2 Welcome from xxx Racing - Athletico! Welcome to northwest Illinois, home of the town of Elizabeth and the Eagle Ridge Resort & Spa, both of which have graciously offered to host the HILLinois Bike Race, presented by xxx Racing-Athletico. This weekend offers racers the rare opportunity to race in an Omnium, including a circuit race, to challenge themselves and one another. We look forward to competing with you again on the hilly roads the region has to offer, and then sharing race stories with you in one of the many inviting restaurants and watering holes in Elizabeth, IL or at the Eagle Ridge Resort. Race weekends like this only come together with the support of the hosts, so we ask you to join us in thanking our friends in Elizabeth and at Eagle Ridge. Thank the people on the street, thank the sponsors, and thank the public safety workers; we would not be here this weekend without their generosity. Please also show your appreciation by supporting Elizabeth s restaurants and shops. Ride safe, ride fast, and have a weekend of racing fun!

3 OVERVIEW This technical guide is intended to help everyone be prepared (the training is up to you.) The following pages provide detailed descriptions of the races and other important information. We are proud to be again racing under USA Cycling regulations and for the junior races to be part of the Road Development Race Series (RDRS). We recommend that you arrive as early as possible on Friday in order to pre-ride or drive the courses. 4 General Race Details While later pages have information on the unique elements of each race, the following provides information that is common to all races. USAC Permit Number: Event Director: Tom Perotti, who can be contacted at Social Media Important race-day information may be broadcast solely via Twitter. HILLinois to stay informed about important race developments. When tweeting or otherwise posting about the event, please use #HILLinos2016. General Rules As a USAC-licensed event, USAC rules apply to all of the races. One essential rule: Helmets must be properly worn at all times while on a bike, whether racing, warming up, or riding to/from your car. Officials Chief Referee... TBD Chief Judge... TBD Race Categories The categories for each of the weekend s races are as follows: Men: Pro/1/2 Women: Pro/1/2/3 Cat 3 Cat 3/4 Cat 4 Juniors: 9-14 years Cat years Neutral Support HILLinois will be offering neutral support for eaceh race. At each race, the neutral mechanics will be at the start/ finish area and follow-car(s) may be available during the road race. Although neutral wheels may be available, we strongly encourage racers to bring their own back-up wheels for placement in wheel vehicle(s). First Aid For minor scratches and bruises, care will be located at the adjacent to registration during all races. Midwest Medical Center will be on alert for the race and an ambulance will be on-call. Equipment Midwest Medical Center One Medical Center Drive Galena, Illinois fax For each race, all equipment used must be USACapproved for that type of race. Junior Gearing All juniors must use junior gearing. A roll-out will be required for all juniors immediately after each race (for the time trial, before each junior rider starts). Results Results will be determined by the Chief Judge. Results will be posted following each race online at HILLinois.com, as well as at the race adjacent to registration. Please keep in mind that asking the officials when results will be posted will just delay the actual posting! DNFs: Should a rider not finish a race for any reason, that rider should let the officials know so all riders are accounted for. DNFs do not automatically disqualify a rider from overall Omnium scoring, but they do receive zero points for that particular race.

5 Protests: There will be a 15 minute protest period after results are posted. Protests regarding results must be lodged with the Chief Judge during the protest period (protests for anything other than results must be lodged with the Chief Referee). The Chief Judge s decision after all protests of results are received will be final and, if necessary, a revised final results sheet will be posted. Any mistreatment of officials may result in disqualification. Website: Final results are expected to be posted on the HILLinois.com website no later than early the following week. Results also will be posted to USA Cycling ( as soon as feasible following races. Bib Numbers For all races, riders must wear a number in the designated location on their jersey. Bib numbers must be used as provided at check-in. No folding, cutting or otherwise modifying the bib numbers will be permitted. For those competing in the Omnium, the same numbers will be used throughout the weekend so do not lose them! Bib Number Placement Time Trial: RIGHT side or CENTER back Circuit Race: RIGHT side Road Race: RIGHT side Payouts Payouts for each race and the Omnium are described in the specific flyers at the end of this guide. Payouts can be picked up at the registration table shortly after the protest period for the race ends. Omnium riders are eligible for both the Omnium prizes as well as individual race prizes. Penalties The USA Cycling scale of penalties will apply. Feeds Please note that no food or drink will be provided to riders for the events; however, both will be available for purchase at numerous local establishments. For the Circuit Race and Road Race, there will be a designated feed zone. Please see the Circuit Race and Road Race sections of this guide for more details. Weather Races will be held rain or shine unless the officials determine that rider safety is unduly compromised. Please be sure to look at HILLinois.com for the most current information. Racer Registration All racers must register and sign waivers in order to receive their bib number. Registration will be available at different locations throughout the weekend, following the schedule for each race. Day of registration for remaining spots will be available for individual fields in the Circuit and Road races only. On-site and/or day of registration will not be available for the Time Trial or Omnium. Day of registration for allowed events will close 30 minutes prior to the start of any event. Omnium Information We are excited to offer this rare opportunity to race an omnium and look forward to three exciting races. While each of the races is described in greater detail on the following pages, below is information regarding omnium registration, scoring and prizes. Registration Pre-Registration for the Omnium is required for any rider wishing to be considered for Omnium placement. In other words, if you wish to compete in the omnium, then you must pre-register online! Registration for the omnium will automatically enter a rider in all three races. Pre-registration is available at HILLInois.com. ON-SITE OMNIUM REGISTRATION WILL NOT BE AVAILABLE. TO PARTICIPATE IN THE OMNIUM, YOU MUST PRE-REGISTER.

6 Omnium Points Omnium points will be awarded in each race based upon a racer s position among ALL riders (not just omnium competitors). For example, if a racer has the 3rd fastest time of all omnium racers in her category but is 5th among all racers in that category, then the omnium points that she would earn would be based upon a 5th place position. The time trial offers the fewest points but will provide the first tie-breaker, so riders should focus on doing as well as possible in the time trial. Points towards omnium ranking will be given according to the table below. Please note that only riders who participate in all three races will be eligible for omnium scoring. Riders need not finish a race (e.g., they may experience a mechanical and not finish) but must start each race (with a proper helmet and bike). After the road race, riders competing in the omnium will be scored to determine overall standings in each category. As noted above, the first tie-breaker for the omnium will be the rider who had the better time in the time trial. If the riders times were identical, then the tie will be decided in favor of the rider with the best placing in the road race. Leader s Jersey Following the time trial, a leader s jersey will be issued for each category and again at the conclusion of the circuit race. Racers in a leadership position within their category must wear the jersey in the next event. Prizes Once the results of the road race have been finalized, the omnium ranking will be determined and posted at the finish line. An award ceremony will be held at the finish line for each category s top three participants shortly after the award ceremony for the road race for that category. Omnium riders may win omnium prizes as well as individual race prizes. Racers must register for the omnium to be eligible for omnium prizes. Time Trial The weekend racing will commence with an individual Merckx style time trial over an 8 mile out-and-back rolling course. While the fewest Omnium points are up for grabs in this event, times will be used to break any ties, and the results should give you a hint on who to be watching during the following races. It s just you against the clock, and if done right, this is going to hurt. Make sure you keep just in enough in the tank for the final uphill finishing kick. TT start times will be assigned on Friday, June 10, and will be distributed by and posted on the HILLinois.com website. Aero Equipment: All bikes must be mass-start legal according to USAC rules, including drop-style handlebars. No clip-on aero bars or rear disk wheels will be permitted. Aero helmets are permitted. Juniors 9-14 will complete a shortened course of approximately four miles. Start/Finish and Parking: The time trial will start in front of the Apple River Fort at 311 E Myrtle St, Elizabeth, IL Racers may park in the fort parking lot or in downtown Elizabeth. Registration: There will be NO day-of registration for the time trial. All riders must check-in and receive their number at least 30 minutes prior to the start of the first rider in their field. For those competing in the Omnium, please retain your number for subsequent races. Number Position: Race numbers must be worn on the RIGHT or LOWER BACK. Note: While the time trial takes place on a quiet rural road and race organizers will make every effort to control traffic flow on the course, the TT route will not be closed to thru traffic. Riders are reminded to stay to the right except when passing and to use caution.

7 Start Order: Racer start times will be randomized within individual categories, with the first racer leaving the start tent at 7:00AM and subsequent racers leaving at 30-second intervals. There will be a brief break between racers in each category. The order of categories for the time trial is below: Warm-up Jr 9-14 Jr Women 3/4 Cat 5 Cat /2/3 Cat 3 Women P/1/2/3 P/1/2 The Apple River Fort parking lot will be available as a racer warm-up zone (registration will also be co-located here). A space will be available for gear drop-off, but no parking will be allowed within the lot. Racers are advised to find nearby street parking; other nearby parking lots are private property and strictly off-limits for warm-up. Offending riders may be DQed at the discretion of the race director. Missed Starts If a rider misses his or her scheduled start time, then he or she will be late-started at the discretion of the starting referee. Final times may be based on the scheduled start. All riders must start in a similar fashion. No riders will be allowed a rolling start. Circuit Race After the morning time trial, racers will head to the Shenandoah Riding Center in the Galena Territory (near Eagle Ridge) to compete in the Circuit Race. The course will be a 3.1-mile rolling loop around the riding center with great visibility of most of the course for spectators at the start/finish. Start/Finish and Parking: The start and finish line will be located in front of the Shenandoah Riding Center, 200 N Brodrecht Rd, Galena, IL Racers and spectators should park in the Riding Center parking lot. Use caution when entering/exiting the parking lot as you will be crossing the course! Registration: Registration will be located on the grounds in front of the riding center. Racers (including omnium racers) must check-in 30 minutes prior to start of each race. Day-of registration will be available until 30 minutes priors to the start of each race. Number Position: Race numbers must be worn on the RIGHT Note: While race organizers will control traffic on the start/finish stretch to ensure safe finishes and sprint points, roads will be otherwise open to traffic and the center-line rule will be strictly enforced. Take note: all vehicular traffic will be restricted to clockwise travel only on the circuit race course. Neutral Support HILLinois will be offering neutral support for each race through SRAM NRS. At each race, the neutral mechanics will be at the start/ finish area and wheel

8 cars will be available during the road race. Although neutral wheels may be available, we strongly encourage racers to bring their own back-up wheels for placement in wheel vehicle(s). Award Ceremony An award ceremony will be held at the finish of the course after the race. Wheels The traditional wheels in, wheels out system will apply. A limited supply of neutral wheels may be available, but should not be counted upon. Each category will have a follow vehicle in which replacement wheels can be dropped before the race begins. It should be noted that the follow vehicle may follow the primary peloton and thus may pass dropped riders. Please note that neither the race promoter nor anybody other than you is responsible for the security and return of any wheels that you elect to put in the wheel vehicle. Each rider is responsible for reclaimng wheels, which will be available near the finish line after the race. Label your wheels! Road Race The weekend Omnium will conclude with the most important and most challenging stage, the road race. The road race course at HILLinois showcases the challenging terrain of northwest Illinois from which the race derives its name. Racers will compete over multiple laps of an 18-mile looped course that includes four climbs per lap, inviting plenty of opportunity for attacks and increasing the importance of team tactics. Breaks will form on this course, but it s up to you, your team, and your ability to organize the chase that will determine whether they stay away. Juniors 9-14 will complete a shortened course of approximately ten miles. Start/Finish and Parking: The start and finish line will be located on East Bethel Rd, just east of downtown Elizabeth, IL and south of HWY 20. The Junior 9-14 racers will start from the Massbach Ridge Winery at 8837 S Massbach Rd, Elizabeth, IL Registration: Registration will be located adjacent to the start/finish line. Racers (including omnium racers) must check-in 30 minutes prior to start of each race. Day-of registration will be available until 30 minutes priors to the start of each race. Number Position: Race numbers must be worn on the RIGHT Note: While race organizers will control traffic on the start/finish stretch to ensure safe finishes, roads will be otherwise open to traffic and the center-line rule will be strictly enforced. Neutral water bottles and Clif nutrition products will be available racers teammates, friends, and family are encouraged to assist with hand-ups of these items provided by HILLinois sponsors. Neutral Support HILLinois will be offering neutral support for each race through SRAM NRS. At each race, the neutral mechanics will be at the start/ finish area and wheel cars will be available during the road race. Although neutral wheels may be available, we strongly encourage racers to bring their own back-up wheels for placement in wheel vehicle(s). 9 course after the race. The omnium awards ceremony will immediately follow the road race ceremony. Wheels The traditional wheels in, wheels out system will apply. Lodging Eagle Ridge Resort and Spa will once again serve as the official host hotel for HILLInois. Racers can make reservations for the HILLinois block of rooms and take advantage of special rates. There are other hotels in the surrounding areas, including Stockton, IL to the east of Elizabeth. Registration Pre-Registration Pre-Registration is available at HILLinois.com through 11:59pm CT on Wednesday, June 8, Pre- Registration for the Omnium is required for any rider wishing to be considered for Omnium placement. On-Site/Day-of Registration For any spots remaining after pre-registration, on-site registration will be available at the location described on the individual flyers at the end of this guide. Note that on-site Omnium registration will NOT be allowed, only registration for individual events. Additionally day-of registration for the Time Trial will NOT be allowed. IMPORTANT OMNIUM NOTE: If you wish to participate in the Omnium, then you MUST preregister. No Exceptions! Refunds There are no refunds. Registration Transfers Registrations within the same category or cost level may be transferred between riders, by contacting director@hillinois.com. Transfers must be completed before online pre-registration closes, and transfers across to a lower cost category will not provide a refund. For transfers to a higher cost category, please make arrangements on an individual basis (If you re upgrading after registration, for example). Licenses To participate in any race you must have a valid 2016 USAC license for your category. Riders who do not yet have a license should register for one as soon as possible on USAC s website org and remember to print evidence of your authorization to ride and bring it with you to the race in case your physical license card does not arrive in the mail in time or smart phone dies. Annual Licenses may be purchased when signing in. For Category 5 men, and Category 4 women ONLY, oneday licenses may be purchased on-site for each event day they race in. Note that cellular reception for many major carriers can be spotty in the region, so it may be best to count on bringing your paper license rather than relying on the USAC phone apps. Teams There is no limit on the number of riders per team that may register. Omnium Sign-in Omnium sign-in will be available the morning of the time trial beginning at 6:00am until 30 minutes prior to each category s time trial start. For omnium riders, only one waiver will need to be signed for the full weekend, whereas a waiver will need to be signed for each race for other riders. It is each rider s responsibility that to ensure they receive their number in time to begin their first race. Important Registration Notes

10 Please note that, due to the need to move the registration desk to the Circuit Race, there will be no sign-in or registration available on Saturday from the close of the registration desk at the time trial s starting area until re-opening at the Shenandoah Riding Center. Registration for all races will close THIRTY MINUTES before each category s scheduled start time. For the time trial, please note that the cut-off time is based upon the start of your CATEGORY S scheduled start time NOT your personal start time. In order to make the registration process as smooth as possible, please be sure to have with you: A. Valid 2016 USAC license (NOTE: Single day licenses will be available for Cat 5 and Women s Cat 4 racers. This is a single DAY license, and thus not valid for both days of the weekend); and, B. Signed USAC waiver for each race or one for Omnium participants (blank forms will be available). Rules, Safety and Conduct As a USAC-licensed event, USAC rules will apply to all of the races, including all rules relating to participant safety. In particular, we d like to highlight the following: Helmets must be properly on and secured at all times while on a bike, including during warm-up. The center-line rule is very much in effect for all race events: time trial, circuit race, and road race. Not only is this for your safety and to avoid having the rule-breakers seek unfair advantage, but it is also for the safety of any drivers that may be on the course. Where there is no actual center line, envision one in the exact middle of the road. For each race, please see the race description in the previous pages for information about particular safety-related matters for that race. Personal Conduct All riders are requested to remember that we are representing our sport, including to many who are not familiar with competitive cycling. Also important to remember is that our behavior this weekend will influence the ability to obtain the generosity of race hosts such as Elizabeth in the future. We all want to be able to race, particularly on such great courses as those in Elizabeth, but in order to have this privilege we very much depend upon the goodwill of our hosts. We know that you know this already, but a few of the more obvious things to keep in mind: No littering anywhere. Even that gel pack that you use on the bike should go into your jersey pocket when empty and empty water bottles definitely should not get tossed to the side of the road anywhere except the road race s official feed zone. No inappropriate language anywhere. No public nudity anywhere. No public urination anywhere. Facilities will be available at each race. The race director reserves the right to disqualify any rider who fails to follow rules of common decency. The application of this may be subjective, sporadically applied and unfair but the fact that another racer wasn t penalized for tossing garbage on-route doesn t mean that your leaving trash on the ground isn t deserving of disqualification. For both common courtesy and gratitude to our hosts as well as the desire to be welcomed back for future racing, please be courteous and considerate during the weekend. And please be sure to patronize the local establishments. Miscellaneous Bathrooms Portable facilities will be made available at each race.
