6 Consequence of Infrastructure Development - Improved Security of Supply and Market Facilitation Diversification of potential physical access to gas resources: - Securing gas deliveries in long term perspective (5-40 years) - Reducing total need for alternative gas resources in actual emergency situation (n-1 criteria, for Denmark in reality 3-4 potential sources instead of 1-2) - Competitive prices on gas deliveries - Storages might be expanded. Increasing flexibility and synergy between commercial storage and strategic storage - Possibility for increased gas consumption (less CO 2 ) Removing bottlenecks in internal infrastructure and cross country interconnections: - Gas quality harmonised - Several potential sources in actual emergency situation - Competition between more shippers and more suppliers - Supporting integrated European energy market 6
7 Role and responsibility Capacity and Security of Supply in Denmark in the future (Act on Natural-Gas Supply) 11. Transmission and distribution companies shall ensure sufficient and effective transport of natural gas and associated services in their own networks, including: 1) maintenance of physical balance in the network; 2) making necessary transport capacity available; 3) ensuring metering of delivery and purchase of natural gas in the network; and 4) providing users of the network with all necessary information on metering of the natural gas transported through the network. 12. A transmission company shall: 1) connect the distribution network and consumers to the extent necessary; 2) ensure the quality of the natural gas supplied from the transmission network; 3) ensure supply security in Denmark; How? How? 4) co-operate with other transmission companies in Denmark and in other countries with a view to efficient exchange of natural gas; 5) prepare plans for the future demand for transmission capacity; 6) ensure that there are sufficient amounts of natural gas in the overall natural-gas supply system so that the physical balance in the network can be maintained (cf. 11, paragraph 1, point 1; and 7) use transparent, non-discriminatory, market-based methods in the procurement of the energy used to carry out its activity. 7
8 Energinet.dk s responsibility to meet the challange The project [Skanled] is a natural extension of the Danish government's proposal for a new energy policy, which was revealed on 19 January In the proposal the government precisely states that the gas infrastructure must be expanded in order to create access to new gas reserves when the Danish North Sea gas production starts declining from It is a natural step for Energinet.dk to go in and solve this task, implementing this specific part of the Danish energy policy, says Peder Ø. Andreasen, President and CEO of Energinet.dk. 8
