3 JUSTIFICATION FORM USC Columbia, Lancaster, Salkehatchie, Sumter & Union campuses JUS INSTRUCTIONS: Please attach a statement explaining the justification for the proposed program or course action. This form is available online at Date: 2/8/2012 Campus: Columbia College/School: Arnold School of Public Health Department (if applicable): Health Services Policy and Management Degree Program (if applicable): Masters of Health Administration Undergraduate Graduate This is the justification for adding a 3 hour course (HSPM775) Management Epidemiology and Statistics in Healthcare as a required course for the HSPM MHA. This new required course is proposed in order to comply with the requirements of the Commission on Accreditation of Healthcare Management Education (CAHME) noted in the November, 2011 site visit for the HSPM MHA degree. Criterion III.B.1 states that the Program curriculum should address the following healthcare management content area: Population health and status assessment. The Program documents note that population health and status assessment are addressed. However, review indicated little specific content related to population health (such as epidemiology, community health, social determinants of health),and feedback from multiple stakeholders indicates that coverage of the full range of population health and status assessment content is limited. The criteria related concern is that the Program does not provide sufficient breadth and depth of content to address the full range of population health and status assessment knowledge. The program proposes to add a new course, Managerial Epidemiology which will apply the principles and tools of epidemiology to the decision-making in a health care environment. It is intended for MHA students, leaders, managers, and clinical nurse executives who need to understand the value of epidemiology and population-based health care to the process of rational decision-making. Knowledge and skills useful to health service managers related to population health management, and also managerial epidemiologic analyses and assessment of medical care processes/outcomes will be taught in this course. Epidemiology is defined and its pplications in health services management and health policy are discussed. Population based epidemiologic assessment methods are presented and utilized. 4 HSPM 775 Managerial Epidemiology and Statistics for Healthcare Course Description This course applies the principles and tools of epidemiology to the decision-making in a health care environment. It is intended for MHA students, leaders, managers, and clinical nurse executives who need to use population-based analytic techniques to facilitate rational decisionmaking for the deployment of health services. Knowledge and skills useful to health service managers related to population health management, and also managerial epidemiologic analyses and assessment of medical care processes/outcomes are taught in this course. The course begins with an introductory lecture on basic probability and statistics. Epidemiology is defined and its applications in health services management and health policy are discussed. Population based epidemiologic assessment methods are presented and utilized and methods for assessing outcomes of health programs are discussed. Credit: 3 semester hours Course Goals After completion of this course in Managerial Epidemiology and Statistics for Healthcare the student will be able to: 1. Summarize the basic principles of descriptive epidemiology with specific application to health care delivery settings 2. Critically evaluate the factors that influence the health status of populations served. 3. Demonstrate the application of epidemiologic concepts and theory to health care planning, quality assurance, quality management, infection control. 4. Discuss the central role of epidemiology in evidence-based medicine and clinical decision making 5. Discuss the application of epidemiologic principles to financial and economic decision-making, including cost-effectiveness analysis 6. Distinguish among study designs in terms of causal inference and sources of bias Relationship to College of Public Health Degree Program Goal(s) and Objectives This course relates directly to the accomplishment of the educational program goals for the M.H.A., M.P.H. and Dr.P.H. degrees. MHA Competencies This course has primary responsibility for supporting accomplishment of the following MHA competencies: 1

5 1. Analyze the key determinants of population health and health disparities and their relative impact on individuals, communities, and society. 2. Analyze the incidence and prevalence of injury and disease using epidemiological and statistical methods and applying these skills in healthcare management. 3. Assess the importance of issues in both the internal and external environment and the effect of these on management, planning, strategy development and decision-making. Learning outcomes: On completion of the course, the student will be able to: 1. Apply epidemiology in healthcare settings. 2. Explain the concept of populations and population health care management. 3. Explain the uses of descriptive information in population health situations. 4. Distill the critical elements of disease classification systems and apply them to health care settings. 5. Discuss the importance of rates for comparison of health and disease among sub-populations and adapt/apply to health facilities. 6. Determine disease patterns in communities and populations and apply to community assessment. 7. Describe, explain, and apply demographic techniques to determine the status of health in a community. 8. Explain and assess the impact of infectious epidemics focusing on the impact in health facilities, food protection, environmental sanitation, and infection control. 9. Explain the concept of surveillance. 10. Carry out the role of healthcare administration in designing health care for populations and targeted sub-populations. 11. Compare and contrast current issues in community health, explain some of the underlying causes related to community health problems, and plan a health system intervention using effective yet efficient health management approaches. Course Structure: The course will consist of seminar/discussion classes, lectures, case studies, web-based learning, and self-study. The course will be enhanced by an online component in Blackboard, which will provide resources for accessing class materials including assignments and readings. 2

Almost all of the journal articles are available on-line as Full-Text E- journals at Thomas Cooper Library E-Journals Students are responsible for securing their own copies of the readings and reviewing the material prior to the class or discussions, which may be developed on Blackboard. Evaluation: Assignments and Projects Points Case Study 30 Class participation, discussion 15 Mid-term exam 25 Final examination 30 TOTAL 100 Letter grades for the course will be assigned on a percentage basis (as given below) for the student's total score as a percentage of the total number of points possible for the course. The results are expected to be approximately as follows: Grade % A B C F < 70 Case Study Assignments: The case study is due on the date indicated below, and involves applied problems related to the course. The assignment must be completed and submitted electronically to the instructor. You can send the assignment via blackboard or by as an attachment in MS Word format. The case study is worth 40 points and should contain 2-3 paragraphs or more of introductory material, perhaps including some data, followed by tables or graphs to interpret, followed by specific questions, followed by detailed answers. The case study is due on.the case study should be approximately 8 10 pages, double-spaced, 1 inch margins, 12 point Times-Roman font. Case Studies 2.5 or 7.1 in the text are examples of the case study. 4

8 It may, for example, involve obtaining outside data, as shown in Case Study 4.2. Ideally, the case study would include elements from the first half of the semester, for example descriptive epidemiology, or combining quality measurement with clinical decision-making, or planning with cost-effectiveness analysis. The case study could combine study designs with either costeffectiveness analysis or clinical decision-making within the context of a specific managerial activity, such as quality control or planning.
