bid (price quote) per treatment location, except that any materials provided must be listed as a separate bid price. Indicate any price discounts that may apply. Contract Payment The specific payment schedule will be mutually agreed upon by the ACD and the Contractor. In general, payment will be released after the contractor has notified the ACD of completion of a location and the site has been inspected and found complete by the ACD. Project Site Maps: Map 1:
