3 Clackamas County Business & Economic Development Community Economic Preparedness Community Assessment Tool Program Overview: The Clackamas County Community Economic Preparedness (CEP) assessment is to help analyze your community s strengths and areas where improvement is needed as it pertains to economic development. The assessment is based on input received regarding the economic conditions of your community. Responses to the assessment will provide a reflection of your community s readiness to retain existing businesses; attract new businesses; and growing small businesses within your community. Community Assessment: Clackamas County staff completed the CEP Community Assessment Tool with City staff (Renate Mengelberg) in order to ascertain the City of Canby s level of readiness for economic development opportunities. Overall the assessment reveals that the City of Canby has taken progressive measures to ensure their readiness for economic development opportunities. Key strengths identified in the assessment include: Fully served, available employment land supply Strong economic development support by City leadership and staff Strong partnerships with local, county, state and regional economic development agencies and organizations Established local economic development programs including: o Business retention, expansion, recruitment o Downtown revitalization o Tourism Skilled labor force within proximity to City Financial tools to assist with business development Highly sought quality of life Recommendations: After completion of the CEP Community Assessment Tool, Clackamas County staff compiled recommendations on areas where the City of Canby might improve their readiness for economic Development opportunities.

4 Clackamas County staff recommendations are summarized in accordance to the format in the CEP Community Assessment Tool. A. Organizational Capacity for Economic Development: The City of Canby has involved and engaged community leaders and informed knowledgeable staff. Community leaders understand and support economic development in their City. The community assembled a Rapid Response Team (RRT) and received training from Clackamas County Business & Economic Development staff. The RRT is designed to serve as a team of community leaders and professionals who can assemble on short notice to assist decision-makers interested in locating or expanding a business. In addition, City leaders and staff are informed of and involved in economic development efforts underway at local, county, state, and regional levels. The community has also benefited in the participation in the Ford Family Foundation Leadership Program. Recommendation: Clackamas County staff recommends that City leadership and staff continue economic development efforts currently underway. Further, we recommend that the community remains involved in local, county, state, and regional activities and continue to take advantage of economic development training opportunities, encouraging participation by a broad representation of community leaders. B. Strategies for Economic Development: The City does an excellent job with maintaining a database of available properties and makes this database available on local, county, and state websites. The City has also developed strong land use and zoning designations to provide an adequate mix of residential, commercial, and industrial land for future development. Recommendation: City staff shared that Canby is currently working on an Economic Development Plan. Clackamas County staff recommends that once the Plan has been adopted by the City Council, the contents are reviews and updated regularly to reflect Canby s changing economy. Elements of the Economic Development Plan should include/identify a business retention, recruitment strategy and, using data available through Clackamas County s Economic Landscape Plan and other resources, types of businesses best suited for Canby s geographical location, land availability, workforce, and local resources in the community. Upon request Clackamas County staff can provide examples of economic development plans and/or provide review and input on the local plan. A resource useful in compiling information for a community s economic development plan is an Economic Opportunities Analysis (EOA). If the City does not have a current EOA Clackamas County staff recommends conducting a current analysis. Funding for an EOA may be acquired through DLCD Technical Assistance Program. Upon request, Clackamas County can provide sample EOA funding requests for reference.

5 C. Business Retention/Expansion: City staff shared that they regularly conduct business outreach visits, along with City/County representatives and the Chamber of Commerce. In addition, staff indicated that Canby s Economic Development Department has a systematic program and local leadership support to work with companies and provide assistance; as well as to work with struggling businesses prior to closure. Recommendation: Clackamas County recommends that the City of Canby, along with the Canby Area Chamber of Commerce continue to conduct regular business outreach and share city, county and state resources and initiatives that might be of assistance to them. Clackamas County staff would be interested in joining City staff on business outreach visits. In addition, City staff indicated that Canby did not have a business recognition program. Therefore Clackamas County staff recommends working with the Canby Area Chamber of Commerce and Canby Main Street program to develop a program to recognize Canby businesses. Upon request County staff can provide examples of programs used in other communities. D. Business Start Up/Recruitment: The City of Canby has excelled at establishing resources and processes for attracting new business and providing assistance to startup businesses. The City s Welcome to Canby packet provides new businesses with information on the community and region, as well as provides information on available properties, incentives, and financial assistance programs. Canby has recently completed a Retail Market Analysis for use in growing business development opportunities in its commercial areas. In addition, the City is working with FCS Group to compete an Industry Cluster Analysis to provide a targeted approach to business expansion and recruitment. City staff recently assembled a group of community business leaders to serve on their Rapid Response Team (RRT). A RRT is a team of community leaders and professionals who can assemble on short notice to assist decision-makers interested in locating or expanding a business. Clackamas County staff provided training to the RRT and City staff has continued to convene the group to refine their message and achieve readiness when a business opportunity comes to the community. Recommendation: The City is well positioned in their business start-up/recruitment efforts and Clackamas County recommends keeping their resource materials current. We also recommend keeping the Retail Market and Industry Cluster Analysis updated and continue to convene training with your RRT. Clackamas County staff can provide assistance in these areas as needed.

6 E. Main Street Program: Canby has an established Transforming Main Street Program in its historic downtown core to support business development and downtown revitalization and preservation. The community has completed a Main Street Work Plan and has completed a Downtown Revitalization Master Plan through the ODOT TGM Program. In addition, the City has completed a Retail Market Analysis identifying business gaps and opportunities in the commercial core, as well as having recently completed a Parking Study substantiating that adequate parking exists downtown. Through the Main Street and Chamber of Commerce efforts, the business community is working to diversify its consumer base through First Friday and After 5 events. Recommendation: Clackamas County serves as the coordinating program for Clackamas Main Street communities. Clackamas County staff recommends Canby s Main Street Manager coordinate committee trainings on the Main Street Four-Point Approach and other areas to strengthen and build on downtown revitalization efforts. F. Tourism: The Canby Area Chamber of Commerce serves as the conduit for visitors and tourism development and the Clackamas County Fair Grounds serves as the local event center. The community works closely with Clackamas County Tourism and Cultural affairs Department on promoting and developing tourism opportunities. Recommendation: Clackamas County recommends that the City and Canby Area Chamber of Commerce continue to work closely with the Clackamas County Fair Grounds and Clackamas County Tourism and Cultural Affairs to promote and develop events and activities in Canby. G. Information for Economic Development: The City has done a good job compiling their economic development information. They have a community profile, promotional materials, and a strong online presence. Recommendation: Clackamas County Business & Economic Development is updating Community Profiles. County staff recommends that the City work with County on updating Canby s information. In addition, County staff recommends maintaining current information in printed material and online. H. Labor Force: Canby economic development staff has identified workforce training resources available to existing, expanding, or new businesses and feels that there is an ample, available skilled workforce in the area Recommendation: In order to have readily available labor force information for expanding or new businesses, Clackamas County staff recommends City staff work with Lynn Wallis at Worksource Oregon to gather data. Upon request Clackamas County staff can assist in compiling data.

Infrastructure Capacity: Canby is well suited for economic development growth and prosperity as the community has the following attributes: Available, industrially zoned employment lands Access to highway Proximity rail Excess water/sewer capacity Ample electrical and natural gas service Broadband high speed fiber served With digital switching capabilities In addition, the City has completed an infrastructure capital improvements plan which will support the economic growth of the community. Canby has a limited supply of vacant industrial buildings. Recommendation: Canby leadership has done a good job investing in its local infrastructure resulting in the availability of developable employment lands. County staff recommends that City and County staff work together on the Asset Mapping project to inventory available lands, identify development constraints, and develop strategies to make land development ready. Clackamas County also recommends City work with state and regional partners to market available employment lands to prospective businesses. J. Financial Resource: Canby has a number of local financial resources available to support business growth and development, including urban renewal, SDC credit/reimbursement program, and business revolving loan funds. Recommendation: County staff recommends working with local lenders on supporting small business loan programs. K. Quality of Life: Canby is a lovely rural area with a strong sense of community. The following attributes add to the quality of life: Clean, landscaped, attractive central business district Public transportation system Available variety of homes Quality schools Community parks and recreational areas Low crime rates The appeal and quality of life in Canby makes it attractive to prospective businesses. Recommendation: Clackamas County recommends the City include quality of life attributes in the community profile and additional materials.
