1 Attachment B List of Schools that Meet the College-Going Rate Requirement To be eligible for consideration, applicants must be a public high school serving, at minimum, 9 th through 12 th grade students. Eligible high schools must have a college-going rate that is less than the state average, as determined by the Tennessee Higher Education Commission. College-going rates will be determined using a three year average. The following list includes schools with a college-going rate less than the state average over a three year time period (Fall 2013 Fall 2015). The college-going rate includes high school graduates who enroll in a postsecondary institution by the fall immediately following high school graduation.
