Politically restricted under section 2(1) of the Local Government and Housing Act Post holders are disqualified from being a member of other local authorities, a Member of Parliament or a Member of the European Parliament. In addition the post holders may not hold office in a political party, canvas at elections or attempt to influence support in any other way for a political party. To be undertaken in accordance with the Council s key values, agreed performance standards and the need for political sensitivity and awareness. Date of document: 31 March

2 PRINCIPAL OFFICER SPECIALIST AND CORE SERVICES (COURT AND PROTECTION): SCOPE OF ROLE & JOB DESCRIPTION Direct management of 7 Team Managers and 90 staff including staff from partner agencies Budgetary responsibility circa 5-10m Operational responsibility for: 6 Specialist Core Teams delivering Child Protection & Court Work Youth Offending Team Independent Domestic Violence Advisory Service Purpose of job: As Principal Officer Specialist and Core Services (Court and Protection) to work with the Management Board of Directors, the Chief Executive and Councillors in driving forward the strategic and transformational agenda set by Cabinet ensuring that all customers receive high quality, value for money services. To carry out the statutory responsibilities, duties and obligations identified in children s legislation and other associated children s legislation and statutory guidance. To undertake proper officer roles as laid down in the Council s constitution. Horizon scan and plan and, with the Director, lead, inform and influence on the Council s response to strategic, cross cutting, Children s Social Care issues to ensure the Council is best positioned to meet future challenges. Provide support to the day to day leadership across functional remit to achieve the corporate strategy aims through translation into and delivery of annual business plan objectives. Lead on the necessary changes to culture and practice to take forward the strategic and transformational agenda and ensure that appropriate structures are set, implemented and maintained. Develop and maintain successful joint working arrangements and partnerships with other Councils, internal and external service providers, and regional and local agencies to deliver high quality, cost effective services, representing the Council as an ambassador of the organisation Ensure allocated resources are deployed effectively to meet corporate and service performance priorities and to work with the Head of Children and Families Services to implement strategic organisational development and cultural change. 2

3 To ensure that training and development plans for Children s Social Care practitioners are consulted upon, developed and implemented and to ensure the workforce development strategy is implemented. Enhance the Council s reputation by promoting a positive image of the organisation to customers, partners and national and regional bodies. To ensure that Children s Social Care Services provide interventions that support and protect children and young people with complex and severe needs. Key Accountabilities: 1. To provide clear leadership and operational focus in the development, delivery and monitoring of the strategies, objectives and priorities for Children s Social Care ensuring effective management and delivery of high quality Children s Social Care services and to be accountable for protecting, planning and implementing children s various plans. 2. To ensure day to day operational management, contact and cover across the services within the remit of the Principal Officer Specialist and Core Services (Court and Protection) role including providing management cover out of hours. 3. To work pro-actively and closely with colleagues within the Directorate Management Team and across the organisation to identify, create and embed the necessary, sustainable changes in culture and practice to meet the strategic and transformational needs and aspirations of the Council. 4. To develop a positive model of valuing and developing staff, effective communication and engagement, a healthy organisational culture and high personal commitment and motivation on the part of all staff to achieve the best possible outcomes for our customers. 5. To ensure that all employees are aware of the aims, objectives and achievements of the Council and the standards of behaviour and performance expected. 6. To manage and maintain a coherent framework of performance management which ensures that staff are able to perform to the best of their abilities to achieve business objectives and performance management standards. Ensuring that service planning and delivery takes account of nationally and locally agreed performance standards and that there is effective preparation for and response to external inspection. To ensure that Children s Social Care staff participate in regular supervision and annual appraisal. 7. To develop and maintain constructive relationships between the Council and other local authorities, central government, the business and industrial sector and principal community and voluntary organisations and agencies. 8. To ensure the Council is able to demonstrate compliance with all policies and procedures, and robust management of health and safety, equal opportunities, customer care, emergency and business continuity planning, security and work standards. 3

4 9. To avoid/manage any conflicts which may arise as a result of the strategies, policies and activities of the Council and its political leadership. 10. To deputise for the Head of Children and Families Services as required. 11. Specific responsibilities for Principal Officer include: To ensure that policies and procedures within all operational areas of the service are developed, reviewed, updated and implemented. To work with the Customer Care and Complaints Officer to ensure a timely and appropriate response to all complaints and ensure that services demonstrate improvement as a result of valid complaints. Ensure a clear focus on equality of access and equality of opportunity for all children and young people. Ensure the active participation of children and young people, parents and carers in the design, delivery and monitoring of services. Ensure that consultation with, and feedback from schools and other partners informs service planning and delivery. 12. To undertake any such duties and responsibilities determined by the Chief Executive or Director commensurate with the nature of the post. 4

5 PRINCIPAL OFFICER SPECIALIST AND CORE SERVICES (COURT AND PROTECTION): PERSON SPECIFICATION Knowledge and Experience: A professional social work qualification/management qualification and significant evidence of continuing professional development. Registered with the Health and Care Professionals Council A track record of effectively leading a Children s Social Care Service within a large multi-disciplined organisation. Experience of supporting a large multi-disciplined organisation through major change and delivering outcomes at a senior management level in a demanding, complex and politically sensitive environment. A clear insight into the way in which the role and function of Local Government will change over the next decade. A successful track record of influencing, providing balanced professional advice and guidance to, and working productively with, senior decision makers in a complex political setting. Detailed knowledge and understanding of the issues and current developments in Children s Social Care. Knowledge, understanding and experience of the legislative framework of Children s Social Care. Knowledge and understanding of legislation in relation to equality of opportunity (e.g. DDA, Race Relations). Knowledge and understanding of quality assurance and inspection procedures. Knowledge of current best practice in Children s Social Care. Experience of leading, managing and motivating professional groups of staff to achieve progressively higher standards of service delivery, service improvements and cost reductions within challenging organisational circumstances. Some evidence of effective partnership working with partner organisations, private sector providers, public agencies, and statutory authorities. Experience and evidence of driving up levels of performance. Experience and evidence of business planning, decision making, policy implementation, quality and performance. Be able to demonstrate underpinning personal values, attitudes and behaviour and a proven track record of commitment to the portfolio/area of service responsibility. 5

Effective analytical, diagnostic and problem solving skills, including ability to manage own and others workloads and work to deadlines.
