1 Performance Work Statement (PWS) For 6 th Recruiting Brigade Headquarters Security System Update and Upgrade 1.0 GENERAL: 1.1 Introduction: Organization. 6 th Recruiting Brigade Headquarters N. 5th Street North Las Vegas, NV Background: The 6 th BDE HQ s is located on a remote part of Nellis AFB. The current security system is outdated. The security system must be updated with current hardware and upgraded with additional security measures including new cameras and card readers NON-PERSONAL SERVICES CONTRACT: Services to be performed under this contract are non-personal services and no employer-employee relationship exists or shall exist between the government and the contractor s personnel. It is, therefore, in the best interest of the government to afford both parties a full understanding of their respective obligations Contractor personnel under this contract shall not: (1) Be placed in a position where they are under the supervision, direction, or evaluation of government employees; (2) be placed in a position of command, supervision, administration or control over government personnel, over personnel of other contractors under other government contracts, or become a part of the government organization; or (3) be used in administration or supervision of government procurement activities Employee relationship: The services to be performed under this contract do not require the contractor or their personnel to exercise personal judgment or discretion on behalf of the government. Rules, regulations, and requirements that are issued by the U.S. Army under its responsibility for good order, administration, and security are applicable to all personnel who enter the government installation, government leased property, or travel on government transportation. This is not to be construed or interpreted to establish any degree of government control that is inconsistent with a non-personal services contract Inapplicability of employee benefits. This contract does not form an employeremployee relationship. Accordingly, entitlements and benefits applicable to such relationships do not apply Working hours. The contractor shall address scheduled work requirements during normal working hours 8:00 AM to 4:00 PM, Monday through Friday, excluding all Federal Holidays. 1

2 Federal Holidays. IT services shall normally not occur on the following holidays below. However, for special projects it may be necessary to conduct activities during this period to avoid unnecessary system outages during normal business hours. Proper coordination shall be made with the COR to ensure that USMEPCOM personnel are available to support and allow access. Legal Federal holidays: New Year s Day Martin Luther King, Jr. Birthday Presidents Day Memorial Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day 1 January (or observed) 3rd Monday of January 3rd Monday of February Last Monday of May 4 July (or observed) 1st Monday of September 2nd Monday of October 11 November (or observed) 4th Thursday of November 25 December (or observed) When such holidays fall on a Saturday, the preceding Friday shall be considered a holiday. When such holidays fall on a Sunday, the following Monday shall be considered a holiday Govenrment Point of Contact: The Government Point of Contact will be provided at contract award SECURITY: Upon entering the Government facility, all personnel employed by or representing the contractor in the performance of this contract shall abide by 6 th BDE HQ security procedures that are in effect. Contractors shall sign in and out each day with the Government POC. 2. REQUIREMENTS: 2.1. Install Intrusion Alarms and Signal Systems in accordance with Install Access Control System in accordance with Install Video Surveillance System in accordance with GOVERNMENT FURNISHED PROPERTY 3.1. The government will provide the duress button system to be integrated into the new alarm system in accordance with The government will provide a computer to run the access control system in accordance with CONTRACTOR FURNISHED EQUIPMENT 2

3 4.1. General: The contractor shall provide all labor, equipment, materials, travel, parts, tools, supplies, vehicles, and services necessary to performance installation of the security system except that specified in paragraph Safety Equipment: The contractor shall provide all safety equipment for employees providing services under this contract. 5. SPECIFIC TASKS 5.1. Intrusion Alarms and Signal Systems There is an existing intrusion detection system installed at the facility by others. The contractor shall remove and box up the existing GE Concord BACP currently located in room 139. The contractor shall remove and box up the existing keypad located in the entry vestibule. This control panel and keypad are to remain on site The contractor shall provide and install one DMP XR500N-L burglar alarm control panel (BACP) or equal product in place of the removed GC Concord BACP as described. The contractor shall provide and install (01) keypad in place of the removed GC Concord keypad as described above. The contractor shall utilize the existing 110VAC for BACP primary power, the existing analog phone line for communication to the central station, and the existing cabling for the keypad The contractor shall provide and install two zone expanders near the aforementioned DMP XR500N-L BACP or equal product. Interface the existing alarm points with the BACP or equal product. (The second zone expander to be utilized to interface to the duress buttons mentioned later.) The contractor shall provide and install one supplemental power supply near the aforementioned DMP XR500N-L BACP or equal in room 139. The government will provide 110VAC outlet for power supply primary power. The power supply will support the alarm system and devices for 24-hour back-up should the site lose power Currently existing at this facility is a standalone / local duress button system. This system consists of a power supply and relay box. It also contains five duress buttons and five strobes. When a duress button is depressed it activates the interior strobes. The contractor shall connect these duress buttons to the monitored intrusion system. The contractor shall provide and install two red strobe lights. One is to be located in the front of the facility near the main entry vestibule. The second is to be located in the rear of the facility near room 143. The contractor shall provide cable to attach the DMP XR500N-L or equal product to the proposed locations of the strobes. These strobes shall activate when a duress button is pressed Contractor shall complete system cabling, programming, testing, and provide end user training on how to operate the system.. This system shall interface with the below mentioned card access system. Once the intrusion system is manually armed there shall be two methods to disarm it. Method one is the use of the keypad in the entry vestibule. Method two is to present a valid correctly programmed proximity card to one of the six readers located on the facility. 3

4 The alarm shall be programmed by the contractor for monitoring by the current monitoring company, Simplex- Grinnell. This includes open/close logging by user. The customer will have access to the vendors secure website to view alarm activity Replace Existing Access Control System The contractor shall remove and box up the existing DSC Maxsys PC4020 card access panel. This control panel is to remain on site An approved locksmith shall test and inspect or repair as needed the existing electronic door locking hardware. The locksmith shall also repair the cabling which services the exit and entry door near room The contractor shall provide and install one, eight-door Brivo card access control panel enclosures or equal products, on the existing fire rated plywood. The contractor shall provide and install five, two door controller boards within the aforementioned enclosure. This system shall be locally controlled. This system does not require software however requires being connected to the local LAN (wiring that controls the system). The system can be accessed by a PC / Laptop connected to the LAN. The government will provide a computer with Internet Explorer pre-programmed (the system WILL NOT go out to the World-Wide-Web Internet Explorer is the Graphical User Interface (GUI) that is used to manage the access software The contractor shall provide and install one expansion chassis on the aforementioned fire rated plywood near the eight door Brivo or equal enclosure. The contractor shall provide and install one eight position input / output board within aforementioned expansion chassis. This enclosure is to obtain power from the aforerequested 110VAC The contractor shall provide and install one supplemental power supply on the aforementioned fire rated plywood near the eight door Brivo or equal enclosure. This enclosure is to obtain power from the afore-requested 110VAC The contractor shall replace the existing eight combination keypads and card readers, door locking hardware, and peripheral devices with the PIV readers to read the customer s PIVII/CAC cards The contractor shall interface the Brivo ACP or equal product with the LAN The contractor shall set up the card data base and system parameters. An enrollment reader is included to assist in creating the cardholder data. The cardholder database shall be created by the contractor technician to demonstrate how it works. This is part of the customer training The contractor shall complete installation, test the system, and provide end user education Video Surveillance System 4

5 There is an existing DVR and cameras installed in the facility. The contractor shall remove and box up the existing Pelco 8ch DVR currently located within the closet in room 143. This DVR shall be left on site The contractor shall provide and install one American Dynamics 16ch analog / 8ch IP based hybrid DVR or equal product within the closet in room 143. This DVR shall not be interfaced with the US Army network due to corporate network security policy The contractor shall interface the existing Pelco PTZ cameras with the new hybrid DVR The contractor shall remove and box up the existing CRT monitor located on the desk in room 143. This monitor shall remain on site. The contractor shall provide and install one 19 LCD monitor in place of the removed CRT. It shall utilize existing 110VAC and cabling from the removed CRT The contractor shall provide and install one 19 LCD monitor in room 124. A wall mount will be provided by the government if required. The contractor shall provide and install cable from the DVR located in room 143 to the the monitor in room The contractor shall provide and install one 8ch POE switch within the closet in room Cameras to be added: The contractor shall provide and install one Axis mega pixel camera or equal product and wall mount on the southwest corner of the facility to view activity within the parking area / entries to the facility. The contractor shall provide and install the cable The contractor shall provide and install one Axis mega pixel camera or equal product and wall mount on the northwest corner of the facility to view activity within the parking area / entries to the facility. The contractor shall provide and install the cable The contractor shall provide and install one Axis mega pixel camera or equal product and wall mount on the east side of the facility (over main entrance) to view activity within the parking area / entries to the facility. The contractor shall provide and install the cable from the DVR / POE to the camera. The contractor shall fire caulk the exterior wall The contractor shall provide and install one Axis mega pixel camera or equal product and wall mount on the northeast corner of the facility to view activity within the parking area / entries to the facility. The contractor shall provide and install the cable 5

6 The contractor shall provide and install one Axis mega pixel camera or equal product and wall mount on the southeast corner of the facility to view activity within the parking area / entries to the facility The contractor shall provide and install the cable The contractor shall provide and install one Axis mega pixel camera or equal product and wall mount on the south side of the facility to view activity within the smoking area / entries to the facility The contractor shall provide and install the cable Complete system cabling, testing, and programming Provide five year maintenance and service warranty for all installed parts The Contractor shall provide user training to the HQ 6th BDE appointed contract on how to operate the installed equipment The Contractor shall be responsible for safeguarding all Government property in his/her work area The Contractor may be required to move furniture in the performance of the tasks identified herein. All furniture shall be returned to its original position after the services are performed. 6
