The completed Ownership Certificate (A, B, C or D as applicable) as required by Regulation 6 of the Planning (Listed Building and Conservation Areas) Regulations A plan which identifies the land to which the application relates drawn to an identified scale and showing the direction of North. A copy of other plans and drawings or information necessary to describe the subject of the application: likely to be existing and proposed elevations, roof plans, floor plans and a block plan (all to scale). Design and Access Statement. Local Requirements (depending on the subject of the application) Schedule of Works. Heritage Statement (including Historical, archaeological features and Scheduled Ancient Monuments see LVL for further details). Photographs/photomontages showing the whole building and its setting and/or the particular section of the building affected by the proposals. Structural Survey. Frame surveys. Street scene views plans/drawings. Detailed drawings showing window section, eaves junctions etc. 4

5 Application for Advertisement Consent - The Town and Country Planning (Control of Advertisements) (England) Regulations 2007 Completed form (1 copy). A plan which identifies the land to which the application relates drawn to an identified scale, identifies the location of the site by reference to at least two named roads, identifies the proposed position of the advertisement and shows the direction of North (1 copy). A copy of other plans and drawings or information necessary to describe the subject of the application (1 copy) including: likely to be existing and proposed elevations (e.g. at a scale of 1:50 or 1:100); Advertisement drawing(s) (e.g. at a scale of 1:50 or 1:100) (showing advertisement size, siting, materials and colours to be used, height above ground, extent of projection and details of the method and colour(s)of illumination [if applicable]). The appropriate fee. Local Requirements may include some or all of the following: Lighting assessment (where illuminated advertisements are proposed details of the type and intensity of lighting). Photographs and Photomontages. Heritage Statement (including Historical, archaeological features and Scheduled Ancient Monuments). Lighting assessment (where illuminated advertisements are proposed details of the type and intensity). Photographs and photomontages showing the whole building and its setting and/or the particular section of the building affected by the proposals. Street scene elevations. 5

6 Application for a Lawful Development Certificate - for an existing use or operation or activity including those in breach of a planning condition (s191 of the Town and Country Planning Act 1990) Completed form. A plan identifying the land to which the application relates drawn to an identified scale and showing the direction of North Such evidence verifying the information included in the application as can be provided. A statement setting out the applicant s interest in the land, the name and address of any other person known to the applicant to have an interest in the land and whether any such other person has been notified of the application. Where such an application specifies 2 or more uses, operations or other matters, the plan which accompanies the application shall indicate to which part of the land each such use, operation or matter relates. The appropriate fee. Local Requirements may include some or all of the following: Plans including existing elevations (e.g. at a scale of 1:50 or 1:100), existing floor plans (e.g. at a scale of 1:50 or 1:100) and existing site survey plan (e.g. at a scale of 1:50 or 1:100). Lawful Development Certificate supporting information (e.g. sworn affidavit(s) from people with personal knowledge of the existing use, evidence of council tax, electoral role, bills, photos etc...). Block plan of the site (e.g. at a scale of 1:100 or 1:200 showing any site boundaries and proposed development). 6

7 Application for a Lawful Development Certificate for a proposed use or development (s192 of the Town and Country Planning Act 1990) Completed form. A plan identifying the land to which the application relates drawn to an identified scale and showing the direction of North. Such evidence verifying the information included in the application as can be provided. A statement setting out the applicant s interest in the land, the name and address of any other person known to the applicant to have an interest in the land and whether any such other person has been notified of the application. Where such an application specifies 2 or more uses, operations or other matters, the plan which accompanies the application shall indicate to which part of the land each such use, operation or matter relates. The appropriate fee. Local Requirements may include some or all of the following: Plans including existing/proposed elevations (e.g. at a scale of 1:50 or 1:100), existing/proposed floor plans (e.g. at a scale of 1:50 or 1:100) and existing/proposed site survey plan (e.g. at a scale of 1:50 or 1:100). 8 Application for prior notification of proposed agricultural/forestry development (Part s 6 and 7 of the General Permitted development order 1995 (as amended) A completed form or written description of the proposed development and the materials to be used. A plan indicating the site. The appropriate fee. It would be useful if the following is also submitted (as this could be required at a later date if prior approval is required): Application form. Landscaping details hard and soft. Plans - Existing and proposed elevations (e.g. at a scale of 1:50 or 1:100); Existing and proposed site sections and finished floor and site levels (e.g. at a scale of 1:50 or 1:100); Existing and proposed floor plans (e.g. at a scale of 1:50 or 1:100). Photographs/Photomontages. Statement explaining the following (if relating to agriculture) o That the development is an agricultural use at the site that meets the definition in s336 of the Town and Country Planning Act 1 o The extent of the agricultural unit o That the agricultural use is operating as a trade or business (and not a recreation or hobby) o That the development is reasonably necessary for the purposes of agriculture o That the development is designed for agricultural purposes o That the development meets all of the conditions and limitations in Class A and B of Part 6 of the General Permitted Development Order Details of buildings constructed within last two years prior to application. If the development relates to forestry, a statement should be submitted explain the forestry operations (size of the forest, type of work and nature of the business) and that the development is reasonably necessary to support the forestry enterprise. 1 agriculture includes horticulture, fruit growing, seed growing, dairy farming, the breeding and keeping of livestock (including any creature kept for the production of food, wool, skins or fur, or for the purpose of its use in the farming of land), the use of land as grazing land, meadow land, osier land, market gardens and nursery grounds, and the use of land for woodlands where that use is ancillary to the farming of land for other agricultural purposes, and agricultural shall be construed accordingly; 8

9 Application for a Larger Residential Extension up to 8m (Part 1 Class A of the General Permitted Development Order see also Condition A.4) A completed form or written description of the proposed development outlining the following o How far the enlarged part of the dwelling will extend beyond the original rear elevation of the dwelling o The maximum height of the extension o The height of the eaves A plan indicating the site. The address of any adjoin premises. The developers contact address. An address (if happy to receive electronic communication). The appropriate fee. It would be useful if the following is also submitted (as this could be required at a later date if prior approval is required): Plans - Existing and proposed elevations (e.g. at a scale of 1:50 or 1:100), site sections and finished floor and site levels (e.g. at a scale of 1:50 or 1:100); Existing and proposed floor plans (e.g. at a scale of 1:50 or 1:100). 9

10 Application for prior notification of proposed development - agricultural to residential (under Part 3 Class MB of the General Permitted Development Order 1995 as amended) Both CLASS MB(a) and (b) applications will need to be submitted with the following: A written description of the proposed development. A plan indicating the site and the proposed development. The developers contact address. The developers address (if happy to receive s). The correct fee. A flood risk assessment if located in a flood zone. It would be advantageous if the following is also submitted for Class MB(a) A completed application form. A plan indicating the site and showing the proposed development (including any garden, landscaping, hard surfaces, parking, turning and access arrangements). A land contamination assessment. Ecology assessments. Structural survey. It would be advantageous if the following was submitted for Class MB(b) Drawings or photographs of all existing elevations. Drawings of proposed elevations. Site plans showing landscaping, hard surfaces etc. Drawings of existing and proposed floor plans. Please also see the Council guidance note on Class MB development 10

11 Application for prior notification of proposed development - office to residential (under Part 3 Class J of the General Permitted Development Order 1995 as amended) A written description of the proposed development. A plan indicating the site and the proposed development. The developers contact address. The developers address (if happy to receive s). The correct fee. A flood risk assessment if located in a flood zone. It would be useful if the following is also submitted (as this could be required at a later date if prior approval is required): Clarification over parking and access arrangements. A Transport Assessment or Statement for larger proposals. A land contamination assessment. 11

12 Application for prior notification of proposed development retail to residential (under Part 3 Class IA of the General Permitted Development Order 1995 as amended) A written description of the proposed development. A plan indicating the site and the proposed development. The developers contact address. The developers address (if happy to receive s). The correct fee. A flood risk assessment if located in a flood zone. It would be useful if the following is also submitted (as this could be required at a later date if prior approval is required): Clarification over parking and access arrangements. A Transport Assessment or Statement for larger proposals. A land contamination assessment. A case/evidence that there is no reasonable prospect that the building would provide an A1 or A2 service, which would otherwise render the change of use undesirable. 12

13 Application for prior notification of proposed telecommunication development in respect of permitted development by electronic communications code operators (under Part 24 of the General Permitted Development Order 1995 as amended) A completed form or written description of the proposed development. A plan indicating the proposed location. The correct fee. Evidence that the developer has given notice of the proposed development in accordance with A.3(1)of Part 24 of Schedule 2 to the General Permitted Development Order Where the proposed development consists of the installation of a mast within three kilometres of the perimeter of an aerodrome evidence that the developer has notified the Civil Aviation Authority, the Secretary of State for Defence or the Aerodrome operator in accordance with A.3(2)of Part 24 of Schedule 2 to the General Permitted Development Order It would be useful if the following is also submitted (as this could be required at a later date if prior approval is required): Acoustic report where relevant. Supplementary Information Template (as set out in Annex F of the Code of Best Practice on Mobile Phone Network Development). 13

14 Application for Hedgerow Removal Notice (under the Hedgerow Regulations 1997) A completed form or the form set out in Schedule 4 to the Hedgerow Regulations A plan which clearly shows the location and length of the hedgerow(s) to be removed (if possible, please provide a plan to a scale of 1:2500. A different scale can be used so long as it shows clearly the location and length of the hedgerow or hedgerows that you wish to remove). Evidence of the date of planting. It would be useful if the following is also submitted as it may be requested at a later date: Arboricultural implications. Biodiversity survey and report - where a proposed development may have possible impacts on wildlife and biodiversity, information should be provided on existing biodiversity interests and possible impacts on them to allow full consideration of those impacts. See Planning Policy Statement 9: Biodiversity and Geological Conservation. Landscaping details. Heritage Statement: the removal of a hedge may have an impact on the historic environment. 14

15 Application for prior notification proposed demolition (Under Part 31 of the General Permitted Development Order 1995 as amended) A completed form or written description of the proposed development (1 copy). A statement that the applicant has displayed a site notice in accordance with A.2(b)(iii)of Part 31 of Schedule 2 to the General Permitted Development Order The appropriate fee. It would be useful if the following is also submitted (as this could be required at a later date if prior approval is required): Method of demolition. Statement explaining how demolition material will be disposed of. Statement explaining how ecology will be safeguarded. Method explaining how trees and other site features would be safeguarded. Details of site security during and after demolition. 15

16 Application for removal or variation of a condition following grant of planning permission (Section 73 of the Town and Country Planning Act 1990) Completed form (1 copy). The completed Ownership Certificate (A, B, C or D as applicable) as required under Article 7 of the Town and Country Planning (General Development Procedure) Order In addition, where Ownership Certificates B, C or D have been completed, notice(s) as required by Article 6 of the Town and Country Planning (General Development Procedure) Order 1995 must be given and/or published in accordance with this Article. Agricultural Holdings Certificate as required by Article 7 of the Town and Country Planning (General Development Procedure) Order Design and Access Statement, if required. The appropriate fee. Local Requirements may include some or all of the following: Depends on the nature of the application please discuss with the planning department. 16

17 Application for Approval of Details Reserved by Condition There are No for applications for the approval of details reserved by condition except that they should be made in writing. It would be advantageous if the following was submitted though (along with sufficient information to deal with the details reserved by condition) A plan which identifies the land to which the application relates drawn to an identified scale and showing the direction of North. A copy of other plans and drawings or information necessary to describe the subject of the application. Details of the condition(s) relative to the application. 17

18 Application for Tree Works: Works to Trees Subject to a Tree Preservation Order (TPO) or Notification of Proposed Works to Trees in Conservation Areas (CA) (under Part 8 of the Town and Country Planning Act) Please use this checklist to ensure that the form has been completed correctly and that all relevant information is submitted. For works to trees protected by a Tree Preservation Order, failure to supply sufficiently precise and detailed information may result in your application being rejected or delay in dealing with it. In particular, you MUST provide the following: completed and dated application form, with all [mandatory] questions all answered (1 copy); sketch plan showing the location of all tree(s); a full and clear specification of the works to be carried out; statement of reasons for the proposed work; and evidence in support of statement of reasons, where required by the standard application form. For works to trees in conservation areas, it is important to supply precise and detailed information on your proposal. You may, therefore, wish to provide the following: completed and dated form, with all questions answered; sketch plan showing the precise location of all tree(s); and a full and clear specification of the works to be carried out. Whether the trees are protected by a TPO or in a conservation area, please indicate which of the following types of additional information you are submitting: photographs. report by a tree professional (arboriculturist) or other. details of any assistance or advice sought from a Local Planning Authority officer prior to submitting this form. 18

19 Discharge or Modify a s106 Agreement (s106a of the Town and Country Planning Act see also The Town and Country Planning (Modification and Discharge of Planning Obligations) Regulations 1992) An application for the modification or discharge of a planning obligation shall be made on a form provided by the local planning authority, which shall require the following information the name and address of the applicant;. the address or location of the land to which the application relates and the nature of the applicant s interest in that land;. sufficient information to enable the authority to identify the planning obligation which the applicant wishes to have modified or discharged;. the applicant s reasons for applying for the modification or discharge of that obligation; and. such other information as the authority consider necessary to enable them to determine the application. An application for the modification or discharge of a planning obligation shall include the information required by the application form;. a map identifying the land to which the obligation relates; and. such other information as the applicant considers relevant to the determination of the application. 19
