2 Director s Welcome On behalf of the program planning committee and my colleagues at the University of Illinois, I d like to welcome you to the 64th annual Traffic Engineering and Safety (TES) Conference. For decades, this conference has been the premier meeting in the Midwest region for transportation and safety professionals. It is a great place to network with colleagues and client s, discuss ideas and issues with experts, gain job-related knowledge and know-how, meet with students, and renew your sense of professional purpose. I trust that you will enjoy the diverse array of technical presentations, agency and industry updates, interactive exhibits, the poster session, and the social events at this year s conference.
