2 In accordance with Union County (the County) guidelines, submittals for the services specified will be received by Union County at the specified location listed in this RFQ document, until the time and date cited. Submittals received by the correct time shall be considered. Submittals received after the due date and time will not be considered. Submit, one (1) original and five (5) copies, in printed form and on a non-returnable CD or flash drive. Submittals must be submitted in a sealed envelope/box labeled RFQ# , Engineering Services for Water and Wastewater System Improvements along with the submitter s name and address clearly indicated on the envelope. Instructions for preparing the Statement of Qualifications (SOQs) are provided herein. Union County reserves the right to reject any or all submittals, to waive technicalities and to make such selection deemed in its best interest. With limited response, Union County reserves the right to extend the solicitation opening date as appropriate in order to assure a competitive procurement process. 1. PURPOSE AND SCOPE Pursuant to G.S , the Union County Department of Public Works ( UCPW ) hereby requests qualified consultants to submit an SOQ for professional services for engineering analysis, planning, design and construction management for various water and wastewater system improvement projects including, but not limited to, those projects identified in the UCPW 2011 Comprehensive Water and Wastewater Master Plan (the 2011 Master Plan ), subsequent amendments/updates, and the adopted Capital Improvement Plan ( CIP ). UCPW reserves the right to seek professional services through a separate RFQ for any project, whether identified or unidentified within the master plan or CIP documents, at their discretion. The UCPW 2011 Master Plan and adopted CIP are available online at: water--sewer-master-plan Page 2 of 8
3 Copies of these documents may also be obtained at the offices of Union County Public Works: 500 North Main Street, Suite 500 Monroe, NC It is the intent of UCPW to select the best qualified firm(s) on the basis of demonstrated competence and qualifications in one or more areas of experience identified herein and to engage the services of such firm(s) on an individual project basis for a period of five (5) years. The selected firm(s) shall provide work on an as-needed basis and upon assignment by UCPW. Selection is not a guarantee that any minimum amount of engineering services will be assigned to a specific firm. Union County reserves the right to re-institute the selection process at any time. Submittals made in response to this Request for Qualifications (RFQ) will be reviewed by a committee and ranked based on criteria identified herein. A short-list of firms may be made based on a review of the qualifications. At the discretion of Union County, firms may also be interviewed. 2. PROJECT BACKGROUND 2.1 GENERAL Union County is located along the North Carolina/South Carolina state line southeast of the City of Charlotte and Mecklenburg County. Union County continues to experience consistent to rapid growth rates due to its proximity to the City of Charlotte and Mecklenburg County. Continued growth drives the need to analyze, plan, design and construct improvements to the water distribution, booster pumping, and storage facilities and wastewater collection, pumping, and conveyance systems. The UCPW 2011 Master Plan identifies projects within the water distribution and wastewater collection systems that must be implemented to meet present day and future demands. 2.2 WATER DISTRIBUTION SYSTEM The County s water distribution system provides service to a significant portion of the County, including all major urbanized areas with the exception of the City of Monroe. Water service is provided to the communities of Indian Trail, Stallings, Waxhaw, Wingate, Weddington, Wesley Chapel, Fairview, Hemby Bridge and large areas of low density land use. Union County currently provides service to approximately 47,000 customers. Water is supplied to the distribution system by the Catawba River Water Treatment Plant and through a metered connection with Anson County. The Catawba River Water Treatment Plant is jointly owned by Union and Lancaster Counties and has a current treatment capacity of 36.0 million gallons per day (MGD). The agreement between Union and Lancaster Counties entitles each entity to 50 percent of the treatment capacity up to the total permitted capacity of 100 Page 3 of 8
4 MGD. The connection to the Anson County system provides up to an additional 4.0 MGD primarily to the eastern portion of Union County including the Marshville/Wingate area. The water distribution system includes 4,800 hydrants, 11.5 million gallons (MG) of storage in 10 locations ranging from 0.2 MG to 4.0 MG, 7 booster stations, miles of 12-inch and smaller distribution piping, and miles of 16-inch and larger transmission piping. 2.3 WASTEWATER COLLECTION AND CONVEYANCE SYSTEM The County s wastewater collection and conveyance system provides service to approximately 33,000 customers primarily located within the northwestern portion of the County. The system includes over 14,000 manholes, 569 miles of 4-inch to 48-inch gravity sanitary sewer piping, 73.5 miles of 1.5-inch to 20-inch force main piping, 73 sewer lift stations, and five (5) wastewater treatment facilities. The sewer lift stations range in capacity from 10 to 3,000 gallons per minute (GPM) with pumps ranging in size from 2 to 250 horsepower. The wastewater treatment facilities range in size from 0.05 MGD to 6.0 MGD and provide a total capacity of 8.15 MGD. The County has 2.65 MGD and 3.0 MGD in additional treatment capacity through contract arrangements with the City of Monroe and Charlotte water, respectively. 3. SOQ SUBMITTAL REQUIREMENTS SOQs should be submitted spiral bound, tabbed for each section outlined below. The total length of the proposal, including cover letter, should be no more than 20 single-sided pages. Font size should be no smaller than Arial Narrow 11pt. Key personnel resumes may also be provided as an appendix to the document and will not count against the page limit. Covers and tabs do not count against the page limit. Please provide the following information in the sequence of the following major headings described below. COVER LETTER The cover letter shall briefly introduce your firm, local office, principal in charge, and area(s) of experience in which your firm is seeking consideration. EXPERIENCE Provide a representative summary of your firm s water distribution and/or wastewater collection and conveyance systems experience. Respondents shall provide a summary for one or more of the following areas of experience: Experience with the design and construction of water distribution system piping 12- inches and smaller. 5 Experience with the design and construction of water transmission main piping 16- inches and larger. Experience in the design and construction of water system booster pumping facilities. Experience in the design, construction, and rehabilitation of water system storage facilities. Experience with the design and construction of wastewater collection system piping 12- inches and smaller. Experience in the design and construction of wastewater collection system piping 15- inches and larger. Experience in the design and construction of wastewater pumping stations and associated force mains with a capacity of at least 1.0 MGD. Experience in geotechnical, survey, property acquisition, and other services in support of the above activities. PROJECT TEAM Provide a detailed organization chart that presents the team to be dedicated to this project. This should include the project manager, engineers, scientists, modelers, and other supporting staff to be used in completion of the work. Information to be included in this section shall include: Professional, relevant qualifications for up to five (5) projects, including which projects listed under the History of Similar Projects section of the response, the individual(s) had a significant role. Professional, relevant qualifications, for up to five (5) projects, of the proposed project manager in the design, construction, and management of related or similar projects. Office location and number of year s employee has worked with their current firm. Available time (in percent) that each team member may commit to this project. PROJECT MANAGEMENT AND QUALITY CONTROL Provide a brief description of the systems and methods employed by the firm to effectively manage projects including a discussion of: goal setting, managing client expectations, communications, quality control, and managing schedules and costs within prescribed constraints. 6 HISTORY OF SIMILAR PROJECTS Provide a minimum of five (5) representative projects for each of the experience categories included in your firm s response that your firm has completed in the past five (5) years with each having a construction value greater than $100,000. Provide the following information for each project: Owner s name Owner s contact person name, address, telephone number, and address Title and Description of the project Description of the engineering services provided Engineer s estimate of probable construction cost versus actual construction cost Estimated construction schedule versus actual completion Change order history including reasons for any increase or decrease to the contract cost and duration 4. SELECTION PROCESS Maintaining the integrity of the RFQ process is of paramount importance for the County. To this end, please do not contact any members of Union County or its staff regarding the subject matter of this RFQ until a selection has been made, other than the County s designated contact person identified in the introduction to this RFQ. Representatives of Union County will read, review, and evaluate the qualifications independently based on the evaluation criteria. Union County reserves the right to conduct interviews with a shortlist of selected respondents. The following factors will be used in the initial evaluation process. REPUTATION, QUALITY, AND EXPERIENCE OF FIRM How substantial is the firm s experience in providing similar services for a State, County, Town, or City of comparable size and complexity? Is the firm knowledgeable in regard to applicable regulatory and permitting processes? Has the firm worked for the County in the past? If so, when and in what capacity? Was the work performed satisfactory to the County and completed within prescribed schedule and budget constraints? Did all projects included in the History of Similar Projects section of the response have a favorable experience with the firm? Would they work with them again? Was the listed project relevant and comparable? Did the firm demonstrate an understanding of the specific needs of UCPW in this effort? Page 6 of 8
7 PROJECT TEAM Does the proposed project staff appear to have the appropriate experience and capabilities to deliver the requested services? Does the firm s organizational structure support the project team and objectives? What systems/processes does the firm employ to ensure knowledge sharing to benefit UCPW with the experience of not only the individual but the firm as a whole? Is the stated availability of proposed team members adequate to support this project? OVERALL APPROACH AND METHODOLOGY How successfully does the SOQ provide a clear and concise answer to the question Why should UCPW select your firm for these services? How does the proposal assure that design solutions are feasible from cost, regulatory, and public perception perspectives? Does the SOQ response discuss the approach to project management and what measures will be used to guarantee a successful outcome? Does the SOQ response address construction management and the role of the design team during construction? Although cost is not a criteria in evaluation of responses, the proposer must demonstrate how their firm will effectively deliver services in a cost effective manner. Does the firm address its approach to project management with respect to quality assurance, cost control, and implementation plans? Page 7 of 8

ADDITIONAL INFORMATION HOLD HARMLESS The Firm shall indemnify Union County against any and all loss or damage to the extent arising out of the Firm s negligence in the performance of services under this Request and for infringement of any copyright or patent occurring in connection with or in any way incidental to or arising out of the occupancy, use, service, operations or performance of work under this Request. MINORITY AND SMALL BUSINESS PARTICIPATION OUTREACH PLAN GOOD FAITH EFFORT In an effort to encourage Good Faith Effort Outreach, Union County encourages certified Historically Underutilized Businesses ( HUB ), MBE/WBE s to participate in the solicitation process for this RFQ. IRAN DIVESTMENT ACT The Iran Divestment Act of 2015 (N.C.G.S formerly known as N.C.G.S. 143C-6A- 1 to 6A-9) was signed by the Governor of North Carolina on June 29, Effective February 26, 2016, the Act prohibits: The North Carolina Retirement Systems or the Department of State Treasurer from investing funds with individuals or companies engaging in certain defined investment activities in Iran. State agencies, local government units, and other political subdivisions of the State from contracting with individuals or companies on the Department of State Treasurer s Final Divestment List. 6. SCHEDULE It is anticipated that the review of qualifications will be completed by November Interviews may or may not be conducted after that time.
