2 Introduction WaterAid s vision is of a world where everyone, everywhere has access to safe water and sanitation. As part of the organisational growth, WaterAid decided in 2011to expand its presence in Swaziland within the Southern Africa region to maximise the impact of its work. WA is currently having a pilot programme in Swaziland where some interventions have been initiated, but there is a need to grow the programme to a fully-fledged country programme in the next 2 years. At the end of this period, an external review of the pilot phase will be conducted to assess the viability of a fully-fledged country programmes. WaterAid s work in Swaziland will be in 3 main areas: Direct support for WASH service delivery. Sector capacity development Policy influencing and sector monitoring 2

3 Team Leader Place of work: Salary: Contract type: Mbabane, Swaziland Competitive with Excellent benefits 3 years Fixed term Contract, renewable based on successful performance and growth of WaterAid programme in Country Reports to: Manages: Budget responsibility: Regional Programme Manager 3 staff (tbc)* * tbc 3 staff to be recruited in total In excess of , currently one partner organisation in Swaziland Job purpose The purpose of the role is to lead on programme planning, development, effectiveness, quality assurance, learning and impact in Swaziland, ensuring that partners have the right capacities to make best use of WaterAid s programming approaches. Responsible and accountable for the strategic direction and effective management of the Country programming ensuring development, continued improvement in quality and impact of programmes and effective financial and human resource management in line with WaterAid Policy.The role will also make significant contributions to our influencing work, explore collaborative opportunities around programme delivery and advocating for change in how WASH is delivered in the country, to bring about equitable and sustainable change, and overall vision of everyone everywhere having access to Water and Sanitation by Reporting to the Regional Programme Manager, the Country Team leader will have a strong professional relationship with the Regional Advocacy Manager on country specific policy and advocacy work in line with our global priorities; and with the Regional Technical Adviser on technical aspects of our service delivery in line with global priorities. She/he will also have strong professional working relationship with Regional Funding and Grants Manager in all fundraising and grant management aspects of our work in Swaziland. As the most senior member of the team in country, the Team Leader is responsible for the development and successful delivery of the country strategic intent and plans for the period 2016/17 and 2017 /18 in line with WaterAid's global strategy. As a result the Team Leader will contribute to the development and implementation of a long-term strategic direction for the new country programme. Through strong strategic leadership to the country team and partners, the Team Leader will promote a management culture that is supportive, empowering and collaborative towards successful delivery of the programme. 3

4 Key Responsibilities: 1. Develop and successfully deliver WaterAid Swaziland s strategic thinking on programmes, policy and learning based on the prevailing country context and strategic Intent that reflects WaterAid s overall vision and strategy 2. Take exceptional initiative and oversee the growth of the country programme from the current pilot phase to a fully-fledged country programme 3. Successfully develop and deliver the approved Country strategic intent and plans in line with WaterAid s overall vision and strategy through effective day-to-day management of WaterAid in Swaziland 4. Lead on the preparation and submission of high quality internal quarterly, biannual and annual programme reports, and assists in the production of overall WaterAid Swaziland Country Programme reports 5. Represent WaterAid, develop strategic partnerships and strengthen external relationships with a range of actors and ensure that WaterAid Swaziland is acknowledged as a leader in the sector 6. Successfully implement WaterAid s programmatic approach ensuring strong synergy and linkages between service delivery and our advocacy and policy influencing work 7. Develop and support programme partners to implement new programme areas with strong advocacy and influencing components that are in line with WaterAid s global campaigns such as Healthy Start 8. Successfully manage and grow existing programmes as well as develop new programmes and projects and ensure that they are funded through restricted donor funding 9. Review quality of programme work at the country programme level to provide assurance to the Regional Programme Manager and Head of Southern Africa Region that the programme performance meets WaterAid s organisation standards 10. Lead on ensuring that learning from programme experiences are well documented, shared within the sector and evidence used to inform our advocacy, campaigning and policy work 11. Support partners to develop high quality programme/project plans and budgets, and ensure high quality WaterAid s operational plans are developed and successfully implemented 4

5 12. Lead on and facilitate research, evaluations, studies and documentation on key programme themes and disseminate programme best practice within the country, region and globally 13. Provide empowering and collaborative leadership and ensure effective management of staff the role is responsible for and promote a culture of openness and accountability in line with WaterAid s values 14. Monitor the implementation of the WaterAid Swaziland s work plan, and ensure that strategic and operational objectives are achieved effectively, and in line with WaterAid's overall strategy and policies 15. Encourage and actively promote cross sectoral linkages so that WASH is mainstreamed in other sectors and strong links are established with other sectors 16. Oversee management and monitoring of income and expenditure budget for strategic plans, as well as ensure effective financial controls are implemented and monitored in compliance with WaterAid global policy 17. Contribute effectively as an active member of the Southern Africa Regional Management Team and engage on regional / WA International initiatives as appropriate 18. Undertake any other duties as reasonably requested by the Regional Programme Manager and/or Head of Southern Africa Region Person specification: Prerequisites In country presence in Swaziland with frequent travel within Swaziland. Occasional travel within Southern Africa region and some other international travel. Travel could take up to 60% of the time. Eligibility to work in Swaziland will be an advantage. Essential Education At least a degree level qualification in a relevant discipline such as Social Sciences, Development Studies, Engineering, Environment Studies or any other subject as appropriate Knowledge and technical skills Experience in programme development and management Experience in developing and implementing long term strategic plans Proven experience of advocacy and policy influencing work Desirable Post graduate qualification in a related subject Experience of managing large budgets with diverse international donor base Proven experience of managing a Country Office Proven experience in managing organisational growth and change 5

6 Personal skills and qualities Experience of developing key strategic and operational approaches Experience of working in development, and preferably some exposure to the water and sanitation sector Proven experience in people management Experience of working in Southern Africa and a proven commitment to long term, sustainable development in Swaziland Ability to lead financial and budget management processes and ensure high level of accountability to internal and external stakeholders Proficiency in both spoken and written English Proficiency for word-processing, presentations and spreadsheets Proven ability to strategically lead and manage relationships of a team of professionals Experience in negotiating and networking with a range of stakeholders Experience of working with people from a variety of backgrounds Ability to think clearly and analytically Ability to work independently and consistently meet deadlines A strong commitment to nondiscriminatory development work and employment practices Consultative and empowering management style and willingness to learn from others Experience of community-based water supply, sanitation and hygiene promotion projects Experience of developing key strategic and operational partnerships with NGOs and Government for programme interventions An understanding of participative hygiene promotion approaches and methodologies Ability to develop innovative approaches to development problems. Proficiency in one or more local languages 6
