1 Supervisor - Engineering Civil Construction The City of Swan is the largest local government area within metropolitan Perth, covering more than 1,044 square kilometres and located less than 30 minutes from the Perth CBD. The City is a unique blend of residential, commercial, industrial and rural areas, including tourist destinations and historic sites. The City is responsible for over $2 billion of infrastructure including over 1,300km of roads, extensive stormwater drainage systems and footpaths. The City's construction crews undertake an interesting and varied range of work including multi-million civil construction projects. Strong and professional leadership, communication and presentation skills are required as you will be responsible for building and motivating multi disciplinary teams and liaising with a wide range of customers. To succeed in this role, you will have: Formal qualifications in Civil Engineering (Degree or Diploma) or 3-5 years practical experience in road & drainage construction and maintenance. Demonstrated experience in implementing works programs within specified quality standards, budget parameters and agreed timeframes Thorough knowledge and ability to motivate a team in proactively applying Occupational Safety & Health legislation, policies, procedures and practices Proficiency in a variety of MS Office and specialised software, and communication devices C Driver's License, Safety Awareness Training (White Card) The salary for this position is from $70,542 to $82,475 per annum, depending on the skills and experience of the successful applicant, plus commuter use of a City vehicle and up to 15.25% superannuation. The position is offered on a 9 day fortnight. Position Identification Title: POSITION DESCRIPTION Engineering (Civil) Construction Supervisor Position Number: Jobscope Level: 7 - LGIA Agreement/Award: Modern Award 01 Jan 10 Division: Operations Business Unit: Construction & Maintenance Date effective: November POSITION SUMMARY STATEMENT Supervise and monitor council staff and contractors involved in engineering construction and maintenance programmes. Provide the full spectrum of Supervisor responsibilities, including but not limited to the following :- Undertake Road Construction and Maintenance Undertake Drainage Construction and Maintenance Work to and monitor agreed project Budgets Work to and monitor agreed Programmes Work with Coordinator to develop estimates for each capital project Supply technical advice to team members on all projects Undertake Survey Set Out and Levelling on all projects Lead, motivate and facilitate the teams under your supervision Assist in ensuring that engineering activities are undertaken in an efficient and cost effective manner with a focus on best work practices, achieving productivity targets and providing feedback to workplace teams. Opportunity to participate in after-hours callouts on a roster system with other Supervisors. Assist workplace teams in the review and re-engineering of existing business processes and in the development of new processes. Support workplace teams in the development or implementation of new initiatives in a consultative environment. Participate in the development and application of quality management procedures. Participate in the development of work team agreements. Participate in the development, implementation and monitoring of customer service policies, standards and programs. Attend Divisional training sessions promoted by the Division. Assist with the implementation of Divisional strategies and policies.

Achieve set productivity targets on each project; communicate with team members, to achieve best value on each project. Work to agreed budgets, monitor daily expenditure against agreed estimates and programmes, ensuring set targets are met.. Ensure all OHS Polices and Procedures are implemented on all Construction and Maintenance projects Ensure the supply of materials and raising of appropriate purchase orders for authorisation Undertake basic engineering survey work as required Supervise and report on standard of work carried out by staff and contractors Attend to call-outs after working hours and organise the availability of employees for work after hours Have the ability and experience to supervise the construction and maintenance of road and drainage systems. Ability to follow processes and report any issues to Coordinator Use initiative to improve operational performance and apply problem solving skills Lead teams in monitoring performances, providing all necessary training and mentoring to ensure optimum output from all team members on each project. Ability to solve financial problems as requested Deal directly and promptly with customers (internal and external) in a respectful, sensitive, accurate and timely manner Provide effective communication skills both written and verbal formats Work cooperatively with other team members and contribute to group solutions through constructive feedback, ideas and suggestions Use appropriate negotiation, persuasion and authority in dealing with others Liaise effectively with Council staff, public authorities, customers and contractors on matters associated with Council s Plan and allocate daily workload to Supervised staff Co-ordinate staff daily time cards for attendance and ensure work performed is allocated to correct job numbers Work within set processes Ability to review job costs and problem solve in City s financial programme Ensuring budgets are set, monitored and controlled

7 Qualifications and Experience Requirements (essential and beneficial) to effectively perform the role. 1. Qualifications Current C class drivers licence Essential Beneficial Comments Current National Police clearance Formal qualifications in Civil Engineering (Degree or Diploma) or 3-5 years practical experience in road & drainage construction and maintenance. Current Senior First Aid Certificate 2. Experience Experience in roadworks and drainage construction and maintenance projects Experience and ability to multi task on a number of projects. Experience and ability to motivate and develop work crews to ensure harmony within the crew. Experience in monitoring and controlling financial expenditure Experience in work's programming/scheduling and cost estimating Demonstrated ability to interpret plans and undertake engineering surveying (set out and levelling) Apply contemporary human resource management principles to all customers Experience in writing correspondence and provide factual information verbally either by telephone or in person to a wide range of customers in a timely manner Lead and facilitate team meetings promoting OHS requirements and participate as a member of a multi-disciplinary team

8 Experience in using personal computers and associated software including but not limited to (Outlook, Project, Excel, Word, Financial systems) Ability to create systems or processes to enhance current procedures
